7th November 2006 Published unapproved for ratification at the December 5th meeting 529 MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING HELD AT THE VILLAGE HALL NOVEMBER 7th 2006 Present:- Cllr M Burt (chairman) Cllr E Horton (vice chairman) Cllr B Trowbridge Cllr A Frampton Cllr R Corben Cllr S Corben Cllr Mrs A Buckley Also present:- S Parry (clerk) Cllr M Bignell (NDDC) and 2 members of the public. 1) APOLOGIES Cllr H Cox (DCC). 2) MINUTES OF THE OCTOBER 3rd MEETING having been circulated to the councillors and notice boards were taken as read. It was proposed by Cllr Mrs Buckley and seconded by Cllr Horton that they be signed by the chairman, this was agreed. 3) POINTS FROM THE PUBLIC RELATING TO ITEM 5 ONLY None. 4) DECLARATIONS OF INTEREST None. 5) MATTERS ARISING i) Recreation Ground The recreation ground is still without a tractor, a local business man has kindly donated the use of a tractor to cut the grass temporarily, the football club has offered payment if required. The roundabout is still onsite as the JCB has been off-road. Cllr S Corben has made enquires about purchasing a reconditioned cooker for the pavilion, the chairman suggested looking for a new cooker as it may be more economical, the cost of the new cooker should be included in the precept. Cllr R Corben reported that the hedges have been trimmed cost met by the football club. Cllr S Corben is pursuing ways to improve security at the pavilion. ii) Bowey Field The football nets have been recovered, and the loose foundations as reported in the RoSPA report are in sockets to enable them to be removed easily. We are still awaiting the new gate, and the seesaw is still uncollected. A parishioner has reported to Cllr Horton that two dead rats had been found on Bowey field. Cllr Horton has been unable to organise the bramble clear up day through the reparation scheme due to staff holidays. iii) Chicken Processing Factory A quarterly liaison meeting with Faccenda has been arranged for Thursday 9th November at 10.00am, if Cllr Horton is unable to attend Cllr Trowbridge will attend, Cllr Horton has asked that the matter of the overflow from the cottages onto the path be mentioned at the meeting. iv) New Cross The chairman has been contacted by NDDC saying that they are supporting widening the road at the top of New Cross Road, the chairman stated that this was first requested 15 years ago. The chairman requested that copies of all letter be forwarded to Cllr H Cox (DCC). A member of public suggested that Cllr Cox accompany him on the bus to see the situation v) Community Planning D.C.A is beginning a review the cost of which will be �10000.00 some of which will be funded by DCC the rest to be funded by Lloyds Bank. Cllr Burt has been invited to be on the panel at the next consultation. The object of the review is to see how effective the partnerships have been, the chairman thinks we are in danger of losing democracy. Three papers have been produced regarding tough choices, the chairman addressed Cllr Bignell to ask if he was in favour of the partnerships, Cllr Bignell replied that the District Council works on a points need and to fulfil this need they need to receive money from the Government. Cllr Trowbridge said we should oppose the partnerships beyond the Parish and District council but would be unsure of how to do this. Cllr R Corben said that the turnout at local elections was poor, and the recent meeting to discuss tough choices had poor attendance. The chairman will report back to the Parish Council after the consultation meeting. vi) Housing Needs Work has begun on the twelve Signpost houses at Castle Lane, Cllr Trowbridge enquired if the application for the footpath had been made, Cllr Horton said that the 530 application had been made. The chairman suggested that the PC write to Mr M Pinkney at Signpost to ask where the PC stand regarding the path at the back of the field at the recreation ground. The chairman will discuss with a parishioner the possibility of using some land for a more suitable footpath. vii) Belchalwell The chairman reported that the temporary grit bin is still available if required, as the residents did make use of the grit last year. DCC will top up a permanent bin with grit if provided, the chairman will look into prices for a permanent grit bin. viii) Travellers A letter received from Mr M Evans DCC said that a delay in eviction was due to a heavy workload at DCC. A date for court hearing at Yeovil had been made for 13th November. ix) Parish Plan Cllr Horton reported that the acting chairman and secretary had now been confirmed. Mr J Ricketts was the newest member of the steering group and a revised timetable had been produced. The Steering Group would like to speak to individual groups within the community to discuss issues to be included in the questionnaire. Cllr Mrs Buckley said that the teenagers of the parish should be included in the discussions but appreciated that they may be a difficult group to locate due to the post youth club age and differing high schools. The chairman suggested holding a social evening with food for the teenagers of the parish. Once the questionnaire was complete 20/30 volunteers would be required to deliver and collect. 