MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD AT THE PAVILION JANUARY 2nd 2006

1) APOLOGIES Cllr M Bignell
2) MINUTES OF THE DECEMBER 5TH MEETING having been circulated to councillors and notice boards were taken as read. It was proposed by Cllr Horton and seconded by Cllr Mrs Buckley to defer the ratification of the December minutes until the next meeting as there were a number of amendments to be made. This was agreed.
3) POINTS FROM THE PUBLIC RELATING TO ITEM 5 ONLY None.
4) DECLARATIONS OF INTEREST None.
5) MATTERS ARISING
i) Recreation Ground The chairman reported that the no.2 car park lamp trip will not stay in and he will investigate further.
Due to adverse weather the roundabout remains uncollected.
Cllr Trowbridge has been unable to make contact with relevant bodies for the collection of the seesaw.
Prices for a new cooker in the pavilion have been obtained. The cost of a 600mm Indesit double oven cooker with fan from Comet is �255.00 plus V.A.T. It was proposed by Cllr Mrs Buckley and seconded by Cllr Horton to purchase the cooker. All agreed.
The chairman reported that the tractor has been purchased, and the weights had been removed from the old tractor. The vendor can have the spare wheels from the old tractor if required.
ii) Bowey Field Cllr Horton is to contact HMP Guys Marsh to give dates of a maximum of two weeks work. Transport will be required for the return journey Cllr Horton is willing to offer this transport. Persons from HMP have previously worked at Child Okeford and have all been risked assessed.
iii) Chicken Processing Factory The clerk is to write to Mr Hack at Faccenda regarding poor visibility of staff walking to Chicken Farm.
iv) New Cross A member of the public reported two incidents at New Cross.
The clerk is to meet with the chairman and vice chairman to review the file on New Cross.
v) Community Planning The chairman was unable to attend The Community Partnership Presentation evening, due to Parish Council commitments.
vi) Housing Needs The weather may have stopped work at the site in Castle Lane.
vii) Belchalwell The chairman has ordered a green grit bin from an alternative supplier due to delivery charges imposed by previous supplier. The cost of the new grit bin is �123.85 plus V.A.T to be delivered within a week at no charge.
viii) Travellers The chairman will inform the police of a car abandoned between the two hills at the Knapps. Cllr R Corben reported that travellers were still at Conygar Coppice on 23rd December. Cllr S Corben said that some travellers were still on site at present.
The clerk is to email Mr M Evans for an update on the situation at Conygar Coppice.
ix) Parish Plan Cllr Horton reported that too few members were available to hold the Parish Plan steering group meeting scheduled for December 15th, he will arrange another meeting shortly. The date of the Open Day has been changed from 13th January to 3rd February 2007 from 10am till 4pm to be held in the Village Hall. The chairman requested that the Parish Council show its support and attend the Open Day. Cllr Horton reported that NDDC is sending representatives and that the Community Police van with officers will be in attendance, he had also invited leisure interest groups in the Parish to attend.

6) PLANNING MATTERS
i) Applications 2/2006/1352 Mr & Mrs White, Hunters View, Church Walk, Belchalwell, DT11 0EH � Erect 2 single storey first floor extensions. After discussion it was proposed by Cllr Horton and seconded by Cllr R Corben that there be no objection. All agreed.
2/2006/1334 Land at Os 9822 & 8716, New Road, Sturminster Newton, Okeford Fitzpaine. � Certificate of Lawfulness � Information required by planning services NDDC as to use of the land over the last ten � fifteen years. The Parish Council is aware that parts of the land have been used to store old vehicles and building materials for several years. Cllr R Corben said the land has been used for at least fifteen years for storage of vehicles, but was unable to confirm if the whole site had been used for storage.
The chairman asked the clerk to ensure that planning applications were put on the agenda.
ii) Decisions 2/2006/1031 Mr & Mrs White, Hunters View, Church Walk, Belchalwell, DT11 0EA � Erect 2 single storey first floor extensions and 1 single storey ground floor extension � Application withdrawn.
2/2005/0052 Wessex Park Homes, Shillingstone Lane, Okeford Fitzpaine � Develop land by the erection of replacement factory with ancillary offices, storage, parking and external storage on part existing site and land adjoining the existing operation (outline application determining, siting and access position). � Grant of outline planning permission.
2/2006/1156 Mr & Mrs Cooper, 37 Nether Mead, Okeford Fitzpaine, DT11 0TP � Erect two storey extension � Granted.
iii) Planning Other None.
7) TOUGH CHOICES NDDC will include the payment in the Parish Council precept and will then invoice the Parish Council half yearly for discretionary services. The chairman will continue to attend meetings to keep up to date with the situation.
Cllr R Corben asked what will happen to parishes which do not contribute or to Okeford Fitzpaine if it decides to withhold payment. The chairman said that NDDC would cut services. NDDC is hoping that partnerships will take over the funding of these services after the first year.
The Parish Council needs to confirm its commitment to NDDC by 26th January. It was proposed by Cllr Trowbridge and seconded by Cllr Horton that the Parish Council agrees the committed sum to NDDC. All agreed.
8) CORRESPONDENCE Dated from Wednesday 7th December � Tuesday 2nd January list of correspondence published to all notice boards and delivered to Councillors. Should any persons require further information or wish to view any correspondence received by the Parish Council please contact the Clerk.

The chairman had received a letter from a resident regarding Post Office funding. The chairman felt that letters on this matter would be better dealt with by sending them direct to our MP or Minister.
9) REPRESENTATIVES REPORTS
VILLAGE HALL � Still making progress thanks to all the volunteers, final date for completion is still unconfirmed. Cllr Trowbridge said that people who have given support to the village hall is very heart warming.
SCHOOL � NTR.
FOOTPATH � DCC�s rights of way section still has only one maintenance team working.
FOOTBALL � NTR.

10) DISTRICT COUNCILLOR�S REPORT Email received with a new temporary address for Cllr Bignell. Informing the Parish Council of a memorial service to be held at Milton Abbey at 14.30 on Friday for Mr D Whitehead.
11) POINTS FROM THE PUBLIC A member of public said that he was disappointed that our County Councillor had not attended recent parish council meetings.
12) FINANCIAL The clerk presented the second draft of the 2007/2008 precept for discussion, including the contribution to NDDC. The clerk is to meet with the chairman and vice chairman to complete the precept application.
A letter has been received from the TIC, Blandford requesting a donation. It was proposed by Cllr Horton and seconded by Cllr S Corben that we reply saying that we are unable to help at this time. All agreed.
It was proposed by Cllr Horton and seconded by Cllr Mrs Buckley that the following items be paid this was agreed.

13) ANY OTHER BUSINESS Cllr Horton informed the meeting that the Homewatch Coordinator has left the village and we need to appoint a new one. An advert should be placed in the Parish magazine and at the Parish Plan open day.
Cllr S Corben reported that there is a problem with dog fouling on footpaths particularly in Castle Lane and Lower Street. It was proposed by Cllr Mrs Buckley and seconded by Cllr Horton that letters be sent to all residents and notices put on all boards referring to this problem. All agreed. (Cllr S Corben to follow up)
Drains in Lower Street and Castle Ave are silted up.
