MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY 30TH JANUARY 2001

In attendance:- Mrs D Burt (clerk), Cllr M Bignell (NDDC), and 4 members of the public. Mr M Evans, business support officer, DCC and field officer to talk about ?travellers.?
1) Apologies Cllrs Frampton, Thorne and Corben and Mr Fleetwood (Homewatch).
2) The minutes of the December 19th meeting, having been circulated were taken as read, it was proposed by Cllr Mrs Calcott and seconded by Cllr Trowbridge that they be signed by the chairman, this was agreed.
Representatives from DCC?s Gypsy and traveller liaison service talked about travellers and their rights and answered questions from the floor.

4) Matters Arising
i) Recreation ground
The clerk had spoken to Valley Fabrications about the see-saw cover, they said it would be a week or two before it was ready.
The chairman reported that the insurance company say that the account for the engineers report was not covered by the policy but this will be looked into. It may be necessary to pay the account before this can be clarified.
Information on a company offering free quotes for complete weed control had been received, to be looked into.
The Youth Club has acquired a second pool table discussion with the Football Club will be needed to decide where best to keep it.
ii) Bowey Field
DCC have now completed the extension to the rails at the Lower St entrance.
iii) The Cross NFTR
iv) Webbs Country Foods
Some parishioners have been filling in the diaries for NDDC the trial will continue into February. A slight improvement has been noticed but because of the change in wind direction it is difficult to come to a conclusion. Cllr Trowbridge said that a taller chimney would be beneficial. Cllr Bignell reported that the Lymington factory had been closed but as far as he knew there were no such plans for this one.
v) Greenhayes/Higher St path (footpath 66)
DCC Rights of Way officer says that he hopes the Area Highways dept will take on the maintenance of this path in the next financial year.

This is ready to deliver. It was decided to defer until next month.
x) Future Development
There is still a delay due to a problem with possible entrance sites because of the lack of 30 mph speed limit, the Highways dept feel that a traffic survey should be carried out.

xi) Beacon Millennium
It had been decided not to fill the Beacon until New Years Eve to avoid it being lit prematurely by vandals. Unfortunately the weather was so bad that it had proved too hazardous to fill and so the lighting was cancelled.
xii) Lower St drain
This has not yet been jetted by DCC.
xiii) Rubbish Bins
These have not yet been replaced. NDDC to be contacted again.
xiv) Darknoll Lane /Banbury Cross NFTR
xv) Footpath 1
It was reported that the hedge has now been cut back. Item discharged.
xvi) Footpath near Church O/F
The path is now clear. Item discharged.

5) Correspondence
Beacon Millennium ? June 3rd 2002 to celebrate the Golden Jubilee Her Majesty Queen Elizabeth II a Beacon chain is planned. Letters to be sent to all parish organisations to assess interest in an event around The Beacon.
Agenda 21 ? workshops information.
DAPTC ? minutes of exec. Meeting, request for nominations for Parish Council rep. to serve on District Council standards committee.
NDDC ? Housing strategy.
NDDC ? ?Just bin it? promotion.
NDDC ? New contaminated land legislation.
Signpost H.A. ? newsletter.
Howard, Shreeve & Turnbull, architects ? re: land behind Churchyard ? The chairman had met with Mr Turnbull today to outline the history of the land and the Parish Council?s views. If the Churchyard becomes full and has to be closed the responsibility for it is passed to the P.C. who will then have to pass it to NDDC.
6) Representatives reports
Local public transport – Mr B Gillingham reported on the recent DT11 transport meeting he had attended where there was discussion about additional buses, which may be provided with extra Government money but the scheme would not help this area.
7) Points from The Public
Mr Gillingham enquired about a boundary gate being reinstated on Little Lane. It was pointed out that this is a highway and therefore cannot have a gate across it.
He was also concerned about the road hedges of no?s 9 and 11 Castle Ave. being too overgrown. To be investigated and followed up as necessary.
Mr Russell asked about the surface of footpath 53 which had been continually washed away by the rain. The chairman reported that he had talked to DCC ROW who would not reinstate the surface again unless Area Highways put some drainage in. The clerk has written to Area Highways asking for some action to be taken. In the meantime notices warning of the condition of the surface have been posted.
He also reported that the drains in Pound Lane were blocked with mud.
Mrs Failes asked who should be contacted to report blocked drains. DCC?s CLARENCE on 0800 23 23 23.
Cllr Trowbridge offered his apologies and left the meeting at 9-45pm.

8) Financial Matters

It was proposed by Cllr Nelson and seconded by Cllr Mrs Calcott that these be paid, this was agreed.
An application for grant aid from the CAB had been received, the clerk reminded the council that �40 had been given in the previous year. Cllr Mrs Calcott proposed and Cllr Nelson seconded that the same amount be paid this year, this was agreed and the cheque signed.
The clerk reported that a grant of �350 for the basketball area had been received from the DCA.
Notices requesting tenders for the grass cutting for the coming year had been posted on notice boards and in the Parish magazine.
9) Planning Matters
a) applications 2/2001/0071 ? County Homes, Tarrant Monkton. Land adj. Pie Powders, Lower St. ? erect house and garage.
After some discussion it was proposed by Cllr Mrs Calcott and seconded by Cllr Nelson that the council objects to this applications on the grounds that the development would interfere with the sightline from the public house next door and also that the development is too big and would constitute over development of the site. This was agreed.
b) decisions 2/2000/0657 and 2/2000/9096 ? Nutmeg Cottage, Higher St. ? erect conservatory. Planning permission was REFUSED by NDDC on the grounds that the development was an inappropriate ornate form and design.
2/2000/0873 ? 20 Castle Ave ? single storey ext. – GRANTED.
2/2000/0960 ? Darknoll Farm ? Hay & straw barn – GRANTED.
2/2000/0788 ? 1 Malthouse Cotts. ? 2 storey ext, conservatory and garage, form vehicle access ? GRANTED.
c) other 2/00/777(42) Fiddleford Mushrooms. Following a site meeting the recommendation is that the application be granted subject to conditions. Cllr Bignell informed the council that the conditions were incorrect and he would follow this up. The council also asked the clerk to write to the planning office to query the conditions imposed.
10) A.O.B.
Cllr Burt reported that he had taken the tractor off the road to do some repairs and maintenance to the brake linings and the back axle and also to do some paintwork.
Cllr Mrs Calcott reported that some factory workers were parking their cars in front of the shop whilst at work, making it difficult for shop customers, some of them disabled, to use the limited space available. The clerk was asked to write to the factory manager for his cooperation in easing this problem.
11) The next meeting will be on Tuesday 27th February 2001 at 7-30pm in the Pavilion, Castle Lane. There being no further business the chairman closed the meeting at 10-17pm.
