MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY 5TH FEBRUARY 2002

In attendance:- Mrs D Burt (clerk), and seven members of the public.
1) Apologies Cllrs C Nelson and A Frampton, Cllr A Campbell (DCC), Cllr M Bignell (NDDC).
2) The minutes of the January 8th meeting, having been circulated were taken as read. It was proposed by Cllr Trowbridge and seconded by Cllr Thorne that they be signed by the chairman, this was agreed.
3) Points from the public relating to item 4 only None
4) Matters Arising
i) Recreation ground
The chairman reported that the roundabout was now back in service and just needed a coat of paint.
Because of the staffing reorganisation at NDDC the application for a grant for the swings had not yet been processed.
The door handle on the back emergency exit of the pavilion has now been replaced.
The chairman reported that he had dismantled the tractor and work was continuing but a lot still needed to be done before it was back in service.
The architect had given a very rough estimate for a garage and toilets on the south end of the pavilion of around ï¿½15,000 to ï¿½20,000. The clerk recommended that as this was a long-term project plans need not be drawn up at this stage, this was agreed.
ii) Bowey Field
Cllr Trowbridge reported that he had recently seen a newspaper article voicing concern about a possible health hazard in the use of certain wood preservatives often used for play equipment. The clerk reported that no correspondence had been received from RoSPA or any similar body.
iii) Chicken Processing Factory
DCC has acknowledged receipt of CCTV recording and will respond shortly.
Two more odour diaries had been received.
The chairman had met with Mr Hack, factory manager to discuss the ï¿½hotlineï¿½ and other matters. Mr Hack said that complaints are listed and fed back to their consultants for action. In an effort to reduce noise metal skips are being replaced by plastic ones, some of the concrete in the back yard has been re-laid to make a smoother surface and he also intends to re-lay some areas of the front yard.
There will soon be some new quieter lorries but for health and safety reasons they will have reversing alarms which will be noisy.
It is increasing difficult to get rid of the waste products, the offal and feathers cannot now be taken away in one skip, a plastic mat has been introduced for these skips to be put on to reduce noise but the lorry still appears to be coming in at inappropriate times.
There will be another meeting with Faccenda and Mark Williams (NDDC) on Friday also attending will be Cllrs Burt, Bignell and Campbell.

Mr Goddard has agreed to move the dirt as soon as he is able. No other work can be done until the weather improves.

The clerk reported that she hoped to have it ready for the next meeting.

viii) Future Development
A reply had been received from Mrs Spoonerï¿½s agents saying that they would seek instructions from her.
ix) Darknoll Lane ï¿½ Banbury Cross end NFTR
x) Golden Jubilee
Sunday 2nd June ï¿½ tea party in and around the Village Hall with the presentation of commemorative mugs to the children.
Monday 3rd June ï¿½ 7pm an event on Okeford Hill around The Beacon, which will be lit at a designated time. Entertainment was discussed.
A member of the public asked about how a street party could be organised, she may be willing to take this on and would let the council know.
xi) Travellers
Mr Evans (DCC) had replied denying that the travellers at Conygar Tip had been given a key.
The DAPTC had received many comments from associate councilï¿½s, including this one, about DCCï¿½s draft Gypsy and Traveller policy the majority of which broadly supported the policy but felt that a more robust stance should be taken when dealing with encampments.

The clerk had received a new (though not updated) rights of way map from DCC and given it to Mike Wingrove so that he can complete the map board.
The new aluminium notice board for Belchalwell has arrived, the chairman will fit it as soon as possible.
xv) Greenhayes
Correspondence had been received from Mr Casebourne asking that the licence period be increased to 12 months. The chairman said that the owners would probably need parking for two cars. It was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that a 12 month licence to park one or two cars on Greenhayes and a 12 month licence to allow occasional access to the ï¿½barnï¿½ at 60 Greenhayes with a kit car be given, this was agreed. A draft of both licences were circulated and approved (appendix a).
xvi) Footpath 53
DCC has not yet responded. Some work has been done higher up the hill which seems to have stemmed the flow of water. As DCC seem reluctant to make a decision as to what they will do to the path the PC, as agreed some months earlier, will have to proceed with repairs to the car park which the path leads to. Further contact to be made with DCC.
xvii) Chapel Green
A letter had been received from Mr Davis of Chapel Cottage informing the council that he was going to increase the height of the wall adjacent to the ditch. There was some concern that the original wall would not be strong enough to support further building and it was agreed to write to Mr Davis via his solicitor stating this.
xviii) Extension of 30 mph speed limit
A reply had been received from DCC saying that the councilï¿½s request is still on their list for consideration.
xix) Footpath 41
A reply had been received from DCC ROW confirming that the route of this path does not go down to the road.

xx) Footpath 47
A reply had been received from DCC ROW saying no record can be found that shows this path extending to the bottom of Okeford Hill, but if evidence could be found then a definitive map modification order could be applied for. Cllr Trowbridge said that he remembered the path extending to the bottom of Okeford Hill.
xxi) Street Lighting
Having looked at the file dealing with this in 1997 it was found that DCC felt that Mary Gardens was not a high priority and could not fund it but would do the work if the PC paid (around ï¿½1500) using mostly existing electricity poles. It was felt that this figure would be much more now. This information to be passed to Cllr Bignell.

