31st July 2007 Published unapproved for ratification at the September 4th meeting.562 MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING HELD AT THE PAVILION ON JULY 31st 2007 Present:- Cllr M Burt (chairman) Cllr E Horton (vice chairman) Cllr T Burt Cllr R Corben Cllr S Corben Cllr A Frampton Cllr B Trowbridge Also present:- Mrs D Burt (clerk) and one member of the public. 1) APOLOGIES None 2) THE MINUTES OF JULY 3rd having been circulated to councillors and notice boards were taken as read. It was proposed by Cllr Horton and seconded by Cllr T Burt that they be signed by the chairman, this was agreed. 3) POINTS FROM THE PUBLIC RELATING TO ITEM 5 ONLY None 4) DECLARATIONS OF INTEREST None 5) MATTERS ARISING i) Recreation Ground o Imperial College has sent a questionnaire as part of a research project into sports facilities. o Rochford�s are carrying out a survey about their performance during a recent transaction. o The Football Club has installed a clock on the east wall of the Pavilion. o Cllr Frampton reported having purchased weed killer for the field this is being paid for the FC and will be put on as soon as possible. Information signs will need to be put up. ii) Bowey Field The chairman reported that one volunteer has come forward to help paint the play equipment and the vice chairman reported having a volunteer to rub it down prior to painting. This to be followed up. A member of the public reported that one of the street lights was not working, he would contact �Clarence�. iii) Chicken Processing Factory The factory in Higher Street is due to close at the end of August, there has been no further information about the site. iv) New Cross Awaiting response from Dorset County Council. v) Community Planning The chairman had seen a draft of the consultants report on partnerships, he was not happy with some of it and had asked for some changes before it was released to the public. vi) Belchalwell and Fiddleford Items It was reported that the area around the Fiddleford seat is being kept cut and the green area at Belchalwell is also being kept cut. vii) Code of Conduct The clerk reported that when the new COC is adopted by the council the councillors will have to fill in new �Notice of Registrable Interests� forms. The COC must be adopted by October 1st. viii) Parish Plan Cllr Horton reported that at the July meeting the questionnaire was finalised taking into account the comments made by the PC and the Head Teacher of the School. Circulation should be in October. ix) Village Hall Car Park Sign This is in hand. x) Parish Council Photograph This has now been taken. 563 xi) Bus Shelter/Museum A painter and decorator has been contacted and will give an estimate shortly. Cllr T Burt asked if the No Smoking sign had been put up, the clerk confirmed it had. xii) Travellers Cllr R Corben reported that traveller numbers had increased at Conygar Copse and was concerned about the length of time it will take to remove them. He proposed that a letter be written to Mr Evans at DCC asking why the site wasn�t made secure after the last eviction and to make sure it is after the next one. Clerk to write and also reiterate concerns about the unsanitary conditions and lack of facilities and clean water. xiii) Any Other Matters Arising 6) PLANNING MATTERS a) Applications 2/2007/0702 � Mr & Mrs Ellis, 21 Nether Mead. Erect two storey extension. A copy of a letter of concern from a neighbour had been received. After some discussion it was proposed by Cllr R Corben and seconded by Cllr S Corben that there be no objection, this was agreed. 2/2007/0718 � P Cook, Mayfield Farm, Broad Oak. Certificate of lawfulness to continue use as swimming pool and enclosure. It was agreed to reply as before that the council is unable to give any further information. b) Decisions 2/2007/0556 � Hill View House, The Common � erect conservatory. GRANTED. 