5th December 2006 2Published unapproved for ratification at the January 2nd 2007 meeting 532MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING HELD AT THE PAVILION DECEMBER 5TH 2006 Present:- Cllr M Burt (chairman) Cllr E Horton (vice chairman) Cllr B Trowbridge Cllr R Corben Cllr S Corben Cllr Mrs A Buckley Also present:- S Parry (clerk) and 3 members of the public. 1) APOLOGIES Cllr A Frampton (work commitments) Cllr S Corben requested that he could leave the meeting at 8.30pm. 2) MINUTES OF THE NOVEMBER 7TH MEETING having been circulated to the councillors and notice boards were taken as read. It was proposed by Cllr Trowbridge and seconded by Cllr Horton that they be signed by the chairman. This was agreed. 3) AGENDA The chairman had requested that the Model Disciplinary Procedure received from NALC be included under Item 8 Correspondence. 4) POINTS FROM THE PUBLIC RELATING TO ITEM 5 ONLY None. 5) DECLARATIONS OF INTEREST Cllr Horton declared a personal but not prejudicial interest as a neighbour is known to him. On planning application no. 2/2006/1221. 6) MATTERS ARISING i) Recreation Ground It has not yet been possible to enable the removal of the roundabout. Cllr S Corben read out a letter from Cllr Frampton regarding a new tractor. Cllr Frampton has looked at a Ford tractor and checked the engine. The cost would be �2000 part exchange the vendor would need to be notified by December 6th if the Parish Council would like to go ahead with the purchase. Cllr Trowbridge said that a tractor would not be needed for a while. Cllr R Corben told the council that the grass had been cut in February in previous years. Cllr S Corben said that the Football Club would contribute to the cost of purchasing and running the tractor. Cllr R Corben said that the Football Club would be able to cover the cost of the tractor until the precept had been approved and that the tractor would be owned by the Parish Council. It was proposed by Cllr Trowbridge and seconded by Cllr Horton that we go ahead with the purchase. Cllr Burt proposed that the proposal be amended that the tractor is to be purchased subject to negotiations with the vendor by himself and Cllr Frampton. All agreed. Cllr Burt reported that the lamp in lamppost two was in need of replacement. Cllr S Corben had looked for cookers on the internet, but had decided it would be more beneficial to buy a cooker from Marsh�s as they would fit and maintain the cooker in the future, Cllr S Corben presented the Council with various examples of 500mm cookers from Marsh�s, Mrs Burt representing the Youth Club suggested that a larger 600mm cooker be purchased. Cllr S Corben asked if the youth club would be able to assist in the purchase of the cooker, Mrs Burt will look into this. Cllr Horton now has the bearings for the seesaw and will pass them onto the chairman. The chairman said that the Parish Council should make an effort to collect the seesaw after Christmas. Cllr Trowbridge said that he knew of someone who is willing to collect the seesaw. The chairman would appreciate help to collect it. The chairman has spoken to the netball team regarding marking out the car park as a netball court, the team would be interested in this and netball officials will visit to look at the situation. ii) Bowey Field The chairman has not had an opportunity to repair the gate. iii) Chicken Processing Factory The draft notes of the quarterly liaison meeting held on the 9th November have been sent for approval. Cllr Mrs Buckley reported a concern that workers from the Farm are not visible to drivers early in the morning. The chairman proposed that the council write to the Farm to ask them to take a more responsible attitude regarding this matter, all agreed. The chairman had received a phone call from the BBC who were looking at making a programme on how food is produced and delivered to the table. They had looked at the Parish Council web site and thought it was an excellent 533 site and very informative. The BBC enquired how our lovely village coped with the Chicken Factory. The chairman informed them that one of the remaining problems was heavy traffic, and the narrow hill at New Cross, which the council are pursuing. iv) New Cross Awaiting developments from NDDC. A member of public reported that there is still problems with the buses, having to reverse. v) Community Planning Community Partnership Presentation evening is being held this evening. vi) Housing Needs NFTR. vii) Belchalwell The chairman has made enquiries regarding the purchase of a grit bin the cost of which would be in the region of �135/�145 it was proposed by Cllr Mrs Buckley and seconded by Cllr Horton that a green grit bin be purchased, all agreed. viii) Travellers An email had been received from Mr M Evans stating that during the hearing at court the travellers