MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD AT THE PAVILION ON SEPTEMBER 5TH 2006

1) APOLOGIES None.
2) MINUTES OF THE AUGUST 1ST MEETING having been circulated to the councillors and notice boards, were taken as read. It was proposed by Cllr Horton and seconded by Cllr R Corben that they be signed by the chairman, this was agreed.
3) POINTS OF THE PUBLIC RELATING TO ITEM 5 ONLY None.
4) DECLARATIONS OF INTEREST None.
5) MATTERS ARISING
i) Recreation Ground No response has been received from Mr Muir regarding illegal access across the field, The chairman has spoken to the owner of the lane access who informed the chairman that he had improved the turning area and parking and that there should be no reason why Mr Muir is unable to access the land.
The chairman has been in touch with Mr P Frampton and is still unable to arrange a suitable date for collection of the see-saw. Cllr Trowbridge offered to clean and paint the see-saw when collected
The chairman has repaired the kitchen boiler in the pavilion at a cost of �81.52 for parts Cllr S Corben presented a donation of �50.00 from the Football Club, Cllr Trowbridge suggested that the Parish Council pay the outstanding amount, this was proposed by Cllr Horton and seconded by Cllr Frampton. Cllr S Corben said that the Football Club would review the amount of the donation.
Cllr Mrs Buckley suggested that the gate is in need of repair as it is difficult to open.
ii) Bowey Field The chairman has looked at the swing seats and thinks they should be replaced. A member of public reported that there is a tear in the safety surfacing, and that the new tarmac has a lot of weeds coming through.
Cllr Horton suggested another bramble day, date to be arranged. Cllr Mrs Buckley said that Community reparation work may be of some help. The clerk to forward details to Cllr Horton.
iii) Chicken Processing Factory NTR.
iv) New Cross The Local Authority will carry out an assessment in September. A member of public pointed out that two accidents had occurred between New Cross Gate and Shillingstone Lane in recent months, and suggested that speed restriction signs be put in place. It was proposed by Cllr Frampton and seconded by Cllr Horton that the Parish Council write to Dorset County Council regarding the accidents and suggest that this be considered when the assessment is carried out.
v) Community Planning Clerk to change address with Sturquest as the minutes are still delivered to Mrs Burt.
vi) Housing Needs NTR.
vii) Belchalwell NTR.
viii) Travellers Cllr Trowbridge reported that six families are now at the unauthorised site. Cllr R Corben said that the Shoot has had problems with vandalism and theft, and said that any persons suffering vandalism or theft should take a stance and inform the relevant official bodies as the County Council is allowing an unauthorised site. Cllr Trowbridge suggested that the County Council close down this site. Cllr Horton proposed that the Parish Council put pressure on North Dorset District Council and Dorset County Council to remove the unauthorised site and copy this to our MP, this was seconded by Cllr S Corben all agreed.
Cllr H Cox (DCC) arrived at the meeting to inform the Parish Council that she had had discussions with Mr M Evans (DCC) and that it had been put in motion to serve eviction notices to the