2/2007/0627 � 12 Nether Mead � erect 2 storey extension. GRANTED. c) Other None 7) TOUGH CHOICES AT NDDC The chairman had attended several meetings since the last PC meeting and reported that the situation on provision of discretionary services is still unsatisfactory and unresolved. The PC proposition of continuing with the extra payments on the precept seems not to be an option that NDDC wish to pursue. There is division among the parishes in that some have paid and others have not, some of those that have paid feel that those who haven�t should not receive the services. There is a feeling that the DAPTC should be more fairly representing the PC�s and not pushing in favour of the partnerships running services. The solution would seem to be to get the Government to remove the cap and let NDDC do its job. After a long discussion it was proposed by Cllr T Burt and seconded by Cllr R Corben that a letter be written to the Chief Executive, DAPTC asking that it sets a policy in line with the feelings of the Parish and Town Councils as at present it is in danger of losing credibility. Also that our parish puts a proposition to the ND DAPTC meeting on September 6th saying that the DAPTC should take a lead on this issue and arrange in conjunction with our MP a meeting with the relevant minister with a view to having the cap removed from NDDC in order that they can continue to provide the discretionary services. The vote was unanimous in favour. 8) CORRESPONDENCE o NDDC � notice of confirmation of order for Footpaths 2 and 55. o Email from a member of the public saying he had written to BT regarding the repainting of the telephone box. Clerk to acknowledge with thanks. o Great Dorset Steam Fair � offering reduced rates for DT11 residents info for notice boards. o DCC � notice of road closure Copse Hill, Broad Oak, Aug 27th for 5 weeks info for notice boards. o DCC � asking for notice of footways needing repair. o DAPTC � newsletter � circulated to Cllrs. o NDDC � new Recycling and Waste policy officer � clerk to follow up unresolved items from previous officer. Also enclosed waste management booklets for public. 9) REPRESENTATIVE�S REPORTS Footpath Liaison Officer � Cllr Horton reported that the footpath from Bowey to Lower St is very overgrown and that he would inform DCC ROW. Village Hall � Cllr M Burt reported that work on the porch should be started at the weekend. Football Club � Cllr S Corben informed the council that a Youth Soccer Week would be taking place shortly. 564 10) DISTRICT COUNCILLOR�S REPORT None 11) POINTS FROM THE PUBLIC via Cllr S Corben � it was reported that the play area sign in Lower St had become overgrown. He said that he would sort it out. 12) FINANCIAL MATTERS Accounts paid since the last meeting:- PO Ltd � Electric for museum/bus shelter chq no 335 16.08 Southern Electric for the Pavilion direct debit 118.36 Accounts to pay:- Goddard Landscapes - removal of roundabout and making good the ground with topsoil. chq no 336 158.63 PO Ltd � Gas chq no 337 67.52 NDDC � � payment for discretionary services chq no 338 2185.22 Mrs D Burt � clerk�s salary and expenses for July chq no 339 393.68 It was proposed by Cllr Frampton and seconded by Cllr Horton that these be paid, this was agreed. A donation of �30 had been received for band practice. The clerk reported that Mr Weeks had carried out an internal audit and found everything in good order, he suggested that a note be put in the minutes again that the clerk deals with her own tax and insurance and that perhaps a more detailed risk assessment report might be required. The accounts are now available for members of the public to inspect if they wish and that all the relevant notices had been put up on the appropriate dates. The external audit will take place in August. The clerk confirmed that she deals with her own tax and insurance. PCC treasurer had given a detailed breakdown of the Church accounts relating to Churchyard maintenance and said that they will soon be launching an appeal for funds to renovate the Tower. Clerk to reply saying that the PC cannot give grants to the Church building but may be able to increase the amount for Churchyard maintenance in the next precept. 13) A.O.B. o Cllr Frampton reported that the Mary Gardens sign was broken. Clerk to write to NDDC. o Cllr M Burt reported having been approached by a tarmac company looking for somewhere to use unwanted material, he had declined use for the recreation ground as it was too liquid and would cost �1800 but said that they could spread it on the car park at no cost if they wanted to get rid of it, they declined. They indicated that they would submit a quote for the provision and laying of a proper tarmac surface on the top half of the car park. 14) THE NEXT MEETING will take place on September 4th at the Pavilion, Castle Lane at 7:30 pm.
