MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING

HELD AT THE PAVILION ON 3 JANUARY 2012

2. THE MINUTES OF PARISH COUNCIL MEETING 6 DECEMBER 2011: having been circulated to Cllrs and noticeboards were taken as read. It was proposed by Cllr Wood and seconded by Cllr Fox they be signed by the Chairman, this was agreed.

3. POINTS FROM THE PUBLIC RELATING TO ITEM 6 ONLY. None

4. DECLARATIONS OF INTEREST

6. MATTERS ARISING

  1.  
    1. Recreation Ground/Pavilion: N.F.T.R.

6.2 Bowey Field: Cllr Burt reported that a local company had written to express their disappointment that they had not been given the work of installing the new play equipment. Mrs Deary was asked to write to them explaining that the community group had recommended which play equipment to purchase and from whom. The quote received from the chosen supplier included a quote for the cost of installation. Mrs Deary was asked to contact the supplier for a date for the work to be carried out.

      1. Skatepark request: Following further discussions it was proposed by Cllr Wood that this item should be discharged from the agenda due to a new skatepark being built in Sturminster Newton and there already being a skatepark in Blandford, this was seconded by Cllr Fox and agreed by Council.

    1. Village Hall Extension and Car Park: Cllr Burt advised that fund raising would need to take place in order for the works to be completed. Cllr Fox suggested that the Parish Council could place bids for funding and agreed to look into this option. Cllr Wood expressed concerns regarding a car parked on the car park with no tax, he had been contacted by a resident in Higher street requesting permission to park his vehicle there but had felt this was not allowed. Cllr Burt advised that he had given permission for the vehicle to park at the village hall on a short term basis but would need to speak to the resident concerned. At the time the vehicle was being driven and was assumed to be taxed and insured.

    2. Community Planning: Cllr Burt reported that the next CPEND meeting was due to take place on 11 January, he advised that he had attended the DT11 meeting on 7 December, there had been on item on the agenda regarding solar panel for community buildings but the information imparted was not detailed enough to be useful.

    3. Belchalwell & Fiddleford Items: None

    4. Actions Highlighted in the Parish Plan: N.F.T.R.

    5. Blandford PACT and Home Watch: Cllr Wood advised that the next Home Watch meeting would take place on 9 February and that there would be a presentation by the fire service.

    6. Land at top of Back Lane: Mrs Deary Reported that she had written to Mr Graeser, NDDC and that the following response had been received:

I visited last week and took many photo’s, but have yet to fully assess the results.

I can advise that there are breaches of both of the enforcement notices. The one relating to materials, vehicles etc has been complied with to a certain degree.  The one relating to lorry body field shelters has not been complied with, many of the ‘buildings’ still remain on the land. I now have to make a full assessment and discuss the matter with the Principal Solicitor to determine whether the Council will proceed with a prosecution and the nature of the work involved in preparing a case.  If we do go forward with a prosecution there is a lot of work involved to ensure we have a robust case and this will take some time. Mrs Deary was asked to write to Mr Graeser stating the Council was pleased that progress had been made and that they would be monitoring the situation in the near future.

    1. Land at bottom of Okeford Hill: As minute 6.8.

    2. Grass cutting around the village: Mrs Deary had again written to signpost to ascertain their responsibilities with regard to grass cutting. No response had yet been received. Cllr Burt proposed discharging this item from the agenda, this was seconded by Cllr Fox and agreed by Council

    3. Ridouts – Proposed Mutual House Exchange: Following discussion it was proposed by Cllr Fox that this item be discharged from the agenda, this was seconded by Cllr Wood and agreed by Council. Cllr Burt advised keeping an eye on the Choice Based Letting notices to ensure that local connection was requested.

    4. The Queen Elizabeth II Fields Challenge: Mrs Deary advised that she had forwarded the completed paperwork, no further correspondence had been received.

6.13 Okeford Fitzpaine Housing Survey Results: Following discussion Mrs Deary was asked to write to NDDC Housing Department enquiring what actions would be taking place to alleviate the shortfall of housing as reported in the Housing Survey results.

7. PLANNING MATTERS:

7.1 Applications: 2/2011/1417/PLNG - Langstone House, Lower Street, Okeford Fitzpaine, Blandford Forum, Dorset, DT11 0RN – Install acoustic plasterboard and carry out internal alterations in association with this. Cllr Wood presented the application and following discussion he proposed no objection, this was seconded by Cllr Fox and agreed by Council.

2/2011/1453/PLNG – 10 Netherway Cottages, Lower Street, Okeford Fitzpaine, Blandford Forum, Dorset, DT11 0RW – Erect two storey rear extension (demolish existing porch and single storey extensions). Cllr Wood presented the application and following discussion he proposed no objection, this was seconded by Cllr Fox and agreed by Council.

7.2 Decisions: NONE

7.3 Any other planning matters: Cllr Burt reported that a letter had been received from a local resident stating that his family had been personally harassed by another resident due to his daughter objecting to a recent planning application. Following discussion Mrs Deary was asked to write a letter in reply to say that if the family felt harassed or threatened in any way the best course of action would be to contact the police as the Parish Council have no powers to intervene in a personal dispute.

  1. POINTS FROM THE PUBLIC: A member of the public raised concerns that the public were not consulted with regard to footpath diversions. Cllr Burt pointed out that the diversion of any footpath was discussed during the planning application stage and members of the public were given the opportunity to raise their concerns at that point.

It was proposed by Cllr R Corben and seconded by Cllr Fox that these be paid. This was agreed by Council.

 

A donation of £50 had been received from the Three Okefords Preservation Society.

    1. Precept 2012/2013: As there were no further changes to the draft precept it was proposed by Cllr Wood and seconded by Cllr R Corben that the draft be accepted. Mrs Deary to make the claim to NDDC.

  1. ANY OTHER BUSINESS: Mrs Deary was asked to order 4 x A3 signs for the recreation ground to stop dogs using the playing fields. She was also asked to contact Mr Kevin Morris, Environment Officer, NDDC with regard to the lighting of the Beacon for the Queens Jubilee celebrations in June.

13. THE NEXT MEETING will be held on Tuesday 7 February 2012 at the Pavilion, Castle Lane at 7.30 pm. The Chairman thanked all present and closed the meeting at 9.15 pm.
