MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY 5TH SEPTEMBER 2000

In attendance:- Mrs D Burt (clerk), Cllr M Bignell (NDDC), and nine members of the public.
1) Apologies ? Cllr A Frampton, Cllr C Nelson, Dr G Tapper (DCC).
2) The minutes of the August 8th meeting having been circulated to councillors
and notice boards were taken as read, it was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that they be signed by the chairman this was agreed.
The chairman introduced Mrs Rachel Kalis the new Rural Housing Enabler, a post which is funded jointly by NDDC, The Countryside Agency, and several Housing Associations, who gave a talk about her work on affordable rural housing.

4) Matters Arising
i) Recreation Ground
The RoSPA report on the play equipment had now been received. There are several jobs to do on all pieces of equipment the most important being the need for a guard on the see-saw, to have a metal one made could cost up to �1000, to be looked at and dealt with appropriately.
A post completion and evaluation questionnaire from Sport England Lottery Fund about the grant to the Pavilion has been received. A visit from the monitoring consultants will be made at which the attendance of the architect and others involved in the project will be needed.
ii) Bowey Field
The RoSPA report on the play equipment has been received, generally there are no urgent problems but some small items need attention.
The basketball area is under way, the recycled plastic ?wood? has now arrived and it is hoped to start digging out shortly. Funding has been applied for from NDDC and the Community Projects Fund.
iii) The Cross NFTR
iv) Webbs Country Foods
E-mail from Mr Williams at NDDC confirmed that the new odour control system would be in operation on August 17th. Four diaries of smells had been received and would be copied to the Factory and NDDC. The chairman thanked all those people who take the time to keep these diaries and asked that they be continued.
v) Greenhayes/Higher St path
Confirmation of the order to modify the definitive map to add the path from Greenhayes to Higher St., had been received. Clerk to now write to DCC about the Tarmac surface.
vi) Old Orchard ? Mary Gardens
It was proposed by Cllr Corben and seconded by Cllr Mrs Calcott that the clerk write to confirm that the council would be happy to leave the situation as it is with the District Council maintaining it. Mr Donnelly reported that one of the apple trees was dead and needed to be removed. Clerk to inform NDDC.

Mrs Wood has offered the village shop as a collection point for returned questionnaires. Mrs Kalis will send information on housing needs surveys so any relevant points can be added.

xiii) Footpath to Bel Church ? bridges
Cllr Mrs Calcott reported that the bridges had again been vandalised, she would contact DCC Rights of Way.
xiv) Footpath 44 ? bridges
E mail from Mr Webb, senior ROW officer DCC has been received saying that a metalwork construction is being designed and should be installed next spring. Item discharged.
xv) Castle Farmhouse
Allan Greaves, chief executive NDDC has replied saying negotiations with the owner are taking place.
xvi) Travellers
Awaiting replies from Police and Gypsy Liaison Officer to confirm meeting dates preferred.
xvii) Future Development
A site meeting with Mrs Spooner?s agent is to be arranged after Sept 11th. The chairman opened the meeting to allow the public to speak. There were still concerns about many aspects of this subject including the District Plan. When a sketch plan is available there can be a more informed discussion.
xviii) Beacon Millennium
The clerk reported that the organisers were hoping to have a countrywide lighting time of 8pm with only some cities and cardinal points being lit at different times. It was agreed that Okeford Beacon would be lit at 8pm.
xix) Ibberton & Belchalwell Village Hall
A reply from Dorset Community Action noting the point about overlapping parishes, they will consider a new policy to cover this problem. Also a letter from Cllr Bignell, confirming that he did not commit the PC to paying 5% of the costs of refurbishing Ibberton Hall as had been implied by the village hall committee.

DCC ? Rural Bus Challenge ? seeking support for their application. Mr Gillingham, public transport officer, said that their proposal would not benefit this area.
Fire Service Charities ? Millennium auction, requesting donations of money or items. To be put on notice board.
Environment Agency ?Dorset Stour local environment agency plan 2nd annual review.
DCC ? Best value review ? public transport in Dorset.

DAPTC ? newsletter (circulated to councillors), Director?s circulars:- Audit commission think piece on regulations for local councils. Review of magistrates courts in Dorset. Training days/seminars. Consultation on new code of conduct for councillors (copied to councillors).
6) Representatives reports
Tree Officer ? Mr Donnelly reported that there were some dead elms around the village that needed to come down. The millennium tree at Bowey was doing well. The young trees in the recreation ground hedge needed stakes, he is dealing with this.
Local Public transport ? Mr Gillingham reported that a National scheme will be coming in to give senior citizens � fare tickets. He reminded everyone about the leave your car at home day on September 22nd. In his role concerning public transport he had been interviewed by Vale FM radio.
Footpath Liaison Officer ? Cllr Mrs Calcott reported that finger posts were needed for a number of paths coming off of or on to roads. She would contact DCC, ROW.
Youth Club ? Cllr Mrs Calcott reported that the Youth Club had won the shield for best youth float in Sturminster Carnival. Also that they needed a trunk to keep costumes etc in.

7) Points from the public
Mr Ridout reported that several stiles had become overgrown. FLO to deal.
Mr Gillingham reported that a number of road signs were twisted. Clerk to write to DCC.
Mr Fleetwood said that the grass around some signs needed to be cut.

It was proposed by Cllr Mrs Calcott and seconded by Cllr Thorne that these be paid, this was agreed.
The clerk reported having received a donation from Okeford United Football Club of �1200-00 to assist with the purchase of the tractor.
The clerk presented the accounts for the year ending March 31st 2000, having circulated them to councillors and notice boards. It was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that they be accepted, this was agreed.
9) Planning Matters
a) applications 2/2000/0642 ? D Cornes, Pond View Fiddleford ? erect four 8? x 6? sheds. No objections from the PC.
2/2000/0657 & 2/2000/9096 ? Mr & Mrs Wood, Nutmeg Cottage (formerly Taverners) Higher St. ? erect single storey timber framed glazed conservatory. No objections from the PC.
2/2000/9095 ? Mr & Mrs Benson, 87 Higher St ? demolish porch/store and erect conservatory. No objections from the PC.
2/2000/0670 ? Mr & Mrs Rhodes, Froghole Farm ? renew temporary permission (conditions 2 & 3 of 99/0467). After some discussion it was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that the council objects to this application on the same grounds as previously there was also concern about condition 1 on the previous granted application. This was agreed.
b) decisions 2/2000/0517 ? Land to side of 30 Nether Mead ? incorporate agricultural land into domestic curtilage. Granted
c) other matters 2/2000/407 & 2/2000/55 V Smith and Clive?s Skips. A site meeting took place on August 29th, the chairman attended to outline the PC?s view which was non objection to either application.

11) The Next meeting will take place at the Pavilion on Tuesday October 3rd at 7-30pm.
(The clerk asked councillors for items for possible inclusion in the precept for 2001/2002 so that she can have a draft ready for the October 31st meeting).
There being no further business the chairman thanked everyone for attending and closed the meeting at 10-15pm.
