MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY JANUARY 25th 2000

In attendance: – Mrs D Burt (clerk), Cllr M Bignell (NDDC), and three members of the public.
1) Apologies � Cllr A Frampton.
2) The minutes of the December 28th meeting, having been circulated to councillors and notice boards were taken as read. It was proposed by Cllr Nelson and seconded by Cllr Thorne that they be signed by the chairman, this was agreed.
3) Points from the pubic relating to item 4 only – none
4) Matters Arising �
i) Recreation ground Clearance has now been received from the tree officer NDDC to proceed with the work on the oak tree.
A handle has now been fitted to the emergency exit door of the pavilion.
The estimates for the installation of gas heating and showers to the old part of the pavilion were discussed, it was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that T.E.S. be asked to carry out the work at a cost of �2671-00, this was agreed.
Cllr Trowbridge reported that Mr Dave Frampton was doing a very good job on the hedging at the top end of the ground.
ii) Bowey Field The chairman reported that some grass and weeds were starting to grow in the safety surface under the play equipment. It was agreed that a suitable weed killer would be used at an appropriate time.
iii) The Cross Awaiting reply from English Heritage.
iv) Webbs Country Foods Further �diaries� of smells have been received and will be copied to N.D.D.C. and Mr Hack.
v) Greenhayes / Higher St path DCC had asked the chairman for more details of usage.
vi) The Hollow � drains Awaiting response from DCC.
vii) Old Orchard � Mary Gardens Mr Morgan, NDDC has requested a meeting to discuss this. Cllrs Trowbridge, Mrs Calcott and Bignell would like to attend with the chairman.
viii) Little Lane DCC are hoping do this job in 2000 / 2001.
ix) Village Hall Car Park Awaiting new clamping signs.
x) Church Funding Awaiting response from District Auditor.
xi) Bowey Estate roads / paths Awaiting response from DCC.
xii) Millennium tree At the site meeting councillors agreed that the tree should be planted 30 feet away from each fence.. Representatives from the school would like to attend the planting ceremony. Clerk to contact Mrs Harvey who also wishes to attend.
xiii) Council property N.F.T.R.

xiv) Local Transport Plan A copy of the plan has now been received. Chairman to read and attend meeting to discuss.
5) Correspondence
NDDC � Housing strategy 2000 � 2003.
DAPTC � LCR magazine, DC�s 1) DETR consultation paper on High hedges 2) seminar for chairman February 14th.
DCC � Modification order to delete Bridleway 58 from definitive map any objections to DCC by February 25th.
DCC � Wessex Ridgeway review/questionnaire. FLO to deal.
SEC � Low voltage electricity overhead lines to be refurbished work starts end March
Campaign for warmer homes � information sheet.
Durweston Village Hall Committee � want to organise inter village knockout, information given to Football Club and Netball team.
6) Representatives Reports
Village Hall � Cllr Burt reported having had a telephone interview with the Lottery Unit regarding their application for a grant. A decision will be given in mid April.
Homewatch – Mr Fleetwood has updated notice board with information about bogus services engineers preying on the elderly.
F.L.O. Cllr Mrs Calcott reported that the stile on footpath 18 has been reinstated. There is a problem with the gate in a footpath across Langston Farm, Mrs Calcott to contact Mr Thomas, DCC rights of way officer to deal with this.
7) Points from the Public
Mr Loving expressed concern about the amount of cars being parked in Lower St..
Mrs Failes expressed concern about the amount of cars being parked in Higher St, many of which belonged to factory workers. She had spoken to Mr Hack who had tried to improve matters. The council sympathised but reiterated that parking on the highway was a Police matter and this council could do nothing about it.

All above cheques signed by chairman and Cllr Mrs Calcott.
Accounts to pay:-
Mrs D Burt – clerk�s salary (2 mths) and expenses 242-84
It was proposed by Cllr Mrs Calcott and seconded by Cllr Thorne that this be paid, this was agreed.
9) Planning Matters
a) applications 2/1999/0904 Mr A Trowbridge, Dorset Heights, Belchalwell Erect tractor shed and stable block. There were no objections to this application.
b) decisions none
c) other A letter from Mr Bagnall had been received outlining ways in which the planning office can give feedback to councils on planning decisions, this

was welcomed by the council but it was felt that many things suggested should already be in place because of the Councils� Charter.
10 A.O.B.
The photograph of the council was now available to see but it was decided to have another session.
Cllr Bignell talked about N.D.D.C.�s proposals for car park closures and car park fees for Sturminster Newton and Blandford and the possible detrimental effect to both towns.
11 The next meeting will be February 22nd 2000 in the Pavilion at 7-30pm.
There being no further business the chairman closed the meeting at 8-40pm.