encampment. Cllr Trowbridge said that this was welcome news. The chairman said that the previous proposal should still be carried.
Cllr Cox asked for the Parish Council support for the ANOB AGM `The Rural Highways� on September 22nd and the Waste Forum Meeting (clerk to copy letter to the chairman).
Cllr Cox presented the Footpath Modification Order footpaths 4, 6 and 55 Okeford Fitzpaine for the proposed definitive map modification order and suggested that the Parish Council do not object to the modification footpath diversion as it would be costly to rearrange footpaths. Cllr Horton proposed to go along with the changes to the definitive map this was seconded by Cllr Frampton, all in favour.
The chairman raised with Cllr Cox the accidents on Shillingstone Lane, Cllr Cox said that the accidents were not caused by fault of roads but driver accidents, as unfortunately one of the accidents involved a fatality there will be a full road report but suggested the proposal of writing to NDDC and DCC still take place.
ix) Parish Plan A date for the Parish Plan Steering Group to be held in either the Pavilion of the Village Hall is to be arranged from the week beginning 25th September, the chairman and vice chairman to confirm a suitable date.
6) PLANNING MATTERS
i) Applications 2/2006/0910 Land at Castle Lane, Okeford Fitzpaine � Erect 12 houses and form vehicular access. Cllr Trowbridge said that there is a preservation order on the hedge and that the new plans alter this with the new access (vehicular) and felt that the Parish Council has been treated badly by developers as a previous development offered the Parish a village hall/amenity, and was concerned about the amount of development that could occur through this access in the future. It was proposed by Cllr Horton that the Parish Council object to the application as the new access creates an opportunity for future developments and that plots B8, B9, B10 amenity space is greatly reduced this was seconded by Cllr Mrs Buckley, all agreed. Should the application go ahead the Parish Council request that there is no street lighting if this is not possible the lighting should be in-keeping with the rural area and be economical this was proposed by Cllr S Corben and seconded by Cllr Trowbridge, all agreed.
2/2006/0667 Land at Castle Lane, Okeford Fitzpaine � Amended plans (2/2006/0667) Clerk to write to NDDC as the Parish Council is unable to provide comments due to insufficient time and amended plans not enclosed.
2/2006/0963 Darknoll Farm, Okeford Fitzpaine � Erect a store/shelter building, after discussion it was proposed by Cllr Frampton and seconded by Cllr Mrs Buckley that there be no objection, all agreed.
Notification of intent to carry out works to tree(s) within a conservation area � Bramble Hill, Higher Street, Okeford Fitzpaine � Remove hedge and replant with other shrubs/hedging, after discussion it was proposed by Cllr Horton and seconded by Cllr Frampton that there be no objection, all agreed.

7) TOUGH CHOICES Tough Choices at NDDC a meeting to be held on 6th September DAPTC where a decision must be made regarding precept increase of �4000.00 the chairman will attend meeting that will elect five Councillors. It was proposed by Cllr Frampton and seconded by Cllr R Corben that the Parish Council is unable to make a decision in such a short space of time (72 hours) Cllr R Corben will also attend meeting. All correspondence regarding Tough Choices to be copied to all Councillors.
8) CORRESPONDENCE Dated from Tuesday 25th July � Saturday 26th August. Correspondence published to all notice boards and delivered to all Councillors. Should any persons require further information or wish to view any correspondence received by the Parish Council, please contact the Clerk.

HMP & YOI Guys Marsh � Reducing re-offending, community reparation work. (copy to Cllr Horton)
Environment Agency � Floods Wardens Seminar, 9th October at Hall & Woodhouse Brewery.

9) REPRESENTATIVES REPORTS
VILLAGE HALL � A meeting with the roof tile manufacturer has been arranged for 28th September, it is hoped that the building will remain unaffected. Cherry tree should be removed as unable to leval car park due to roots.
FOOTBALL � Local Tom Clark has been signed to Yeovil Town.
FOOTPATHS � Cllr Horton wrote to D Akerly with a list of footpaths that need to be cleared.
SCHOOL � NTR.

12) FINANCIAL MATTERS

It was proposed by Cllr Frampton and seconded by Cllr S Corben that the above be paid, this was agreed.
ACCOUNT RECEIVED :-
Football Club Donation �50.00
Internal Audit completed and returned. The statement of assurance was read and all responses were yes. The accounts and other paperwork will now be forwarded to the auditor.
13) ANY OTHER BUSINESS The chairman reported that the tractor exhaust has now been fitted.
The chairman has responded to the Lottery Play Programme and was notified of a meeting to be held on Monday at very short notice on the preceding Friday.
Cllr Horton said that minor changes had been made to the gate rota due to commitments.
Cllr Trowbridge reported that a big stone had been put on the pavement at the top end of Castle Lane and asked that it be removed.

The chairman thanked everyone and closed the meeting at 10.04pm.
