Also present:- Mrs D Burt (temporary clerk), Cllr Mrs A Burch (NDDC), PCSO Luke Goddard and 3 members of the public.
1. APOLOGIES: Cllrs T Burt and A Frampton (working) Cllr Horton (away).
2. MINUTES: the minutes of the November 4th meeting, having been circulated to Cllrs and notice boards, were taken as read. It was proposed by Cllr R Corben and seconded by Cllr Paine that they be signed by the chairman, this was agreed.
The chairman asked that item 5.11 be brought forward so that PCSO Goddard could make his report and leave if necessary, this was agreed. PCSO Goddard reported that the figures for incidents for the last month were fairly low, however he warned that at this time of year people should beware of opportunist burglaries especially from parked cars, also from garden sheds. Cllr Mrs Burch asked about anti social behaviour at Bowey which PC Mullins had mentioned, PCSO Goddard would follow this up. Cllr R Corben asked how much time PCSO Goddard was able to spend in each parish, he replied that he covered 54 villages but he is able to divide his time quite well.

5. MATTERS ARISING 5.1 Recreation Ground/Pavilion *Baby changing facilities: the unit has now been purchased, Cllrs Burt & S Corben to fit on Friday. *Extension: the architect has been paid for work so far done and the chairman has asked him to go ahead with the building regulations. *Dumping of other (not recycling) waste: the chairman is due to speak to the Environment Policy Manager NDDC on another matter and will ask about a sign and tell him that if necessary we will erect our own. *Gas Boiler: the chairman reported that the gas boiler serving the Youth Club end of the pavilion was leaking, he had asked TES to repair this which they had done. He also asked if a device could be fitted so that the central heating control could be operated from the building rather than the boiler room, TES to look into this.
632 5.2 Bowey Field *Ownership sign: the chairman reported that he had now found the signs which need to be re erected onto the gate. *Underage drinking: Cllr R Corben told PCSO Goddard that the play equipment area was a favourite night time meeting place for youngsters with alcohol. *Swing seats: the chairman reported he has tried to order two new seats from Hags Play but is not having much success, he will pursue the matter. 5.3 New Cross NFTR 5.4 Footway – Castle Lane: the clerk had sent an email to Mr Diaz asking for an update – awaiting response. A letter from planning officer S Harper had been received in connection with the decision on a planning application in Castle Lane which didn’t take up the PC’s suggestion for a condition that room should be made available for a footway, he had replied that as the land outside the site was a Highways verge there was no need for a condition. It was proposed by Cllr R Corben and seconded by Cllr Paine that a letter be written to Mr Diaz asking for confirmation that the site is a Highways verge and enclose a copy of the letter from the planning officer, this was agreed. 5.5 Community Planning: the chairman reported that the DAPTC are getting concerned about elected representative democracy and unelected representative democracy in relation to the partnerships, he said that a coherent policy from the DAPTC is needed. 5.6 Belchalwell & Fiddleford Items: It was confirmed that the Fiddleford Inn has now closed for business. 5.7 Parish Plan: it was felt that this item needs to be moved on but in the absence of Cllr Horton it was proposed by Cllr R Corben and seconded by Cllr Paine to defer any discussion until the January meeting, this was agreed. 5.8 Bus Shelter/Museum: Cllr Frampton had done some work on the roof. Cllr R Corben agreed to ask Mr D Corben about the decoration. 5.9 NDDC – Housing Allocations Policy: There has been some indication that the policy has been amended with no consultation with the parishes. A draft letter to Mrs Rees was circulated asking that the Choice Based Lettings document be revisited as the policy was adopted by cabinet incomplete. It was proposed by Cllr S Corben and seconded Cllr Paine that the letter be sent after Cllr Horton has been asked if there is anything he wishes to add, this was agreed. 5.10 Missing 30mph sign at Castle Lane: this has now been replaced. Item discharged. 5.11 Blandford PACT and Homewatch: this item had been brought forward to accommodate PCSO Goddard. We still do not have a Homewatch coordinator – another appeal to be put in the parish magazine. 5.12 Allotments: The council intends, subject to satisfactory agreement with the landowners, to proceed with providing allotments. Response from land owner’s agent indicating costs etc had been circulated to Cllrs. After some discussion it was proposed by Cllr Paine and seconded by Cllr R Corben that the PC goes ahead with arrangements for leasing the land, this was agreed. Chairman to check details with PC solicitor. 5.13 Motor racing/paint balling on land above recreation ground: NFTR 5.14 Blandford Leisure Centre Action Group: Funding is not required until 2010 so there is time to consider. 5.15 Any Other Matters Arising: Prison Door at 75 The Cross – The chairman had asked a carpenter to look at what repairs were needed but has not heard back from him. Although Mrs Calcott had said that it was the householder’s responsibility to repair the door the P C felt that it was an asset to the village and that financial assistance should be given possibly using section 137. Quotes would be needed before a decision is made.
6. PLANNING MATTERS 6.1 Applications: None
633 6.2 Decisions: 2/2008/0911 - Hillview Farmhouse, Lower St. Erect garage, demolish existing shed – GRANTED. 6.3 Other: 2/2008/0742 - 1 Castle Lane. The clerk had written to NDDC about the non inclusion of the suggested condition to include room for a footway. Response received from S Harper, planning officer saying that his enquiries indicated that the land outside the site is Highways verge and so felt that a condition was not needed. 2/2008/0697 – 19 Lower St. re: Refusal of permission to replace window frames like for like. Arrangements have been made for the chairman and vice-chairman to meet Mr K Morris, policy manager, environment, on Monday 9th to discuss this. The owners and their agents are aware and are in support of the forthcoming discussions.
7. LOCAL DELIVERY OF SERVICES 7.1 S.I.D’s: Mr Camp has agreed to put the Castle Lane S.I.D. back on the deployment list. The chairman circulated information on types of S.I.D. costing between £1200 and £2000, discussion followed on the pros and cons of providing our own. No response yet from SNTC re costs etc. 7.2 Public toilets in Blandford: A letter from BFTC re: ‘Tough Choices’ has been copied to Cllrs. The unisex toilet in Sturminster Newton is working well except for those with impaired sight.

CORRESPONDENCE 8.1 email from Cllr Hilary Cox re MADCAP project 8.2 Dorset Police – Blandford Rural Safer Neighbourhood Team Posters – on notice boards. 8.3 Sturminster Newton TC – questionnaire re reception held on Oct 24th – passed to M Burt. 8.4 DAPTC chief executives circular 15/08. 8.5 Highways Agency – re closure of a section of the A303 in North Dorset from mid February for three months. 8.6 Robert James, St Andrew Church – letter of thanks for donation. 8.7 North Dorset CAB – letter of thanks for donation. 8.8 DCA – Dorset Village of the Year Competition 2009. 8.9 Clerks & Councils Direct magazine for November 08. 8.10 email from Ringmaster re local crime. 8.11 Community.com magazine. 8.12 Village Hall Management Committee – letter of thanks for donation. 8.13 DCC – changes to bus services. 8.14 Information Commissioner’s Office (IOC) new model publication scheme for Local Councils. After some discussion it was proposed by Cllr S Corben and seconded by Cllr Paine that Okeford Fitzpaine Parish Council in line with the Freedom of Information Act adopts the Local Councils’ Model Publication Scheme produced by the IOC, this was agreed. Clerk to complete template and publish on notice boards that the information is available on the parish website or from the Clerk.

Re pay award – up-dated hourly pay scale now received from DAPTC, new monthly salary will be £356.98.
