MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY 25TH JUNE 2002

In attendance:- Mrs D Burt (clerk), Cllr A Campbell (DCC), and eight members of the public.
1) Apologies Cllr E Thorne.
2) The minutes of the AGM on May 28th meeting, having been circulated to councillors and notice boards were taken as read. It was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that they be signed by the chairman, this was agreed.

4) Points from the public relating to item 5 only
Mr Ambrose reported that the long grass at Bowey Field was causing difficulties for children wishing to use the field for football etc.
Mr Senner commented that there were a lot of people in the village opposed to Faccendaï¿½s application for a goods vehicle operating licence at Shillingstone Farm, Shillingstone Lane.
The chairman thanked them for their comments.
5) Matters Arising
i) Recreation Ground
The clerk reported that a cheque for ï¿½500 had been received as a grant for the swings from DCA Community Projects Fund, also confirmation of a grant from NDDC of ï¿½685 had been received. The Awards for All (Lottery funded) had written asking for a third contact name as the chairman and clerk, the main contacts, were related, Cllr Trowbridge agreed to do this. Clerk to write to tenderers to update them.
The chairman reported that hooks had now been fitted on the double doors of the pavilion and the soffit board had now been finished.
ii) Bowey Field
The grass had again become overgrown and Mr Potter had offered to cut it again with his farm mowers as soon as he could, the chairman said that the gang mowers could then be used and it could be kept under control.
iii) Chicken Processing Factory
Copies of letters objecting to the application for a vehicle operatorï¿½s licence from Shillingstone Farm had been received. A letter from Mr Senner was read asking the council to take these objections into consideration. One smell diary had been received. The chairman reported on a meeting he and the vice chairman had had with Police, DCC and Faccenda to discuss the application, the Police seemed not in favour, DCC were looking into what improvements to the road and entrance might be needed. The chairman allowed the public to join in a long discussion about the possible consequences if the application were approved. Mrs Failes said that since the lorries had stopped using Shillingstone Farm it had been quieter in the centre of the village. Complaints were heard about the way in which the application was advertised. Cllr Nelson felt that Faccenda could be deemed not a fit company to hold a licence. Complaints that the lorries

using Shillingstone Farm (until recently stopped) cause a nuisance to residents in Castle Lane. A past Parish Council had agreed that Shillingstone Farm be used for parking to ease congestion and noise in the centre of the village. It was proposed by Cllr Mrs Calcott and seconded by Cllr Trowbridge that the council adopt a policy of opposition to the application by the Faccenda Group for a vehicle operators licence from Shillingstone Farm, Shillingstone Lane, this was agreed unanimously.
iv) Greenhayes/Higher St path NFTR
v) The Pound
Mr Hemmings NDDC tree officer has written agreeing that the ash tree is not in the conservation area and so it can be cut down. Dave Frampton is continuing to rebuild the wall, Cllr Trowbridge said that the wall used to be about 5ï¿½ high with a concrete cap. The chairman said that Mr Bert Ridoutï¿½s father used to be the ï¿½pinderï¿½ for The Pound.

The chairman and vice chairman had met Gill Smith from NDDC planning and Mr Robinson from Symonds and Sampson at ï¿½Nordonï¿½ earlier in the day. Mrs Smith had said the Castle Lane site is outside the settlement boundary and with no social housing included might not be acceptable but even if the district council was sympathetic to an application Government policy might be an obstacle, she suggested that the agents put an application together so that NDDC could consider it. Mr Robinson said that it could cost up to ï¿½10000 to put in an application. The PCï¿½s view was that the process was taking too long and a decision as to whether they were going to proceed or not was needed quickly. The Village Hall was in need of refurbishment and funding for these sorts of projects was drying up.
viii) Golden Jubilee 2002
A cheque for ï¿½128 had been received from Miss Tucker being the money from Mrs Nobbsï¿½ coffee morning/plant sale. A letter of thanks had been received for all the events put on. Cllr Mrs Calcott said that she had received a lot of positive feedback. The clerk circulated a balance sheet to date which showed a surplus of money, a decision would need to be made as to where that money could be used she suggested that The Pound refurbishment could be funded from it.

DCC has now included this on a list which will be looked at in the autumn.

xiii) The Parish Councils (model code of conduct) order 2001
From the DTLR a consultation paper ï¿½ Local investigation and determination of misconduct ï¿½ chairman to read and reply.
From NDDC a letter emphasising the need to sign up to the code and reminding that ï¿½following local elections Members elected/re-elected will have to give written undertaking that they will observe the Code as part of their Declaration of Acceptance of Office. This will apply to all authorities (even if they have failed to adopt a Code) and Members who fail to give the necessary undertaking will not be able to act as councillors.ï¿½
Via the DAPTC the Standard Board are holding a symposium about the code of conduct.
xiv) ï¿½Sleeping Parish Councilsï¿½
A copy of the questionnaire has now been received, at present no fee has been asked for. This now confirms that only information about Belchalwell was asked there was also an instruction that other settlements were not to be included so making the information gathered to reflect what was happening in the parish, meaningless. To be pursued.

