MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETINGHELD AT THE PAVILION ON 4 MAY 2010 PRESENT:            Cllr T Horton (V.Chairman)                               Cllr R Corben                   Cllr B Fox                   Cllr M J Paine                   Cllr A Burch (NDDC)                          Also present: - Mrs Sandra Deary (Clerk) and 5 members of the public. 1.         APOLOGIES: Cllr Burt, Cllr S Corben and Cllr Frampton 2.         THE MINUTES OF PARISH COUNCIL MEETING 6 April having been circulated to Cllrs and notice boards, were taken as read.  It was proposed by Cllr Paine and seconded by Cllr                Fox that they be signed by the Vice Chairman, this was agreed.3.         POINTS FROM THE PUBLIC RELATING TO ITEM 5 ONLY.     None4.         DECLARATIONS OF INTERESTCllr Horton as member of the DAPTC.Cllr R Corben as member of Okeford United Football ClubCllr R Corben as member of Okeford Fitzpaine Allotment Group            Cllr Horton as member of NDDC Standards Committee.5.         MATTERS ARISING5.1       Recreation Ground/Pavilion: Cllr Fox informed the Council that she was in the process of completing lottery grant application forms for play equipment.5.2              Bowey Field:  N.F.T.R.5.3       Footway – Castle Lane:  No further update had yet been received.5.4       Community Planning:  N.F.T.R.5.5       Belchalwell & Fiddleford Items: Cllr Burch informed the Council that she would follow up the complaints made regarding the Biodigester at Belchalwell.5.6       Parish Plan: Cllr Horton informed the Council that the Parish Plan had now been distributed to most households, a further 60 – 80 copies were required at an extra cost of approximately £318.00, as there was only £98.32 left in the budget there would be a shortfall of £220.00.  It was proposed by Cllr R Corben that the shortfall of £220.00 should be provided by the Parish Council, this was seconded by Cllr Paine.  This was agreed.5.7       Blandford PACT and Home Watch:  N.F.T.R.5.8       Okeford Hill – salting/gritting: N.F.T.R.5.9       Traffic (volume and speed) using Back Lane:  Cllr Burch explained that the problem was still ongoing but an update was expected before the end of May.5.10     62 Greenhayes:  Mrs Deary informed Council that a letter had been sent to Mr Stavrou of 62 Greenhayes explaining the decision taken at the last Council meeting.  No response had yet been received.5.11     Review of Prescription Delivery Service:  Cllr Burt had agreed to liaise with the shop regarding this matter.  Due to Cllr Burt’s absence no update was available.5.12     Village Shop: Cllr Burt had agreed to liaise with the shop.  Due to Cllr Burt’s absence no update was available.6.         PLANNING MATTERS6.1.      Application:  2/2010/0322/PLNG – Former Faccenda Factory, High Street, Okeford Fitzpaine, Dorset, DT10 2RQ – Outline Planning Permission to Demolish buildings and develop the land by the erection of 25 x residential units, 655 sq mtrs of commercial floor space within 3 x commercial units with associated parking and access (outline Application for Access, Layout and Scale).  Members of the public raised concerns regarding the increase in traffic on the narrow road.  Following discussion Cllr Horton proposed and Cllr R Corben seconded that there would be No Objection at this stage.             2/2010/0336/PLNG – Knoll Farm, The Common, Okeford Fitzpaine, Dorset. – Restore, Reinstate redundant gravel pits for agricultural use, cereal production.  No Objection.6.2       Decisions: 2/2010/0204/PLNG – Fiddleford Mushrooms Ltd, Angers Lane, Broad Oak, Sturminster Newton, Dorset, DT10 2BY – Erect 2 x polytunnels, extend existing walkway and erect 1 x implement shed - GRANTED            2/2010/0082/PLNG – Land to the south of Rosehill Farmhouse, Higher Street, Okeford Fitzpaine, Dorset, DT11 0RQ – Erect 1 x 30 KWh microgenerator wind turbine – GRANTED 7.         CORRESPONDENCE FOR 6 APRIL 2010 PARISH COUNCIL MEETING                      Dorset Community Action – Fundraising Skills Workshop leaflet            Dorset Crimebeat            Weldmar Hospice Appeal leaflet            Ringmaster – Driver Refresher Courses for May/June            Draft Annual Report for the Winterborne Division of Dorset – Cllr H Cox            DAPTC – Newsletter – Spring 20108.         REPRESENTATIVES’ REPORTS:Rights of Way/Footpaths:  N.F.T.R.Football Club: N.F.T.R.Village Hall:  N.F.T.R.            COUNTY & DISTRICT COUNCILLORS’ REPORTS:  DRAFT ANNUAL REPORT FOR           THE WINTERBORNE DIVISION OF DORSET - By Cllr Hilary Cox            Last May saw an unprecedented election of 20 new County Councillors, I was lucky enough         to be re-elected and at the moment continue as Deputy Leader but with a new Portfolio,     that of Communities.. I feel very privileged to have this opportunity to serve the           communities in this wonderful county.             Since last summer I have held two very good Group Parish meetings where all the Parishes        within the Division have come together to discuss problems and solutions with officers from             DCC, the local Police Pact team and myself.  It really does seem that a problem shared  and discussed somehow seems more manageable!I hope to attend all of the Parishes        once during the summer and to hold another group meeting as well.             If I am unable to attend your AGM it is either because I am at another, next week there are            5 on one evening or have another commitment. I will try my best to attend another meeting somehow this summer.            The future for all of us is looking very bleak at present. The country is spending way beyond         our means so belts will have to be tightened. It is not our intention to cut any of the       essential services that are needed, however some of the non-statutory though much loved        work will inevitably be reduced.            I will be tasked to examine how we can work better with other Public Services, for instance          the PCT  Fire and Police to look at sharing premises and back office  staff. The        Government call this Total Place, I call it plain common sense.  I will also continue to bring     a more joined up approach to how we deal with Waste within Dorset. Vehicles will no longer           collect along nonsensical routes nor will there be quite so many different variations in what        is actually collected. We aim to hit the 60% Recycling target in our Strategy well before             2015.            We are well aware that the condition of our roads after two severe winters are causing a lot         of grief. An additional £1m was set aside towards the urgent repairs we will need. The             actual cost however will be much higher than we have available so other work on the roads    will have to be deferred.  In Gloucester they estimate the cost of their repairs to be over            £8m !!  Large dangerous pot-holes will be repaired as a  priority, however they first have to     be reported. Just phone Dorset Direct  or go via the web site please.DCC rely on residents          and other road users to report defects as full inspections are only carried out twice a year       on rural roads.             The Jobs for the Future project that  will be offering over 600 real opportunities to our young             unemployed who are often caught in the vicious circle of not being able to get work           because they have never been able to demonstrate their ability to work. Some are being          taken on as additional Countryside Rangers so our Footpaths and bridleways should     improve.            My new role will bring me some very interesting new [to me] areas of work.             Adult & Community Services have a new Director starting next week so we will both have            some catching up to do in order to ensure that we are up to speed. Trading Standards and         Regulatory services, Libraries, Arts, Adult Learning, Museums and the Archive service are          all within my brief.
