APOLOGIES: Cllr Frampton2. THE MINUTES OF PARISH COUNCIL MEETING 2 MARCH having been circulated to Cllrs and noticeboards, were taken as read. It was proposed by Cllr Fox and seconded by Cllr Paine that they be signed by the Chairman, this was agreed.3. POINTS FROM THE PUBLIC RELATING TO ITEM 5 ONLY. None4. MATTERS ARISING5.1 Recreation Ground/Pavilion: Cllr S Corben asked for permission for the football club to carry out its bi-annual bonanza on 6 and 7 August. The Parish Council had no objections to this request. Cllr S Corben advised that the football pitch was in need of some drainage due to a very wet patch in the middle. Slit drainage would be needed using recycled rubber drainage granules instead of the usual sand. The cost of the work would be approximately £2800. Cllr Horton proposed that the Parish Council agree in principle to pay for this work to be undertaken, this was seconded by Cllr Paine and agreed by Council.5.2 Bowey Field: N.F.T.R.5.3 Footway – Castle Lane: Mrs Deary informed the Council that she had received an email from Tim Spivey, DCC stating that following a further site visit it had been agreed that the most achievable option would be to create a more formalised footway along the existing verge as an extension to the existing footway and form a holding area in a location that would provide good visibility in both directions for pedestrians. The previous consideration to purchase land from adjoining properties was deemed unjustifiable and the boundary wall of the public house prevents a continuous footway along this section of road given the current width that is available. A further site meeting would be arranged with the contractors shortly and a further update would be provided.5.4 Community Planning: Cllr Burt advised that the Parish Council would not be in a position to move forward on this issue until after the next meeting of the DAPTC.5.5 Belchalwell & Fiddleford Items: Mrs Deary reported that she had spoken to Mr A Williams, Planning Officer at North Dorset District Council regarding the piece of land at Church Walk previously promised to the church which was now up for sale. He advised that no action could be taken unless a planning application was submitted. If this happened the Parish Council would be given the opportunity to give it views on the application. Cllr Burt agreed to contact the residents regarding the Tree Preservation Orders. Cllr Burt advised that no further complaints had been received regarding the biodigester unit, following the fitting of the flare.5.6 Parish Plan: Cllr Horton reported that the Parish Plan had now been printed and would be dispatched to residents in the near future.5.7 Blandford PACT and Home Watch: N.F.T.R. 5.8 Okeford Hill – salting/gritting: Mrs Deary informed the Council that a response had been received from DCC stating that the current winter maintenance policy is currently under review and that all parish and town councils will be consulted before the new routes are finalised.5.9 Traffic (volume and speed) using Back Lane: Mrs Deary informed the Council that she had supplied copies of correspondence dating back to 2005 and also the letter written in February regarding the problems in Back Lane. Mr Graeser had responded that a further site visit had taken place on 31 March which included Mr S Caundle, Solicitor to the Council and Cllr A Burch. The result of the inspection concluded that formal action should be taken against the breaches of planning control occurring on the land, however, before such action is taken certain procedural requirements must be undertaken. These processes will be put in place as soon as possible, but will need to be dovetailed with other work priorities. 5.10 62 Greenhayes: A cheque for £25 had been received from the owners of 62 Greenhayes to cover access for 2009 and 2010. The owners had requested that they pay a one off payment to cover access for the next five years, following discussion it was agreed that an invoice should be raised to cover access for the next 4 years (2011-2014), after this time the charge should be reviewed.5.11 Any Other Matters Arising: NONE6. PLANNING MATTERS6.1. Application: 2/2010/0204/PLNG – Fiddleford Mushrooms Ltd, Angers Lane, Broad Oak, Sturminster Newton, Dorset, DT10 2BY – Erect 2 x polytunnels, extend existing walkway and erect 1 x implement store. – The Council support this application. 2/2010/0288/PLNG – Manor Farm House, Fiddleford, Sturminster Newton, Dorset, DT10 2BX – Romove 3 existing windows, replace with wooden windows and carry out associated internal and external works – No Objection.6.2 Decisions: 2/2010/0025/PLNG – Maple Cottage, Shillingstone Lane, Okeford Fitzpaine, Blandford Forum, Dorset, DT11 0RB – Erect single storey extension - GRANTED2/2010/0079/PLNG – Conygar, Shillingstone Lane, Okeford Fitzpaine, Blandford Forum, Dorset, DT11 0RB – Create new vehicular access and turning area, erect fencing and gates - GRANTED6.3 Pre Planning Application Consultation – Back Lane: Mr Ricketts addressed the Council regarding his application to NDDC to build 2 properties in Back Lane. He wishes to donate some land around the application site to the Parish and sought advice on what uses should be stated on the Section 106 Agreement. Following discussion it was proposed by Cllr Paine and seconded by Cllr R Corben that the Section 106 Agreement should state that the donated land could be used for either allotments, open spaces, cemetery or future development by the Parish Council, this was agreed by Mr Ricketts and Council. Mr Ricketts to produce a draft agreement which will be checked by Cllrs Burt and Horton before it is submitted to NDDC.7. REPRESENTATIVES’ REPORTS:Rights of Way/Footpaths: Cllr Paine reported that the Great Dorset Beach Clean will be taking place in the near future.Football Club: N.F.T.R.Village Hall: Cllr Burt will be attending a meeting with the architect in the near future to finalise plans for the removal of the cherry tree, the earth bank, the building of a retaining wall and a possible extension to the kitchen, which the management committee were to discuss at its meeting next Wednesday.9. COUNTY & DISTRICT COUNCILLORS’ REPORTS: Cllr Burch commented that the new Parish Plan was very good and that it would provide good material information. She informed the Council that the School IT section is being opened up to villagers. Having visited Back Lane with Mr Graeser and Mr Caundle she informed the Council that things were now moving in the right direction but there was no overnight solution, however, she would keep pressing until the issue was resolved.10. THE NEXT MEETING will be the Tuesday 4 May 2010 at the Pavilion, Castle Lane following the Annual General Meeting which starts at 7.30 pm. The Chairman thanked all present and closed the meeting at 9.45 pm.