5) Correspondence
ï¿½ Village of the year competition/Best kept village information.
ï¿½ DAPTC ï¿½ Newsletter, NALC legal update employment relations, donations being received for George Page who will be leaving the post of County Director in April, DCï¿½s 3 ï¿½ 9 including the new declaration of acceptance of office. The chairman pointed out to councillors that the papers circulated in December should be read because the new code of conduct had to be adopted and the declarations signed by the April 30th meeting, if there were any questions he or the clerk would need to know before attending a training session on 14th February. Some members wanted duplicate codes and guidance notes. Southern Energy had issued an emergency telephone number not for general use in case of serious electrical damage, also a number for routine failure, to be published in Parish Magazine. DTLR planning green paper (downloaded from the internet) chairman to comment. Waste strategy consultation community workshops for general public.

ï¿½ ND Volunteer Action ï¿½ various leaflets/information on courses etc.
ï¿½ NDDC ï¿½ training session for clerk and chairman re new code of conduct (see above).
ï¿½ Local Government Commission for England ï¿½ periodic electoral review new proposal, comments by Feb 18th, to be discussed with Cllr Bignell.
ï¿½ DCC ï¿½ Roads and Transport best value review 2001/02 consultation ï¿½ service delivery questionnaire, to be circulated to councillors for their views.
ï¿½ Cranbrook Homes, James Dean Jnr ï¿½ a new proposed plan for an extension to the Churchyard to be put to Development Control Mr Dean asks for the PCï¿½s thoughts. The new proposal shows one dwelling, gives an extension to the Churchyard and a piece of land to the PC for an open space. There was some discussion and it was proposed by Cllr Mrs Calcott and seconded by Cllr Corben that the council agrees to consider this option, this was agreed.
Cllr Thorne asked to be excused and left at 9-10 pm.
6) Representatives Reports
Footpath Liaison Officer ï¿½ Cllr Mrs Calcott reported that Mr Williamson DCC ROW wanted a list of stiles that were too high and to identify the ones with the ï¿½ round rails as steps.
Village Hall Committee ï¿½ Cllr Burt reported that he had received complaints about non-hall user cars parked in the car park. He said that ï¿½no unauthorised parkingï¿½ flyers were occasionally used and also the factory manager now regularly visits the car park to discourage his workers from using it.
The Jubilee seat and plaque for The Cross has been ordered.
7) District Councillorï¿½s Report None

8) Points From the Public
Mrs Bright, 62 Greenhayes reported having had a car broken into, the Police had attended but she asked about Neighbourhood Watch. Mr Fleetwood who is the Homewatch co-ordinator was not present but the chairman undertook to contact him and ask if a meeting of area representatives could be arranged.

It was proposed by Cllr Corben and seconded by Cllr Mrs Calcott that these be paid, this was agreed.
The clerk had received a donation of ï¿½45 from the Village Hall Committee.
Tenders for grass cutting for the 2002 season had been invited. There was one tender, the chairman asked if the councillors were prepared to go ahead with one tender and after their agreement the clerk reported that Mr M Thompson had quoted ï¿½340.00. It was agreed that this be accepted.
10) Planning Matters
a) Applications 2/2002/9010 and 2/2002/0065 ï¿½ Mr P Frampton, Castle Farm. Erect 2 storey extension, carry out internal and external alterations/repairs including re-thatching. This is a re-submission following refusal of previous application with correspondence from structural engineer. It was proposed by Cllr Trowbridge and seconded by Cllr Corben that a letter of support be written.
2/2002/0067 ï¿½ J E T Trowbridge, Church Farm, Pound Lane. Construct all weather mï¿½nage 40m x 20m. No objections.
b) Decisions 2/2001/0903 & 2/2001/9165 ï¿½ Castle Farm (see above) REFUSED because work would be detrimental to the character of the listed building.
2/2001/0948 ï¿½ Rectory Cottage ï¿½ replace garage roof thatch with tiles. GRANTED
2/2001/0831 ï¿½ Seven Acres Small Holding, Okeford Hill ï¿½ erect stable block. GRANTED. Conditions include highway safety ï¿½ 4.5 metres of access from nearside edge of carriageway, areas for manoeuvring, parking, loading and unloading must be in place before development is used, entrance gates to open inwards should be set back 10 metres from the edge of the carriageway, nothing over 0.600 of a metre in height be placed, built, planted or grown on designated visibility splays.
2/2001/0992 ï¿½ Knoll Farm, The Common ï¿½ erect agricultural storage barn. GRANTED
c) Other 2/2000/0657 ï¿½ Erect conservatory Nutmeg Cottage. Revised drawing to change roof from glass to tiles. There were no objections.

12) The next meeting will be the Annual Parish Meeting on Tuesday March 5th in the Pavilion at 7-30 pm followed by normal business.
There being no further business the chairman thanked those present and closed the meeting at 9-35 pm.