had undertaken to voluntarily leave Conygars Coppice after Christmas. The chairman suggested that the council write to Mr Evans and Cllr Mrs Cox to ask how quickly the site will be secured and what it would cost to clear up the mess left behind. All agreed. ix) Parish Plan Cllr Horton reported that the Steering Group is hoping to arrange an Open Day in January 2007 so people are aware of the Parish Plan Cllr Horton is hoping that the Highways Authority and the Police Community van will be in attendance. A grant has now been approved by DCC and will be paid into the Parish Council account. The next meeting of the Steering Group will be held on Friday 15th December in the Green Room at the Royal Oak. Cllr S Corben made his apologies and left the meeting early. 6) PLANNING MATTERS i) Applications 2/2006/1221 Mr B Miller, Gorse Farm, Fifehead St Quinton, Dorset � New dwelling � A previous application on January 2005 had granted outline planning permission. The new proposal in the application is better related to the farm buildings. After much discussion it was proposed by Cllr Horton and seconded by Cllr Trowbridge that the Parish Council have no objections subject to the dwelling being supported by an agricultural viability appraisal, that there is a need for someone to live on site, and that an agricultural occupancy condition is imposed. All agreed. 2/2006/1287 Mr & Mrs Middleton, Penny�s Place Farm, Angers Lane Fiddleford, Sturminster Newton � Agricultural workers dwelling � After discussion it was proposed by Cllr Horton and seconded by Cllr Trowbridge that there be no objection subject to the dwelling being supported by an agricultural viability appraisal, that there is a need for someone to live on site, and that an agricultural occupancy condition is imposed. All agreed. ii) Decisions None. iii) Planning Other Mr P Goddard � Land at Okeford Fitzpaine � Appeal dismissed. (APP NO ???) 7) TOUGH CHOICES The chairman has attended several meetings and has concerns regarding supporting NDDC and suggested deferring any decisions until January 2007 when we are better informed. The chairman proposed that we write to NDDC requesting an urgent response to our letter before making a final decision, this was seconded by Cllr Horton, all agreed. Cllr Trowbridge said that he admires persons who attend the Parish Council meetings to express their democratic right. 8) CORRESPONDENCE Dated from Wednesday 7th November � Tuesday 5th December list of correspondence published to all notice boards and delivered to Councillors. NALC � Model Disiplinary Procedure (It was proposed by Cllr Horton and seconded by Cllr R Corben that the document be adopted by the parish council and distributed to councillors and the clerk). 534 9) REPRESENTATIVES REPORTS VILLAGE HALL � The light outside the front door is in place. Installation of the roof is almost complete the plasterboard ceiling is up and work is progressing well. Date for finalisation has not been confirmed. Diane Burt Treasurer of the Village Hall thanked the Parish Council for purchasing the floor. POOR LANDS CHARITY � 12 parishioners will be receiving Christmas donations within the next few days. SCHOOL � Cllr Mrs Buckley reported that a Governors meeting will be held soon. The School has once again got a working PTA. A Christmas service will be held in the Church. Cllr Trowbridge said the new Head Teacher is doing a good job. LOCAL TRANSPORT � Mr Gillingham on behalf of Mrs A Calcott reported that bus services were at present running normally. FOOTPATH � NTR. 10) DISTRICT COUNCILLOR�S REPORT NTR. 11) POINTS FROM THE PUBLIC A member of public asked the chairman how the NORDCAT buses were funded, the chairman said that NORDCAT was a charity that received grants. 12) FINANCIAL The clerk presented the first draft of the 2007/2008 precept for discussion, it was proposed by Cllr Horton and seconded by Cllr Trowbridge that there be no amendments. The Audit for year ending 31st March 2006 was completed November 10th. Conclusion of Audit Notice received, and is to be signed by clerk and distributed to notice boards. Change of name and address of clerk to Natwest Bank signed by chairman and vice chairman. It was proposed by Cllr R Corben and seconded by Cllr Horton that the following items be paid this was agreed. ACCOUNT TO PAY:- S Parry (Salary) �660.50 Church/Fippeny News Donation �450.00 (A grant for church yard maintenance and assistance with the printing of the parish magazine). 13) ANY OTHER BUSINESS Copy of insurance certificate placed in the pavilion. Grass cutting tenders for 2007 to be placed on notice boards and in Fippenny News. The chairman invited the remaining members of the public to join the Councillors for a pre Christmas drink. 14) THE NEXT MEETING will be held January 2nd 2007 in the Pavilion at 7.30pm. |
