MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETINGHELD AT THE PAVILION ON 1 JUNE 2010 PRESENT:            Cllr M Burt (Chairman)                               Cllr T Horton (V.Chairman)                               Cllr R Corben                               Cllr S Corben                   Cllr B Fox                   Cllr A Burch (NDDC)                          Also present: - Mrs Sandra Deary (Clerk) and 4 members of the public. 1.         APOLOGIES: Cllr A Frampton and Cllr M Paine2.         THE MINUTES OF PARISH COUNCIL MEETING 4 MAY having been circulated to Cllrs and noticeboards, were taken as read.  It was proposed by Cllr Fox and seconded by Cllr Horton that they be signed by the Chairman, this was agreed.3.         POINTS FROM THE PUBLIC RELATING TO ITEM 5 ONLY.     None4.         DECLARATIONS OF INTERESTCllr Burt as members of the Village Hall Management Committee.Cllrs Burt & E Horton as members of the DAPTC.Cllr Burt as member of CPEND and LDWG.Cllrs R & S Corben as members of Okeford United Football ClubCllrs R & S Corben as members of Okeford Fitzpaine Allotment Society            Cllr E Horton as member of NDDC Standards Committee.Cllr S Corben declared a prejudicial interest in Minute No. 6.1 and left the room during consideration of Application No. 2/2010/0390/PLNG.5.         MATTERS ARISING5.1       Recreation Ground/Pavilion:  Cllr Burt informed the Council that a compliment had been received regarding the appearance of the Recreation Ground/Pavilion.  Cllr S Corben informed the Council that there were two broken window seals and that he had received a request from the youth club for two missing door handles to be reinstated.  He Cllr S Corben proposed getting a contractor to carry out the repairs, which was seconded by Cllr Horton.  Cllr Burt to contact the contractor.5.2              Bowey Field:  Cllr Burt answered a number of questions from Cllr Fox in relation to information required to complete a bid for a lottery grant for further play equipment.  It was agreed that the current play equipment was not suitable for children of all ages and further play equipment was required for the younger children.5.3              Footway – Castle Lane:  It was reported that No 1 Castle Lane had been given permission by NDDC to carry out works with no conditions with regard to the pathway.5.4              Community Planning:  N.F.T.R.5.5              Belchalwell & Fiddleford Items: A tree preservation order has been placed on the Oak tree on land in Church Walk but not on the fir tree.            Cllr Burt reported that the water leak at Belchalwell had been investigated and had shown             to have come from a nearby bungalow and had been repaired.  However further water had            since been noted which could be from an overflowing septic tank.  Cllr Burt will keep an eye            on the situation and report any further leaks.5.6              Action Highlighted in the Parish Plan: The biggest concern raised by local people was the speed limit in the centre of the village.  Cllr Fox proposed that Mrs Deary write to the Highways department requesting a 20 mph speed limit be set.  Cllrs Fox and Horton agreed that they would try to recruit volunteers from the village to carry forward the other issues that needed addressing.5.7              Blandford PACT and Home Watch:  Cllr Burt had received a request from the Home Watch Coordinator in relation to dog fouling.  Cllr S Corben agreed to produce a poster to be displayed around the village.5.8       Okeford Hill – salting/gritting: N.F.T.R.5.9       Traffic (volume and speed) using Back Lane:  See Minute 8 (District Councillor’s Report)    5.10     62 Greenhayes:  N.F.T.R.5.11     Review of Prescription Delivery Service:  Having spoken to the owners of the shop Cllr Burt reported that the minimum cost of running this service was £426.40 per year.  Cllr Horton proposed that the annual donation from the Parish Council should be raised to £450, this was seconded by Cllr S Corben and agreed by Council. 5.12     Village Shop: Cllr Burt had spoken to the owners of the shop to discuss the possibility of the Parish Council providing a grant for improvements.  The shop owner will come back to the Parish Council in due course.  It was agreed that the best way to help the shop would be if villagers used it more.6.         PLANNING MATTERS6.1.      Application:  2/2010/0485/PLNG – Banbury Farm, New Road, Broad Oak, Sturminster Newton, Dorset, DT10 2HF – Continue to station 1 No mobile home (retrospective) – It was proposed by Cllr Horton and seconded by Cllr R Corben that there be no objection, this was agreed.            2/2010/0476/PLNG – The Cottage, High Street, Okeford Fitzpaine, Blandford Forum, Dorset, DT11 0RQ – Convert committee room to 1 x unit of holiday accommodation and install 2 x dormer windows on rear elevation – It was proposed by Cllr Horton and seconded by Cllr S Corben that there be no objection, this was agreed.            2/2010/0441/PLNG – The Old Farmhouse, Darknoll Lane, Okeford Fitzpaine, Blandford Forum, Dorset, DT11 0RP – Form new roof to conservatory and external doorway with lean to roof - It was proposed by Cllr Horton and seconded by Cllr R Corben that there be no objection, this was agreed.            2/2010/0442/PLNG – The Old Farmhouse, Darknoll Lane, Okeford Fitzpaine, Blandford Forum, Dorset, DT11 0RPRemove conservatory roof, window and internal partitions.  