OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY NOVEMBER 30TH 1999

In attendance:- Mrs D Burt (clerk), Cllr M Bignell (NDDC), Mr M Ritchie (Rural Housing Enabler) and three members of the public.
1) APOLOGIES � Cllr A Frampton Dr G Tapper.
2) THE MINUTES of the November 2nd meeting, having been circulated to notice boards and councillors were taken as read. It was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that they be signed by the chairman, this was agreed.
Mr Martin Ritchie the recently appointed Rural Housing Enabler gave a talk about his role in helping to identify the need for and follow through the process of delivering affordable housing, pointing out that he is funded jointly by NDDC, The Countryside agency and several Housing Associations. The housing register and advice on housing can now be sought from NDDC instead of the Housing Associations. After questions Mr Ritchie was thanked by the chairman and left
.3) POINTS FROM THE PUBLIC RELATING TO ITEM 4 ONLY – none
4) MATTERS ARISING
i) Recreation ground
a) The chairman again wished to record his thanks to Mr Dave Frampton for his work on hedging and ditching around the ground.
b) Another quote will be sought for heating etc. in the old part of the pavilion.
c) The netball team will mark out a pitch on the car park.
d) The D.A.P.T.C. wish to hold an evening meeting at the pavilion.
e) The Village Hall management committee asked if a dog racing event could be held at their annual fete, there were no objections.
f) The chairman suggested that an outside lockable handle on the emergency exit door be looked into.
ii) Bowey Field
The chairman and Mr Jeremy Ricketts had taken levels of the ditch, there is a fall of 32 inches from vehicle access to footway pipe near Chapel Cottage then a 3 inch fall to the next footway pipe and a 2 inch fall to the pipes going under the village. It would therefore be practical to infill the ditch in order to reduce the depth of water being held back, consideration will be given as to the best way to achieve this.
iii) Hibbetts Lane
DCC have confirmed that the title bridleway 58 will be deleted from the definitive map and ask if the council want to proceed with the reinstatement of the proper route of br. 58. The maps need to be looked at before a decision is made.
iv) The Cross – N.F.T.R.
v) Webbs Country Food
A liaison meeting is set for next week. Two more odour diaries have been received.
vi) Greenhayes/Higher St Path
DCC want a response regarding registration. It was agreed not to proceed until clarification from Land Registry.

vii) The Hollow � drains
Awaiting response from DCC.
viii) Old Orchard � Mary Gardens
Mr Ritchie reported that a response was being put together by Mr Morgan N.D.D.C.
ix) Little Lane
Awaiting response from DCC.
x) Council photograph
It was agreed to do this on Sunday at 10 am.
xi) Village Hall car park
The parking problem has eased since the erection of the clamping sign, a new sign is awaited.
xii) Church Funding
Awaiting reply from the District Auditor. The D.A.P.T.C. say that the councillor�s guide book may have been interpreted wrongly from the Government Act which would mean that section 137 may be used to give the Church a grant if the council wishes. Clerk to pursue.
xiii) Bowey Estate roads/paths – N.F.T.R.
xiv) Millennium Tree
Mrs Harvey reported that the copper beech would grow about 2 feet per year and should not be planted less than 30 feet away from any building. It was agreed to look at the site again, it was thought that 12 feet away from the fence would be sufficient for tractor access around it. The planting ceremony was discussed and would probably take place in January, clerk to ask if the school would like to be involved in this.

xvi) Belchalwell � drain
This has now been cleared and repaired.
xvii) Footpath 4 – N.T.R.
xviii) Parking on road at night
The chairman reported that cars can be parked without lights if they face the way of the traffic, are under a certain weight and have no trailer. Cars should not be parked less than 32 feet from a junction.

6) REPRESENTATIVES REPORTS
Village Hall � Cllr Burt reported that the grant application has now gone forward for assessment. He also reported that there had been a break-in at the hall, the intruder had been disturbed by Playgroup leaders but could not be identified. The Police were informed. Nothing was taken but damage was done to some windows.

School Governors � Cllr Nelson reported there had been no further committee meetings but a successful parents/governors evening had taken place.
Tree Officer � Mrs Harvey regrettably informed the council that she could not longer serve as tree officer because she and her family were moving from the village. Cllr Trowbridge, on behalf of the council thanked Mrs Harvey for her interest and hard work during her time here.
F.L.O. � Cllr Mrs Calcott reported that a stile had not been put in footpath 18, Earls Farm. Clerk to pursue.
7) POINTS FROM THE PUBLIC
Mr Loving passed on a concern from another parishioner about the number of cars being parked on the road outside The Royal Oak. The chairman pointed out that this was a Police matter.
Cllr Nelson reported a concern from a parishioner about an automatic light at �Sheephayes� which could cause dazzle to drivers. Chairman to approach owners.
8) FINANCIAL MATTERS

It was proposed by Cllr Mrs Calcott and seconded by Cllr Thorne that these be paid, this was agreed.
The draft precept , the number of band D equivalent properties for the year is 380.4. After some discussion it was proposed by Cllr Corben and seconded by Cllr Mrs Calcott that an amount of �500 be added as a gang mower/tractor fund. A vote was taken � 4 voted for the proposition, there was 1 abstention, the proposition was carried. This will increase the precept to �7705 which will mean an increase for rate payers of �2-07p for the year. This will be finalised at the December meeting.
The chairman thanked those volunteers whose work helps keep the precept down.
9) PLANNING MATTERS

Application no 2/99506 & LB2/99/9075 Fitzoak Cottage. Mr Towndrow replied that whether the position of the chimney caused a fire hazard was not a planning matter and as it was acceptable under building regulations there were no grounds to refuse.
Application no 2/99/467 renewal of pp 2/98/154 relief of condition 3 attached to pp 2/94/523 to allow residential use of a caravan/mobile home for a groom at Froghole Farm . Mr Towndrow replied that the committee felt that as there was no change of circumstances a temporary permission would be acceptable.

A reminder that the Beacon will be lit at 12 midnight on December 31st 1999.
11) THE NEXT MEETING will be December 28th at 7-30pm at the Pavilion.
There being no further business the chairman closed the meeting at 10pm.
