MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETINGHELD AT THE PAVILION ON 3 AUGUST 2010  PRESENT:            Cllr M Burt (Chairman)                               Cllr T Horton (V.Chairman)                               Cllr R Corben                   Cllr B Fox                   Cllr A Frampton                                Also present: - Mrs Sandra Deary (Clerk) and 2 members of the public. 1.                  APOLOGIES: Cllr S Corben, Cllr Paine and Cllr A Burch - NDDC2.         THE MINUTES OF PARISH COUNCIL MEETING 6 July having been circulated to Cllrs and noticeboards, were taken as read.  It was proposed by Cllr Frampton and seconded by Cllr Fox that they be signed by the Chairman, this was agreed.3.         POINTS FROM THE PUBLIC RELATING TO ITEM 5 ONLY.     None4.         DECLARATIONS OF INTERESTCllrs Burt & Frampton as members of the Village Hall Management Committee.Cllrs Burt & E Horton as members of the DAPTC.Cllr Burt as member of CPEND and LDWG.Cllr R Corben as a member of Okeford United Football ClubCllr R Corben as a member of Okeford Fitzpaine Allotment Society            Cllr E Horton as member of NDDC Standards Committee.Cllr Burt & Frampton declared a personal interest in Minute 7.1 in relation to planning application No. 2/2010/0764/PLNG.5.         District & County Councillors’ Reports:  None6.         MATTERS ARISING6.1       Recreation Ground/Pavilion:  Cllr Frampton reported that the window repairs would be carried out on 4 August and that the football committee had agreed to make a donation towards the cost.  Cllr Burt suggested that when the contractor was on site for the drainage works, and while the weather was still good, that he be asked to dig out the footing for the tractor shed as it is now 18 months since planning permission was granted and no work has yet been started.  This was agreed by Council. 6.2       Bowey Field:  Cllr Fox reported that the bid for a grant for play equipment was now in the final stages of preparation and would be sent off in the very near future.  Cllr Frampton reported that he had removed a collapsed goal from site.  Repairs would be carried out and he hoped that it would be back in situ in the next week or so.6.3       Village Hall Extension and Car Park:  The planning application had now been received and would be discussed later in the meeting.6.4                          Footway – Castle Lane:  N.F.T.R.6.5              Community Planning:  The chairman expressed concern regarding the direction that the Governments new initiative, ‘The Big Society’ might take.  He felt that present organisations were already undemocratic and he quoted examples at the local action group.  He felt that democracy needed to be safeguarded.6.6              Belchalwell & Fiddleford Items: Cllr Burt had received a call from a resident of Fiddleford following the clearing of a footpath by the parish maintenance unit, enquiring who was paying for the work to be carried out and querying the necessity of it.  Cllr Burt explained to her that the work would be paid for by Dorset County Council and that they had a legal obligation to keep public footpaths accessible.6.7              Action Highlighted in the Parish Plan: Cllr Fox suggested placing another advertisement for volunteers in the Fippenny News in September as the last one coincided with school holidays and no volunteers had come forward.6.8              Blandford PACT and Home Watch:  Cllr Burt had received a request from Mr Mike Wood to hold a meeting in the village hall free of charge.  Cllr Burt explained that due to the recent high number of free meetings held there this would not be possible, but that on this occasion the Parish Council would be meet the cost of approximately £15.  However if regular meetings were required he suggested using the Pavilion instead.   6.9       Okeford Hill – salting/gritting: N.F.T.R.6.10     Traffic (volume and speed) using Back Lane:  Mrs Deary informed the Council that she had written to Mr Graeser – Enforcement Officer, NDDC regarding the use of building on the site.  No response had yet been received.  She had also written to Wessex Water regarding the overgrown hedge on land backing on to Back Lane.  No response had yet been received.6.12     Village Shop: N.F.T.R.7.         PLANNING MATTERS:  Cllr Burt reported that he had received a phone call from Mr Ricketts regarding the donation of land to the Parish Council in connection with planning application no. 2/2010/0533/PLNG as discussed at the last meeting.  Mr Ricketts is willing to donate all the land as requested.  He would however like to continue to use part of the land as a possible allotment for as long as the Parish Council see fit.  He has been advised that the donation of land would take up to 3 months from the date of approval to go through.  The Council felt that a written agreement should be in place before approval is granted to ensure that the land is donated as agreed.  Cllr Burt will seek advice from the planning officer.7.1.      Application:  2/2010/0736/PLNG – Land at Gorse Farm, Crate Hill, Fifehead St Quintin, Sturminster Newton, Dorset, DT10 2AWErect 1 x agricultural workers dwelling and form vehicular and pedestrian access. - It was proposed by Cllr R Corben and seconded by Cllr Horton that the Council had no objection to this application.  This was agreed.            2/2010/0764/PLNG – Village Hall, Greenhayes, Okeford Fitzpaine, Blandford Forum, Dorset, DT11 0REErect 1 x single storey extension. It was proposed by Cllr R Corben and seconded by Cllr Fox that the Council support this application.  This was agreed.7.2       Decisions: 2/2010/0476/PLNG - The Cottage, High Street, Okeford Fitzpaine, Blandford Forum, Dorset, DT11 0RQ - Convert committee room to 1 x unit of holiday accommodation and install 2 x dormer windows on rear elevationGRANTED            2/2010/0485/PLNG – Banbury Farm, New Road, Broad Oak, Sturminster Newton, Dorset DT10 2HF – Continue to station 1 x mobile home (Retrospective)- GRANTED7.3       Notification of intent to carry out works to trees within a conservation area - The Cottage, High Street, Okeford Fitzpaine, Blandford Forum, Dorset, DT11 0RQ – To Fell 1 x Conifer.  The Council noted the report and had no objections.8.         CORRESPONDENCE FOR 6 JULY 2010 PARISH COUNCIL MEETING                       DAPTC – Chief Executive’s Circular 06/10            DAPTC – Chief Executive’s Circular 07/10            Invitation to Sturquest Community Ploughman’s Supper9.         REPRESENTATIVES’ REPORTS:Rights of Way/Footpaths: N.F.T.R.Football Club: N.F.T.R.Village Hall:  The planning application had now been received. This had been discussed at minute 7.1.10.              POINTS FROM THE PUBLIC:  A member of the public advised the Council that Radio Solent were giving away up to £1500 per week for community projects.  Cllr Fox agreed to look into this further.11.       FINANCIAL MATTERS 11.1     Accounts paid since last meeting:              NONE11.2     Accounts to pay:            Mrs Deary – July Salary                                                                      £361.57                                                                                   Chq No 541            Goddard Landscapes Ltd - Work to V. Hall Car Park                        £587.20                                                                                   Chq No. 542            British Gas                                                                                          £113.00                                                                                   Chq No. 543It was proposed by Cllr R Corben and seconded by Cllr Frampton that these be paid.  This was agreed by Council.11.3     Income: £10 from the Three Okefords Preservation Society. 12.       ANY OTHER BUSINESS:  Cllr Burt informed the Council that he had had a visit from a Mr Lane and had accompanied him to visit the church, village hall and the museum.  Mr Lane owned a Ledger from the Okeford Fitzpaine Brickworks dating back to 1900 which he kindly donated to the Parish.  Mrs Deary was asked to write to Mr Lane thanking him for the kind donation.13.       THE NEXT MEETING will be held on Tuesday 7 September 2010 at the Pavilion, Castle Lane at 7.30 pm.  The Chairman thanked all present and closed the meeting at 8.35 pm