Form new roof, 3 x rooflights, external doorway with lean to roof, form internal doorways, erect internal partitions and carry out associated internal and external works - It was proposed by Cllr Horton and seconded by Cllr R Corben that there be no objection, this was agreed.            2/2010/0390/PLNG – 28 Castle Avenue, Okeford Fitzpaine, Blandford Forum, Dorset, DT11 0RY – Erect 1 x dwelling with 2 x parking spaces – Cllr S Corben declared a prejudicial interest in this application and left the room prior to any discussion or debate having left a petition with the Chairman.  Following discussions Cllr Horton proposed and Cllr R Corben seconded that the application should be objected to on the grounds that the proposed dwelling would overlook neighbouring properties and gardens.  It was also felt that if granted this would set a precedent for other back land development in the future.  A member of the public raised a concern that permission had been given for access to the site over private land.  Mrs Deary to write to NDDC raising the objections as stated.            NOTIFICATION OF INTENT TO CARRY OUT WORKS TO TREES WITHIN A CONSERVATION AREA – Willow Tree Cottage, Fiddleford, Dorset, DT10 2BX: Willow – Reduce to 20ft pollard and tree management, Willow: Ground clear to ground level and tree management, Silver Burch: Crown raise to 3m, crown thin and tree management.            APPLICATION TO CARRY OUT WORK TO PROTECTED TREES – The Old Farm House, Dark Lane, Okeford Fitzpaine, Dorset, DT11 0RP – Poplar – Fell.  Willow – To remove 2 fractured limbs.6.2       Decisions: 2/2010/0288/PLNG – Manor Farm House, Fiddleford, Sturminster Newton, Dorset, DT10 2BX Remove and replace 3 x wooden windows and carry out associated internal and external works – GRANTED6.2.1    Cllr Burt informed the Council that he had received an email from Miss H Powell of NDDC regarding Application No. 2/2010/0322 - Former Facenda Site regarding the use of the developers contribution.  Following discussion it was agreed that the planning sub-committee should meet with the applicant and the Planning Officer to discuss this further.7.         CORRESPONDENCE FOR 1 JUNE 2010 PARISH COUNCIL MEETING                       The Rural G Homewatch Newsletter Blandford Rural May 2010            Homewatch Newsletter Blandford South April 2010            Email from Cllr H Cox regarding Winterborne Division summer meeting to take         place on 23 June 2010 at Milton Abbas Reading Rooms at 7.00 pm            Email regarding the DAPTC & Monitoring Officers Roadshow events            DAPTC – Chief Executive’s Circular 05/10            Extraordinary Chief Executive’s Circular – AGM Timetable            Invitation to Dorset AONB Annual Forum8.         REPRESENTATIVES’ REPORTS:Rights of Way/Footpaths:  N.F.T.R.Football Club: N.F.T.R.Village Hall:  N.F.T.R.            COUNTY & DISTRICT COUNCILLORS’ REPORTS:  Cllr Burch reported that the         enforcement officer from NDDC had visited Back Lane again.  Photographs had been    taken and a file was being prepared.  Notice should be served on the site by the end of      June.  Cllr Burt asked if both sites were being served with a notice.  Cllr Burch agreed to   clarify this with the enforcement officer and report back to the next meeting.9.                  POINTS FROM THE PUBLIC:  A member of the public pointed out that the footpath from Canhills Copse to the railway had a garden across it.  Cllr Burt agreed to ask Cllr Paine to investigate.10.       FINANCIAL MATTERS 10.1     Accounts paid since last meeting:              Mrs V Jackson – Prescription Collection Service                   Chq No. 528                            £150.00            Purely Print – Parish Plan                                                       Chq No. 529                            £318.00            Income Paid into Bank Since Last Meeting:            £20 Donation from Three Okefords Preservation Society                 10.2     Accounts to pay:            Mrs Deary – May Salary                                                          Chq No 530            £361.57            DAPTC – Roadshow event                                                    Chq No. 531            £5.00            Mrs V Jackson – Prescription Collection Service                   Chq No. 532            £30010.3     2009-2010 Year end accounts            The Clerk had previously circulated the year end account to the Parish Council.  It was     proposed by Cllr S Corben and seconded by Cllr Horton that the Accounts be adopted, this     was agreed.  The Clerk will now contact Mr Weeks to arrange for an internal audit to take       place.              The external audit will be carried out by BDO and the date of 30 July has been   confirmed.10.4     Section 2 of the Annual Governance Statement of the Annual Return has been copied to             Councillors.  The questions were answered by Council.  It was proposed by Cllr Horton and         seconded by Cllr Burt and agreed by all that the statement be signed by the Chairman and    the Clerk.10.5     Income: NONE11.       ANY OTHER BUSINESS:  Mrs Deary reported that she had received an email from S Johnson regarding the possible donation of land by Mr Ricketts as reported in the minutes of the May meeting.  Mrs Deary to respond directly to S Johnson.12.       THE NEXT MEETING will be held on Tuesday 6 July 2010 at the Pavilion, Castle Lane at 7.30 pm.  The Vice Chairman thanked all present and closed the meeting at 9.40 pm
