MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETINGHELD AT THE PAVILION ON 5 OCTOBER 2010 PRESENT:            Cllr M Burt (Chairman)                               Cllr S Corben                   Cllr was proposed by Cllr Fox                    and seconded by Cllr Frampton that they be signed by the Chairman, this was agreed.3.         POINTS FROM THE PUBLIC RELATING TO ITEM 5 ONLY. Cllr Cox, DCC and had been distributed to all Councillors.6.         MATTERS ARISING6.1       Recreation Ground/Pavilion:  Mrs Deary reported that the annual RoSPA Inspection report had been received and a copy passed to the Chairman.  Several “low risk” items were highlighted and one “medium risk” which stated that a protective surface is recommended for the slide on mound, and should be programmed into future development.            Cllr S Corben reported that the new windows had now been installed and the new lock and handles would be installed in the near future.  He also reported that with regard to the message he had received last month from a local resident stating that she would be holding a party on 9 October and that her guests would be using the Pavilion for parking and that camping would take place on the recreation ground, he had left a message on her answerphone to advise that this would not be allowed.  It was agreed that the car park would be kept locked this weekend when not in use.            Cllr Burt informed the Council that he had received a complaint regarding the toilets in the youth club part of the Pavilion, Cllr Frampton had carried out an inspection and found them in a reasonable condition.  Concerns were also raised regarding the absence of a fire extinguisher, the back door being locked and lack of light when leaving the youth club.  Cllr Burt had replied that the fire extinguisher was next to the door and the back door was only bolted, not locked and could therefore be opened by an adult, he had installed a timer on the outside light to cover youth club hours.  Mrs Deary was asked to write to the Youth Leader requesting a list of their requirements, she should also point out that other major users of the pavilion help with the upkeep of it by cleaning after use.            Cllr Burt advised the Council that a fence had now been erected between the field and the neighbouring property to stop children wandering onto private land.6.2       Bowey Field:  The annual RoSPA Inspection report had highlighted a number of “low risk” items plus the following 3 “medium risk” items:·         Junior swings 1 bay/2 seats – Chains worn, replace at 40% wear·         Junior swings 1 bay/2 seats – General surface is damaged under seats – Repair – Cllr Paine to obtain a quote for a new safety surface.·         5-a-side goals – Foundation loose – ReinstallCllr Frampton reported that there was a problem with dog fouling, Cllr S Corben agreed to make posters for the area and Cllr Burt agreed to obtain a sign to be placed on the gate.Cllr Paine advised that the application for a lottery grant had now been submitted and that he was still looking at the possibility of further grants from other sources.6.3       Village Hall Extension and Car Park:  Planning permission had now been granted for the single storey extension with a condition that the remaining trees are protected.  A bill for £235.00 for building regulation had been received by the Village Hall, Cllr Burt proposed that the Parish Council pay this fee as part of the contribution to the costs of the new extension, this was seconded by Cllr S Corben and agreed by Council.  Cllr Burt agreed to get a quote for the removal of the cherry tree.  A letter had been received from G J Pitcher & Sons offering to tender for the building works.6.4       Footway – Castle Lane:  N.F.T.R.6.5              Community Planning:  A meeting of the DT11 Forum was due to be held on 6 October 2010 at the Okeford Fitzpaine Village Hall, Cllrs Fox and Cllr Horton to attend.6.6              Belchalwell & Fiddleford Items:  N.F.T.R.6.6       Action Highlighted in the Parish Plan: N.F.T.R.6.7       Blandford PACT and Home Watch:  N.F.T.R.6.8       Okeford Hill – salting/gritting: Mrs Deary informed the Council that she had written to the Highways Department or DCC enquiring if the review had taken place and if so of any outcome for Okeford Hill.  No response had yet been received.  Mrs Deary was asked to write to DCC again.6.9       Traffic (volume and speed) using Back Lane: Mrs Deary had written to S Graeser of NDDC regarding the time scale for the appeals process of enforcement action to take place.  Mr Graeser had responded as follows:
  • The enforcement notice relating to the lorry bodies etc as buildings has had an appeal lodged, but the Planning Inspectorate had given Mr Clancey’s agent additional time to provide some further information.  Once a start date for the appeal is known both sides have about 6 weeks in which to submit their statements.  After that the timescale Is wholly down to the Inspectorate, they have a rolling programme to allocate an inspector, make a visit and decide the outcome.  The usual timescale between the Inspector’s site visit and decision is 5 – 8 weeks. The time between statements being submitted and the Inspector’s site visit is unknown but on current rates it will be a least 6 months.  NDDC are powerless to influence this timescale.
  • The enforcement notice relating to the storage of items, materials etc has not been appealed against (as far as I am aware).  If this is the case then compliance must occur by 10 January 2011 which is 4 months form the date the notice took effect.

Hall£235.00                                                                                               Chq No 561NDDC – Tree Protection Approval£25.00                                                                                                 Chq No 562It was proposed by Cllr Frampton and seconded by Cllr S Corben that these be paid.  This was agreed by Council.PRECEPT: Mrs Deary produced a draft precept for discussion, a number of changes were discussed, Mrs Deary to make changes and produce 2nd draft for the next meeting.Cllr Burt raised concern over the cost of grass cutting in the village.  He suggested that purchasing a ride on mower might prove to be more cost effective.  Concerns were raised regarding the storage of the mower.  Cllr S Corben felt that the existing garage could be used if the doors were replaced and the rubbish removed.  Cllr Fox agreed to look into the cost and reliability of various mowers and to report back to the next meeting for further discussion.11.4     Income: NONE   12.       ANY OTHER BUSINESS:  Cllr Burt had received an enquiry regarding a wooden construction in a field adjacent to the pavilion, he had requested that Mrs Deary contact NDDC to ascertain if planning permission was required, and if so had it been given.  Mrs Deary reported that she had spoken to Mr A Williams, Development Control Officer, NDDC and he had informed her that this was an agricultural building and that as such a notification was required and had been received in January 2010.  Mr Williams had produced a map showing where the building should be sited in the field.  The Council felt that this building was not an agricultural building and it was not situated as shown on the map.  Mrs Deary was asked to make further enquiries to NDDC. 13.       THE NEXT MEETING will be held on Tuesday 2 November 2010 at the Pavilion, Castle Lane at 7.30 pm.  The Chairman thanked all present and closed the meeting at 9:45 pm
