MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING HELD AT THE PAVILION ON AUGUST 1st 2006 Present:- Cllr M Burt (chairman) Cllr E Horton (vice chairman) Cllr R Corben Cllr Mrs A Buckley Cllr S Corben Cllr A Frampton Cllr B Trowbridge Also present:- S Parry (clerk) Cllr M Bignell and 2 members of the public. 1) APOLOGIES None 2) MINUTES OF THE JULY 4TH MEETING having been circulated to the councillors and notice boards, were taken as read. To be amended as Cllr B Trowbridge would like it reiterated that when the planning application 2/25006/0667 from Signpost Housing Association was discussed at the July 4th meeting Cllr Trowbridge felt that once the application had been approved that more development would occur and we would be unable to stop the process, and although plans looked good on paper would the local connection rule really work. It was proposed by Cllr Horton and seconded by Cllr S Corben that they be signed when amended by the chairman, this was agreed. 3) POINTS FROM THE PUBLIC RELATING TO ITEM 5 ONLY None 4) DECLARATIONS OF INTEREST None 5) MATTERS ARISING i) Recreation Ground The see-saw remains uncollected due to time restraints. Cllr Burt and Cllr S Corben are unable to fix the door and have called someone in to look at it. Cllr Frampton reported that campers in the land to the east of the recreation ground were unable to get access and had gained access across the recreation field and suggested that a mature hedge be planted on the recreation side to prevent access, and suggested writing to the owner of the land regarding this matter. Cllr Mrs Buckley suggested that the Parish Council write a poliate4 letter to the land owner to point that they have no right to gain access across the recreation field, this was proposed by Cllr Frampton and seconded by Cllr Horton, all agreed. Cllr Trowbridge pointed out that the land was bought with access via the lane and that we should ask the solicitor to write regarding access, it was proposed by Cllr Horton and seconded by Cllr S Corben that the previous proposal be amended that the Parish council should write to the owner regarding access across the councils land, and that should this happen again the council would have no alternative but to contact their solicitor, all agreed. ii) Bowey Field A resident reported that people have been sleeping in the castle play equipment that had upset neighbours. The chairman will contact the local Police at Sherborne regarding this matter. iii) Chicken Processing Factory The quarterly liaison meeting at Faccenda attended by representatives from the factory, Parish Council and the Environment Agency took place on June 19th notes of this meeting are ready for publication on the notice boards and website www.okeford-fitzpaine.org as requested by Cllr Frampton at the previous meeting. Cllr Trowbridge asked if the alarm that persistently rang throughout several nights had been from the factory, it was felt that the alarm was in fact from a residential address in the area. iv) New Cross No correspondence has been received. Cllr Frampton asked if anti-skid surfacing will be used when widening the road, the clerk will write for an update. v) Community Planning Funding has dried up regarding community planning, letters have been received regarding alternative funding the chairman will investigate this further. vi) Housing Needs A NDDC meeting was held on 1st August regarding Signpost housing application at Okeford Fitzpaine, Cllr Bignell attended the vote was 3 in favour 2 against. Cllr Trowbridge pointed out that the farmer still has right of way through the development, and that the issues of odour from the Chicken Farm is in the hand of the Ombudsman. Mr D Milsted
521 (NDDC) who attended 1st August meeting said that they should have waited for a report from the ombudsman before proceeding. The chairman suggested that the Parish Council write to North Dorset District Council as we understand that the plans have been changed and not presented to the Parish Council and request a coy of the revised plans, this was proposed by Cllr Horton and seconded by Cllr Mrs Buckley all agreed. vii) Belchalwell None viii) Travellers A note has been received presumably from the travellers apologising for the graffiti on the Pavilion door. Cllr Trowbridge said that the travellers do use the litter bins. ix) Parish Plan The chairman suggested calling together a meeting with the Steering Group to elect a chairman and secretary, the chairman will liaise with Cllr Horton to arrange a suitable date. 6) PLANNING MATTERS i) Applications 2/2006/0824 Mr & Mrs Coombes, 1 Huntleys, Fiddleford, DT10 2BX, single storey extension to dwelling. After discussion it was proposed by Cllr Horton and seconded by Cllr Trowbridge that there be no objection, all agreed. 2/2006/0819 U R Cuff, 28 Castle Ave, Okeford Fitzpaine, DT11 0RY, single storey extension. After discussion it was proposed by Cllr Trowbridge and seconded by Cllr R Corben that there be no objections, all agreed. 2/2006/0790 Mr P Frampton, Castle Farm, Castle Lane, Okeford Fitzpaine, proposed triple garage and workshop. All councillors received a letter from a neighbour regarding this application, after much discussion it was felt that the proposed works would change the character of a conservation area and be overdevelopment, it was proposed by Cllr Trowbridge and seconded by Cllr S Corben that the council object to the application, the objection was carried, 5 voted for, 1 against and 1 abstained 2/2006/0792 Mr P Frampton, Castle Farm, Castle Lane, Okeford Fitzpaine, application for listed building consent, proposed triple garage and workshop, it was proposed by Cllr Trowbridge and seconded by Cllr Corben that the council object to the application, a vote took place and the objection was carried, 5 voted for, 1 against, 1 abstained. 2/2006/0857 Mr & Mrs Shaw, Fitzoak Cottage, 86 High Street, Okeford Fitzpaine, DT11 0RX application for listed building consent, replacement front door, after discussion it was proposed by Cllr R Corben and seconded by Cllr Frampton that there be no objection all agreed. ii) Decisions 2/2004/0688 Faccenda Group Limited, Higher Street, Okeford Fitzpaine – erect 25 metre high fume extraction stack – temporary planning permission granted until 31st July 2009. 2/20060568/ Barkhill View, Garlands Lane, The Common, Okeford Fitzpaine – variation to planning permission 2/2005/0617 to enlarge summer room to full width af existing bungalow – GRANTED 2/2006/0649 Darknoll Farm, Okeford Fitzpaine – erect field shelter for horses – GRANTED 2/2006/0510 Fiddleford Bridleway Bridge – construction of a new bridleway bridge supported on the piers and abutments that remain after removal of the old railway bridge – GRANTED iii) Planning Other Appeal by Mr P Goddard regarding application for certificate of lawfulness to erect bunds as a means of enclosure site land at Okeford Fitzpaine. Parish Council to write to Planning Inspectorate to reinforce the councils comments regarding this application.