6) PLANNING MATTERS i) Applications 2/2006/1156 Mr & Mrs Cooper, 37 Nether Mead, Okeford Fitzpaine, DT11 0TP � Two storey brick built extension. After much discussion it was proposed by Cllr R Corben and seconded by Cllr Mrs Buckley that there be no objection, all agreed. Decisions 2/2006/0910 (second application) Signpost Housing Association, land at Castle Lane, Okeford Fitzpaine � Erect 12 houses and for vehicular and pedestrian access � APPLICATION WITHDRAWN. 2/2006/0963 Darknoll Farm, Okeford Fitzpaine � Erect a store/shelter building � GRANTED. 2/2006/0857 Fitzoak Cottage, 86 High Street, Okeford Fitzpaine � Replace front door � GRANT OF LISTED BUILDING CONSENT. ii) Planning Other Letter received from NDDC suggesting name for new development by Signpost at Castle Lane to be Turnbull Close after the architect who designed the development, it was strongly felt by the PC that the development have a locally connected name after much discussion it was proposed by Cllr S Corben that the development be named `Ridouts� in memory of the parishes oldest resident whose ancestors had previously farmed the land on which the development is being built, this was seconded by Cllr Horton all agreed. 7) TOUGH CHOICES Letters received regarding `Tough Choices� NDDC � District Council Budget Consultation. NDDC � Declarations of interest. NDDC � Corporate plan for improvement. DAPTC � Legal advice. 8) CORRESPONDENCE Dated from Wednesday 4th October � Tuesday 7th November. Correspondence published to all notice boards and delivered to all Councillors. SturQuest � Community lunch 15th November. 9) REPRESENTATIVES REPORTS VILLAGE HALL � The chairman reported that the hall is progressing reasonably quickly thanks to all the volunteers, work on roof, doors and windows to be completed in time for a fund raising market to take place on 19th November. The vice chairman congratulated everyone involved in the progress of the building and for keeping costs to a minimum. FOOTPATHS � Bramble day, Mr Ackerly has promised a working party ASAP. 531 SCHOOL � Cllr Mrs Buckley said the School is in need of Governors, if anyone is interested please contact the School. 10) DISTRICT COUNCILLOR�S REPORT Cllr M Bignell reported that the District Council is busy with strategy documents, and the local plan is to be fully agreed. 11) POINTS FROM THE PUBLIC A member of public reported that the bus service no. 190 Yeovil/Stourton Caundle service is to be removed. 12) FINANCIAL MATTERS It was suggested that Mrs Jackson Ye Olde Bell Stores & Post Office be reimbursed for petrol costs for the collection of prescriptions from Child Okeford Surgery each week as this was deemed a valuable service to the parish, it was proposed by Cllr Horton that a payment of �156.00 per annum be made to Mrs Jackson seconded by Cllr Frampton all agreed. ACCOUNT TO PAY: RoSPA Inspection Bowey/Recreation ground � 103.40 (RoSPA paid prior to meeting to avoid late payment charges) It was proposed by Cllr Horton and seconded by Cllr Frampton that the following items be signed and paid when new cheque book received. British Gas/Pavilion � 54.82 Wessex Water/Pavilion � 109.58 Donation: The Three Okefords Preservation Society � 10.00 A Precept will be produced before the next PC meeting Cllrs were asked of any inclusions to be considered, the following items were requested for consideration. Clerks gratuity �150.00 per annum Petrol cost for prescription collection �150.00 per annum Tractor/grass cutting machinery � to be decided Shared extension on pavilion/tractor storage � to be decided Pavilion cooker � to be decided Village Hall flooring �2000.00 requested (it was proposed by Cllr Horton and seconded by Cllr Trowbridge that the PC purchase the floor as part of the parish contribution, all agreed). 13) ANY OTHER BUSINESS 2007 Parish Council meeting dates distributed to all Cllrs. Minerals and Waste meeting 13th November � Cancelled. Cllr Trowbridge asked if the footpath by the museum be lowered for wheelchair access to the local shop, it was proposed by Cllr Trowbridge to write to DCC Highways department quoting the Disability Discrimination Act to ask that the path be lowered, seconded by Cllr Horton all agreed. 14) THE NEXT MEETING will be December 5th at the Pavilion, Castle Lane at 7.30pm. The chairman thanked everyone and closed the meeting at 9.05pm. |
