4th July 2006 Published unapproved for ratification at the August 1st meeting 517 MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING HELD AT THE PAVILION ON JULY 4th 2006 Present:- Cllr M Burt (chairman) Cllr R Corben Cllr Mrs A Buckley Cllr S Corben Cllr A Frampton Cllr B Trowbridge Cllr M Bignell Cllr E Horton (late attendance) Also present:- S Parry (clerk) Cllr H Cox (late attendance), Mr M Evans DCC, and 6 members of the public. 1) APOLOGIES Cllr E Horton (late attendance) Cllr Mrs H Cox (late attendance) 2) MINUTES OF THE JUNE 6th MEETING having been circulated to the councillors and notice boards, were taken as read. To be amended as Cllr B Trowbridge and Cllr S Corben were late attending meeting. It was proposed by Cllr R Corben and seconded by Cllr A Frampton that they be signed by the chairman, this was agreed. 3) POINTS OF THE PUBLIC RELATING TO ITEM 5 ONLY None. 4) DECLARATIONS OF INTEREST None. 5) MATTERS ARISING i) Recreation Ground A letter has been sent to Sarah Wasey NDDC requesting a litter bin and a sign to be located at the new site for the recycling bins, Ms Wasey responded that it may be possible to relocate the current bin at Greenhayes to the Recreation Ground and the request for a sign would be looked into further. A resident pointed out that some parishioners are still unhappy with the new location of the recycling bins due to lack of footpath to the new site and distance from village. Cllr Mrs A Buckley informed the resident that had the recycling bins not been relocated this facility would have been withdrawn by NDDC completely. The resident also pointed out that the gates to the bins was locked at 7.15pm, Cllr Frampton said that if this was the case that people could park at the gate and use the small gate adjacent for access. The roundabout is still out of service. Mr Sims has looked at the roundabout but has not yet been in contact with Cllr Burt. Cllr S Corben has been approached by a resident regarding using the recreation ground for police dog training during the winter months, Cllr Trowbridge suggested inviting the resident to the next meeting to discuss this further. Cllr S Corben to contact. ii) Bowey Field A request from Mr Bert Ridouts family has been received to ask if they can put a tree of remembrance at the top of Bowey Field. Cllr Burt to contact family to discuss this further. iii) Chicken Processing Factory A Development Control Meeting took place on July 4th during which the Stack has been granted temporary planning for a period of three years. Cllr Trowbridge requested an update of Sutton Benger. The quarterly liaison meeting at Faccenda attended by representatives from the factory, Parish Council and the Environment Agency took place on June 19th notes of this meeting will be published on notice boards. Cllr Frampton requested that the notes also be published on the Parish Council website. www.okeford-fitzpaine.org Skips at the Factory have been ordered although the rubber rollers are unavailable at the moment. iv) New Cross A resident has spoken to the bus company regarding writing to DCC directly with any issues that they have experienced. The Chairman thanked the resident for liaising with the bus company. v) Community Planning The Chairman will attend a Briefing Session when notified. vi) Fiddleford Seat The Chairman reported that the hole at the edge of the road has now been repaired. DISCHARGED vii) Housing Needs Item on agenda item (xiv) viii) Belchalwell None. 518 x) Travellers Deferred to later item as Cllr Mrs H Cox not arrived. xiv) Parish Plan The clerk informed the meeting that four residents had volunteered to join the Steering Group with a minimum of six members required Cllr Trowbridge offered to volunteer as a member, it was suggested that the Parish Council could rotate a sixth member. 6) PLANNING MATTERS i) Applications 2/2006/0675 Mr Brake, Willow Tree Cottage, Fiddleford, DT10 0BX � Erect a second storey extension, internal alterations, demolish single garage, erect double garage. After much discussion it was proposed by Cllr Frampton and seconded by Cllr Trowbridge that there is no objection all agreed. 2/2006/0667 Signpost Housing, Land adjacent Okeford Lodge, Castle Lane, Okeford Fitzpaine � Erect twelve houses and form vehicular access. After much discussion it was proposed by Cllr R Corben and seconded by Cllr Frampton that if strict policies for allocations were followed and negotiations regarding the footpath took place that there be no objections, In Favour 3 Against 2 motion carried. 2/2006/0649 Mr & Mrs Huxley, Darknoll Farm, Okeford Fitzpaine DT11 0RP � Erect field shelter for horses. After discussion it was proposed by Cllr R Corben and seconded by Cllr S Corben that there is no objection, all agreed. 2/2006/0651 Mr & Mrs Huxley, Darknoll Farm, Okeford Fitzpaine, DT11 0RP � Demolish existing milking parlour and erect a store/shelter building. After discussion it was proposed by Cllr Frampton and seconded by Cllr R Corben that there be no objections, all agreed. 2/2006/0790 Mr P Frampton, Castle Farm, Castle Lane, Okeford Fitzpaine � Proposed triple garage and workshop. Cllr Horton to liaise with all Cllr�s after viewing the application as received on day of meeting. 