MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD AT THE PAVILION ON 10 MAY 2011

Also present: - Mrs Sandra Deary (Clerk) and 6 members of the public.
Councillor Burt welcomed Cllr Wood to the Parish Council.  He thanked Mr T. Horton for all his hard work and dedication during his time serving on the Parish Council
1. APOLOGIES:  Cllr Fox, Cllr Paine and Cllr Burch (NDDC)
2. THE MINUTES OF PARISH COUNCIL MEETING 5 APRIL 2011 having been circulated to Cllrs and noticeboards were taken as read.  It was proposed by Cllr S Corben and seconded by Cllr Frampton that they be signed by the Chairman, this was agreed.

5. District & County Councillors’ Report: None
6. MATTERS ARISING
6.1  Recreation Ground/Pavilion:  Cllr Burt reported that the new extension roof would hopefully be fitted the week after next.  The weight on the tractor had broken, Cllr R Corben agreed to investigate obtaining a replacement.  Cllr Frampton advised that he was in the process of modifying the old garage.  Cllr S Corben reported that 2 of the windows in one of the double glazed units had been broken by stones, and that a new unit was on order.
6.2 Bowey Field:  Cllr Burt advised that there was a broken post and that Cllr Frampton had ordered a replacement.  Council discussed the request from local school children for a skate park in the village.  A member of the public felt that the pavilion would be a better place to install a skate park, she also felt that this would attract less objections with regard to disturbance.  Concerns were raised regarding the viability of a skate park in such a small village and also the length of time it would take to gain the funds.  A member of the public advised that the local children had expressed an interest in fund raising for this purpose.  The Council agreed that the matter should be passed to Cllrs Fox and Paine to look into costs and viability.  Mrs Deary was asked to write to NDDC with regard to available grants.
6.3 Village Hall Extension and Car Park:  N.F.T.R.
6.4 Footway – Castle Lane:  Mrs Deary reported that no response had yet been.  She was asked to write again and if no response were received then a letter to the Chief Executive would be required.
6.5 Community Planning:  An invitation for the Chairman or a representative of the Council to attend a presentation of the Consultants report on the CPEND Broadband in our Rural Community project to be held on 13th May at the New Parish Rooms, Blandford Forum DT11 7AA had been received.
6.6 Belchalwell & Fiddleford Items:  A number of emails had been received regarding vibrations and noise caused by lorries either braking hard to slow down or going over rumble strips either side of the bend at Fiddleford.  Mr Bradley from DCC highways department had visited the site and concluded that the vibrations were caused by the lorries braking and not by the painted strips.  He stated that as the houses were built directly on clay in common with the road then nothing could be done to ease the problem.  Members of the public felt that the problem could be helped if the rumble strips were moved further away from the bend on both sides, this would encourage braking earlier which would be further away from the properties concerned.  Mrs Deary was asked to write to Mr Bradley to set up a further site visit with concerned residents, the Chairman and Sturminster Town Council as the rumble strips on one side are in the Sturrminster Parish. 
6.7 Actions Highlighted in the Parish Plan:  Cllr Burt advised that he had received an email from Ibberton Parish Council stating that they had not complained about Okeford Fitzpaine holding movie nights as reported at the last meeting, they were indeed happy to assist in any way to make the nights a success.  Mrs Deary was asked to email Ibberton Parish Council to apolgise for the misunderstanding and to explain that we were only considering the effect on their movie nights if we continued with our planned movie nights.
6.8 Blandford PACT and Home Watch:  Cllr Wood advised that the bi-monthly meetings of the co-ordinators now took place at the Pavilion at Okeford Fitzpaine.  Recent reports had included a burglary in Shillingstone and a suspicion vehicle in Sturminster Newton and surrounding areas.
6.9 Parish Grit Bins:  Cllr Burt advised that the grit bins had not yet been bolted in place.
6.10     Traffic using Back Lane (including hedges at corner of Back Land & Pound Lane):    N.F.T.R.   
6.11      Land at top of Back Lane:  Mrs Deary reported that the appeal decision had been  received from the Planning Inspectorate.  The appeal was upheld for a large number of  structures on the land, these must be removed within 4 months of the decision.  The appeal  was dismissed for a small number of structures.  The 2 agricultural buildings that were  not built in the permitted location are immune from enforcement notice as they were  substantially completed over 4 years ago.  A copy of the full decision is available from Mrs  Deary.
6.12 Land at bottom of Okeford Hill:  The enforcement notice for this land had not been appealed and would therefore run alongside the above enforcement notice.
6.13 Wooden Building in field adjacent to the Pavilion:  Mrs Deary reported that she had  received a letter from Mrs C Rogerson, NDDC Enforcement Officer.  Permission was  originally granted for a permitted development (Forestry).  The applicant had now been  issued with a decision notice to board up a veranda and one window.  The site will be  monitored to ensure these amendments take place.
7. PLANNING MATTERS:
 7.1 Applications:  Notification of intent to carry out works to trees within a Conservation Area –  Fell 2 x Conifers at The Cottage Annexe, Higher Stre11 0RQ – No Objection.
 7.2 Decisions:  2/2011/0074/PLNG - Land At Okeford Hill, Back Lane, Okeford Fitzpaine,  Dorset - Erect 1 No. single storey dwelling, 1 No. mobile home and stables to house 30 No.  horses.  Create 5 No. parking spaces. Re-clad existing barn to be used for storage of hay,  bedding, veterinary requisites and hard feed – REFUSED
 7.3 Updates: 2/2010/0533/PLNG –  Land at Back Lane, Okeford Fitzpaine, Dorset – Erect 2 x  dwellings form 4 x parking spaces, turning area and modify existing access.  Cllr Burt  reported that a draft transfer of land document had been received from the solicitors acting  for Mr & Mrs Ricketts.  There is a 40 year covenant on the land stating that the original  owners would be entitled to 33% of any increase in the value of the land, however this  would not apply if the land is kept for open spaces or allotments.  Having looked at the draft  document it was agreed that no overnight parking should be allowed on the parking area  and this would be policed when necessary.  The Council were happy with the draft  document but minor amendments may be required when dealing with the details.  Cllr Burt  to seek advice from a solicitor.

Football Club: Cllr S Corben advised that the football team had finished runners up in the  league.  The application to be promoted to the next league had been submitted and an  inspection was due in the next two weeks.

It was proposed by Cllr Wood and seconded by Cllr S Corben that these be paid. This was agreed by Council.
11.3 Receipts:   £20 from the Three Okefords Preservation Society and £100 from Read Auctions
11.4 PAYE:  Mrs Deary reported that she had now set up PAYE and that a direct debit to HMRC for tax would be set up in the next few days.
12. ANY OTHER BUSINESS:  Mrs Deary reported that she had received an email from Okeford Fitzpaine Allotment Group regarding hard standing on Church Field.  Mrs Deary was requested to write to Symonds & Sampson asking their view on putting scalping down to improve access to the site.  This could easily be removed at a later dated if required.
13. THE NEXT MEETING will be held on Tuesday 7 June 2011 at the Pavilion, Castle Lane at 7.30 pm.  The Chairman thanked all present and closed the meeting at 9.30pm.