Some work has been done but the lane needs more attention. Write DCC for update.

As some work had been started the clerk had not written to individuals, a note had been included in the parish magazine, it was agreed to wait before letters went out.
xx) NDDC logo on new street signs
The cost of the logos on new street signs would be 29p each. After some discussion it was proposed by Cllr Mrs Calcott and seconded by Cllr Nelson that a reply be sent saying that this council felt that logos were not necessary, a vote followed 3 were in favour 2 abstained the proposition was carried.
xxi) Countryside Centre ï¿½ Sturminster Newton
A project proposal has now been received and read by the chairman, it shows that the centre would also be used for the rangers/wardens to work from and has the support of DCC. After some discussion it was proposed by Cllr Corben and seconded by Cllr Nelson that a letter of support be sent, this was agreed.
xxii) Any Other Matters Arising NONE
Cllr Campbell apologised and left the meeting at 9-20 pm.
6) Correspondence
ï¿½ DAPTC ï¿½ circulars ï¿½ Race Equality (copied to councillors) ï¿½ parish councils have a duty to promote race equality ï¿½ agenda item for July. Wheel clamping ï¿½ licensing scheme will be introduced when Private Security Industry Act 2001 is brought into force.
ï¿½ NDDC/Signpost H.A. information bus travelling different areas ï¿½ help with housing, benefits, customer services in Lower St July 4th 4-15 ï¿½5-15 pm.
ï¿½ The Countryside Agency ï¿½ Vital Villages update & section 17 crime and disorder (to be copied to Homewatch co-ordinator)
ï¿½ DCC ï¿½ want every parish to be represented with ancient monuments liaison officer ï¿½ item for parish magazine.
ï¿½ NDDC ï¿½ ND Local plan 1st revision further (2nd) modifications ï¿½ now available for inspection, closing date for comments August 2nd ï¿½ to be put on notice boards.
7) Representatives Reports
School Governors ï¿½ Cllr Nelson reported that the alterations to the kitchen are under way. Because of declining pupil numbers it has been decided to have a reception teacher for mornings only from the September term. Playgroup is now using the school for their Wednesday session.
Homewatch ï¿½ Mr Fleetwood reported on criminal activity in the area and warned people to be vigilant.
Tree Officer ï¿½ this post has not yet been filled ï¿½ item for parish magazine. The chairman reported that NDDC would be running classes for prospective tree officers.

Accounts to pay:-
T.E.S. ï¿½ annual inspection/service of gas boiler etc 118.00

It was proposed by Cllr Nelson and seconded by Cllr Mrs Calcott that the above be approved and paid this was agreed.
The amended accounts (not including VAT at the request of the audit commission) were presented, it was proposed by Cllr Frampton and seconded by Cllr Mrs Calcott that they be signed by the chairman, this was agreed.
The new auditor Burnett Swayne from Southampton has now been appointed.
The clerk reported having received 40p donation towards photocopying, ï¿½500 grant from the Community Projects Fund, ï¿½15 from the Village Hall committee and ï¿½128 from Miss Tucker for Jubilee funds.
The clerk requested that the councilï¿½s banking be moved from Barclays to NatWest as she had been experiencing problems and non co-operation for some time. It was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that the Parish Councilï¿½s banking be moved to NatWest, this was agreed.
11) Planning Matters
a) applications 2/2002/9076 ï¿½ Mrs Wood, Nutmeg Cottage, Higher St ï¿½ erect single storey extension and carry out alterations. No Objections.
2/2002/0520 ï¿½ Mr & Mrs Murray, Willow Brook, Darknoll Lane ï¿½ demolish barn and erect residential annexe with garage and store. No Objections.
2/2002/0607 ï¿½ Mr P Gray, Springhead Farm, Mill St. Fontmell Magna ï¿½ Littlebrook Farmhouse, Belchalwell St ï¿½ erect garage, tractor/garden machinery store with storage and studio over. No Objections.

Cllr Corben reported a large amount of rubbish dumped off Bridleway 50 where it meets forestry land. NDDC to be informed.
13) The Next Meeting will be Tuesday July 23rd at the Pavilion, Castle Lane at 7-30 pm. There being no further business the chairman thanked everyone present and closed the meeting at 9-52 pm.