2/2006/0792 Mr P Frampton, Castle Farm, Castle Lane, Okeford Fitzpaine � Application for listed building consent, proposed triple garage and workshop. Cllr Horton to liaise with all Cllr�s after viewing application as received on day of meeting. ii) Decisions 2/2006/0372 Angers farm, Angers Lane, Fiddleford, Okeford Fitzpaine- Erect 14 no polytunnels, 1 no plant room and 1 no machine store with plant room, demolish 10 existing polytunnels, create new vehicular and pedestrian access � GRANTED. 2/2006/0523 Brooks Farmhouse, Belchalwell, Okeford Fitzpaine � Raise roof heights to for additional accommodation, enlarge existing dormer and install 1 no dormer, erect 1 no porch and 1 no conservatory (demolish existing conservatory) � GRANTED. 2/2006/0363 Lowbrook Farm, Belchalwell, Okeford Fitzpaine � Erect no 1 anaerobic digester plant for the production of electricity from manure and biomass � GRANTED. iii) Planning Other APPEAL BY Mr P Goddard REGARDING Application for certificate of Lawfulness to erect bunds as a means of enclosure SITE land at Okeford Fitzpaine. Parish Council to write to Planning Inspectorate to reinforce the Councils comments regarding this application. Revised Planning Application Scheme � Copy to all Councillors. 7) Travellers Cllr Mrs H Cox and Mr M Evans DCC attended the meeting as requested by the Parish Council to clarify the situation at Conygars Coppice. Cllr Cox informed us that at the moment the site is currently an unauthorised encampment and is under notice for eviction, although a planning application may be submitted for an authorised site for travellers this would include facilities on site for travellers and would be used as a temporary stopping site (maximum of 3 month stay) it is now government legislation that each district must have sites for travellers and gypsies, Mr Evans said that if the site was successful the site would be managed with council tax and rent collections. Cllr R Corben said that if a private developer made an application to develop this land it would be refused, the land is owned by the County Council it would not object to the application. Mr Evans replied that all planning applications made by Dorset County Council go through due process and consultations. The Village suffers, as threat of crime is evident but not proven to be travellers, residents have reported thefts of bikes, wheels and diesel these incidents had been reported to the Gypsy Liaison Officer and the Police neither authority has followed up the complaints made. Mr Evans will follow up these reports but is unable to deal with complaints of crime although he does work closely with the Police. 519 Cllr Frampton pointed out that Okeford Fitzpaine has a Chicken Factory and Farm and felt it was unfair to expect parishioners to have a traveller site as well. Cllr Trowbridge asked how the site will be managed, what will a temporary pitch mean and how many pitches will be located at site. Cllr Cox replied that 6 � 8 pitches were required on this particular site but 407 pitches are needed across Dorset, site rules will be implemented when the applications have been completed, travellers will become tenants rather than squatters. Cllr Burt thanked Cllr Cox and Mr Evans for attending and listening to the Parishioners views. 8) CORRESPONDENCE Cllr Mrs A Buckley suggested that due to lengthy previous meetings that the matter of Correspondence be reviewed and asked if the Clerk could list Correspondence matters to all Councillors with the agendas prior to meetings also that a copy be published on notice boards should any residents require further information, it was proposed by Cllr Mrs Buckley and seconded by Cllr Horton that this be tried for a trial period, all agreed. - ANOB Pride of Place - DAPTC circular - NDDC Spatial strategy - NALC - NDDC childrens play programme lottery - DAPTC August 2006 - NDDC Public Health Act - Clerks & Councils Direct - SturQuest 9) REPRESENTATIVES REPORTS VILLAGE HALL, the footings have been dug out. FOOTBALL, Soccor weeks to take place in August. FOOTPATHS, At the previous meeting the Parish Council disagreed with the application of changes to footpath 20 Mr David Ackerley and Cllr Horton visited footpath 20 Mr Ackerley explained why the changes needed to be made as they are seeking to divert the route to line GHE because that is the route everyone uses and it is the way marked route, the designated line EFG has a 13ft gap in it where it crosses a water coarse and is currently unpassable. It would cost in the region of �3000 to bridge the water course so the sensible and economical solution is for the way marked route to become a designated public footpath the council has agreed to this change 10) DISTRICT COUNCILLOR�S REPORT Lindon Vale � Election Friday 9th June. 11) POINTS FROM THE PUBLIC None. 12) FINANCIAL MATTERS ACCOUNT TO PAY:- Southern Electric DD � 113.95 Kardwell Hobbs (clerks expenses) � 22.96 S Parry � (clerk salary) � 330.29 Southern Electric bus shelter � 14.89 Mrs Burt (4 hours salary for � 48.40 final audit work & tractor parts) TOTAL TRANSFER � 530.49 It was proposed by Cllr Mrs Buckley and seconded by Cllr Horton that the above be paid, this was agreed. Current Account statement received. 13) ANY OTHER BUSINESS Cllr R Corben reported that the exhaust on the tractor needs to be replaced at a cost of �25.00. 14) THE NEXT MEETING will be August 1st at the Pavilion, Castle Lane at 7.30pm.
