MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY JUNE 13TH 2000

In Attendance:- Mrs D Burt (clerk), Cllr M Bignell (NDDC), and 4 members of the public.
1) Apologies Cllrs Nelson and Thorne.
2) The minutes of the AGM ? May 16th 2000 having been circulated, were taken as
read. It was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that they be signed by the chairman, this was agreed.

4) Matters Arising
The chairman asked that item (xiv) be brought forward as Cllr Bignell had to leave early, this was agreed.
xiv) Parish Survey ? Cllr Bignell
Cllr Bignell offered a revised draft survey based on the village appraisal, clerk to circulate to councillors.
i) Recreation ground
A letter from the Football Club was read regarding the purchase of a tractor for use at the recreation ground and at Bowey Field. It was proposed by Cllr Frampton and seconded by Cllr Mrs Calcott that the invitation to attend a FC meeting to discuss this matter be accepted and that Cllrs Burt and Mrs Calcott should attend. This was agreed.
There is a need to make more storage space available this to be looked at.
Clerk to write to DCC and the Environment Agency re the weed killer problem.
A broken window in the pavilion had been repaired. (See item 8).
A tile on the pavilion roof is broken, there are some spares in stock.
ii) Bowey Field
Cllr Frampton had cut the grass on the field; Cllr Nelson had cut around the play equipment.
Cllr Corben reported that the plaque for the Bowey seat was now ready. The seat would be installed as soon as possible.

Cllr Bignell reported that he had been informed that new equipment was being installed at the end of the month which should ease the problem.
Cllr Bignell apologised and left the meeting.

vii) Little Lane NFTR
viii) Village Hall car park NFTR
ix) Bowey Estate roads/paths DCC are dealing – item discharged.
x) Council property ? proposition to renew lease on museum
It was proposed by Cllr Frampton and seconded by Cllr Corben that the lease on the museum be renewed this was agreed. Signatories to be Cllrs Trowbridge and Burt.
The chairman proposed and Cllr Frampton seconded that a closed session follows the meeting to discuss further matters. This was agreed.

xii) Footpath to Shillingstone NFTR

Information is being gathered for inclusion, clerk asked that individual photographs of councillors with service dates be included.
xiv) Parish survey ? Cllr Bignell Discussed at start of meeting.
xv) Footpath to Bel Church ? bridge
Cllr Mrs Calcott had inspected this and found it to be in need of attention. DCC to be informed.
xvi) Footpath 44 ? bridges NFTR
xvii) Drains ? Castle Lane NFTR
xviii) Drains ? The Hollow
The clerk reported that a drain at the bottom of The Hollow had been blocked for some weeks and water was flowing across the road. DCC to be informed.
Also drains in Lower St overflowed in rainy conditions.
xix) Castle Farmhouse
The clerk to write again to NDDC about the deteriorating condition of the building.

5) Correspondence
Information on warm homes bill.
Ibberton & Belchalwell Village Hall – requesting grant of �1500 towards refurbishment of hall. There was much discussion about this request but the council felt that as there was a good hall in the parish for the people of Belchalwell to use, it could not justify such a large amount of money being given to a hall outside of the parish and had no responsibility to do so.
DAPTC ? draft developing community democracy (copied to councillors)
NDDC ? abandoned vehicles are now the responsibility of the waste management section of the district council.
NDDC ? protocol if chair of NDDC attends function.
WRVS ? asking for donation. It was proposed by Cllr Corben and seconded by Cllr Frampton that �25 given, this was agreed. This to come from s137 budget.
NDDC ? PEL application for The Royal Oak ? Jun 30th 8-11pm, Jul 1st 3 ? 11pm for two bands one each day. There were no objections.
6) Representatives Reports
FLO – Cllr Mrs Calcott reported that the manure heap encroaching onto footpath 5 was still there, farmer to be approached to remove it.
Footpath 46 ? she will meet with owners of property near to renew way marking, as walkers are not keeping to path.
Local Public transport – Mr Gillingham gave his report saying that he would attend the DT11 area meeting on July 6th where he hoped to push for a later bus to Gillingham station.
7) Points from the Public
Mr Percival reported that oak trees that he planted some 7-8 years ago were in need of maintenance and had not been attended to since he left the village and his post as tree officer. Cllr Corben offered to look at them.
8) Financial Matters
Accounts to be paid:-
TES ? gas boiler service 73-00
MC Stainer ? repair to broken window in pavilion 87-00
RM Wood ? Payment on lease of museum 20 years @ �1 20-00
WRVS ? donation 25-00
It as proposed by Cllr Mrs Calcott and seconded by Cllr Frampton that these be paid, this was agreed.

A donation of �455 had been received from the Ridout family for the seat at Bowey.
9) Planning Matters
a) applications 2/2000/047 ? Mr V Smith, The Scrap Yard, Okeford Common. Office block, canteen and night watchman?s quarters. No objections
2/2000/0459 ? Mr & Mrs Croft, Bakers Mead ? amend approved app 2/1999/0625 by inserting door to utility room and re-erecting existing garden store (cedar) No objections
2/2000/0460 ? Mr C Yeatman, Brooks Dairyhouse ? extensions & alterations to existing dwelling house, demolish redundant farm buildings, extension of garden land with dwelling. No objections
b) decisions 2/2000/0212 ? Knoll Farm, Okeford Common ? two storey extension.
2/2000/0291 ? Garlands Farm ? demolish existing farmhouse and barn ? erect replacement farmhouse. Both above granted by NDDC
c) other NDDC letter re quality testing : planning decisions requesting suggestions of sites to be looked at. Council suggest Castle Farmhouse and next door new building.
NDDC letter re new and replacement dwellings in ND: raising the quality.
10) A.O.B.
Rachel Kalis the new rural housing enabler to talk at September 5th meeting with slides.
Travellers Okeford Hill picnic site car park has several traveller?s and their vehicles parked on it making it impossible for general use. DCC and the Police have been informed. Clerk to write to DCC and Police about the way in which travellers are dealt with.
11) The next meeting will be July 11th at 7-30pm.
The chairman closed the meeting to the public and went into closed session.
