MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD AT THE PAVILION ON MAY 2nd 2006

Present:- Cllr M Burt (chairman)

Also present:- S Parry (clerk) and 5 members of the public.
1) APOLOGIES Cllr B Trowbridge, Cllr M Bignell (NDDC), Mrs H Cox (DCC).
2) MINUTES OF THE APRIL 4TH MEETING having been circulated to the councillors and notice boards, were taken as read. It was proposed by Cllr R Corben and seconded by Cllr Horton that they be signed by the chairman, this was agreed.
3) POINTS FROM THE PUBLIC RELATIANG TO ITEM 5 ONLY None
4) DECLARATIONS OF INTEREST None
5) MATTERS ARISING
i) Recreation Ground Cllr Frampton suggested removing the roundabout as it was in need of repair, Cllr Burt and Cllr Frampton to discuss this matter further. Works to start on 20th May to improve the surface and drainage with a sand slitting machine at the cost of the football club will not effect the Fayre in June, it was proposed Cllr Horton and seconded by Cllr Mrs Buckley that the works should go ahead, all agreed. The recycling bins are being utilised and no problems have bee reported. Clerk to write to Sarah Wassey NDDC requesting a bin and sign.
Cllr R Corben reported that the ditch needed looking at, to be discussed further.
ii) Bowey Field The path has been completed, Clerk to write to Signpost to notify them of the completion of the path. It has been reported that litter has become a problem the sign is missing from the main gate and that a swing seat is broken, Cllr Burt to investigate and repair. It was proposed by Cllr Horton and seconded by Cllr Frampton the Play Park inspection takes place.
iii) Chicken Processing Factory A letter was received from a resident regarding noise and nuisance during unsocial hours at weekend and bank holidays, Cllr Burt reported that the preparation work took place on 8th April at 8.30am and that the main work took place on the 14th April these were essential works to improve noise pollution and has now been completed. Cllr Burt visited the Factory on 8th April and was informed that no other complaints had been received due to theses works. It was proposed by Cllr Mrs Buckley and seconded by Cllr Horton that the clerk write to Faccenda to raise the issue of rubber wheeled skips.
A email received regarding Cllr Burts letter to Mr Prescott with reference to the lack of progress made by the District Council in resolving the issue of Faccenda’s flume extraction stack, that Cllr Burt included personal opinions and that the Parish Council must be seen to represent all of the parishioners in an unbiased way. Cllr Burt apologised to the Parish Council for being emotive. Cllr Burt will arrange a quarterly liaison meeting with Faccenda.
iv) New Cross A letter received from DCC regarding the New Cross junction, stated that the junction will be considered in the Autumn when the local authority carries out its

scheme priority assessment/local transport plan. Clerk to write to DCC to request a different road surface, Parish Council should keep pressure on regarding this matter.
v) Community Planning A reply to Cllr Burts letter to Phil Woolas on the 10th February had been received from J Fitzpatrick MP.
vi) Fiddleford Seat Cllr Burt had reported the hole, but it sill has not been repaired, Cllr Burt will report the hole again. Fiddleford residents have thanked the Parish Council for the seat.
vii) Housing Needs Mr M Pinkney will be attending the next Parish Council meeting to discuss the proposed plans for affordable housing in Okeford Fitzpaine.
viii) Shillingstone Speed Limit The speed limit is in place and has been completed it was proposed by Cllr Burt and seconded by Cllr Horton that the matter be discharged, all agreed.
ix) Belchalwell Parish Council are still awaiting a response from DCC about putting Belchalwell on the agenda for gritting.
x) Travellers Clerk to write to NDDC regarding unauthorised site requesting an update and results of the bore hole tests that had taken place. Clerk also to write to Cllr H Cox to invite Cllr Cox to discuss and raise awareness of this matter further.
xiv) Parish Plan It has been advertised in the Fippenny News for a steering group to complete a new Parish Plan, no applicants had come forward. Clerk to produce letter and questionnaire to be distributed to all residents in the Parish.
xv) Doctors Surgery As from May 1st the Doctors Surgery will no longer be available in its current location at Hillview Farmhouse, a notice has been put in Ye Olde Bell Stores and the Fippenny News. Details to be put in Fippenny News outlining bus service to Child Okeford Surgery.
6) PLANNING MATTERS
i) Applications 2/2006/0452 Mr & Mrs Teversham, 14 Castle Ave, Okeford Fitzpaine, to erect a glass conservatory after much discussion it was proposed by Cllr Burt and seconded by Cllr Horton that there is no objection all agreed.
2/2006/0363 Mr Yeatman, Lowbrook Farm, Belchalwell, to erect a anaerobic digester, it was proposed by Cllr Horton and seconded by Cllr S Corben to write to NDDC to ask for an extension to the planning application as the application was received the morning of the Parish Council meeting letter to be copied to the Chief Executive.
2/2006/0372 Fiddleford Mushrooms, Fiddleford, to install pollytunnels, plant room and machine store access, planning application was put to vote no objections 4, against 2, abstained 1, motion was carried.
2/2006/0367 Ms D Dubock, Land OS ST 379112, South of Angers Lane, to erect stock housing and open loafing feeding area. After much discussion the application was put to vote, no objections 4, against 1 abstained 2, motion carried.

8) REPRESENTATIVES REPORTS School-Cllr Mrs Buckley reported that the School had appointed a new Head Teacher to start in September and that the Playgroup will relocate in September.
