MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD AT THE PAVILION ON 1 JULY 2014

2. THE MINUTES OF PARISH COUNCIL MEETING 3 JUNE 2014: having been circulated to Cllrs and noticeboards were taken as read. It was proposed by Cllr Paine and seconded by Cllr Frampton they be signed by the Vice-Chairman, this was agreed.
3. POINTS FROM THE PUBLIC RELATING TO ITEM 7 ONLY.
4. DECLARATIONS OF INTEREST: Members were reminded of the need to declare an interest if it was not already disclosed on their declaration of disclosable pecuniary interest form held by the Clerk.

6. District & County Councillors’ Report: Cllr Burch reported that the following issues had been discussed at the recent Cabinet meeting of NDDC:
Transfer of Shaftesbury Swimming Pool to the Town Council – AGREED
Designation of Milborne St Andrew Neighbourhood area
Community Planning – Cllr Burch highlighted the work being undertaken by the Rural Enterprise Partnership and Community Chairs, with the support of officers, to develop a proposal for a Northern Dorset Local Action Group for the new LEADER programme due to start in 2015. The programme sought to support community led economic development and would support key projects. She advised that all Community Partnerships were involved in Community Planning. There had been a lot of work undertaken by the various Transport Action Groups following the review of bus services. She added that there was a fleet of mini-buses available which could be used by the Parish, she agreed to find out the details and report back to the next meeting.
Scrutiny of Community partnerships – Community Partnerships were currently under review by the Overview & Scrutiny Committee of NDDC.
7. MATTERS ARISING
7.1 Poultry Farm, Shillingstone Lane: Lone Star Land LLP: The Clerk advised that she had received an email from Cllr M Burt advising that since the last Parish Council meeting he had had a conversation with Eric Sey, the architect for the chicken house site, who is looking at the suggestions made for a parking and drop off area, and a more detailed look at the centre of village connection to the site. This may mean shifting the houses eastward, and rearranging them to give better monitoring of the parking area. He had agreed to come back to us at a later stage.
7.2 Recreation Ground/Pavilion to include Recycling Centre Items: The Clerk advised that following the last meeting she had written to NDDC to enquire if land at Little Orchard could be transferred to the Parish Council in order to be better maintained. She had received an email from Mr M Coker, Principle Technical Officer asking her to confirm the location of the land. Mr Coker advised that in principle the District Council would offer all of the land it currently owned in Okeford Fitzpaine to the Parish Council if they were willing to take it.
However where land may have development potential then this would need to be considered by the District Council. The Clerk agreed to clarify where the land in question was. Cllr Frampton advised that since the recycling facilities had been removed some bottles had been dumped. The Clerk agreed to inform the Dorset Waste Partnership (DWP). Cllr Frampton also advised that the bins around the village and at Bowey had not been emptied for at least three weeks, the Clerk agreed to report this to DWP also and to ask how frequently the bins should be emptied.

7.3 Bowey Field: Cllr Frampton reported that the bin was overflowing and had not been emptied for at least three weeks. The clerk was asked to contact the DWP to report this.
Cllr Paine advised that he had received a feedback form from Awards for All and would complete and return it in the near future.

7.4 Village Hall Extension and Car Park: N.F.T.R.
7.5 Community Planning: Cllr Fox advised that a number of responses had been received to questions asked at the Fippenny Fayre, the main priorities included keeping the School and shop, more buses, better signage and footpaths. These responses would be incorporated in the neighbourhood plan.

7.11 Castle Lane Footpath: The Clerk advised that no update had yet been received, she was asked to write to Mrs McGowan again regarding this matter.

7.12 Museum/Bus Shelter: Cllr R Corben advised that Mr A J Corben had been contacted regarding the outstanding work on the museum. Mr Corben would be willing to carry out the works but was unsure when.
7.13 Darknoll Lane: The Clerk advised that she had written to Mrs McGowen at DCC to enquire if the rangers had attended site to ascertain if any works could be carried out to alleviate the problem she had not received a reply to her letter and agreed to write to Mrs McGowen again.

7.15 Any Other Matters:

Finger Posts: Cllr H Cox, DCC had asked for a list of fingerposts requiring attention. The Clerk advised her that the only two requiring attention were the two reported at the last meeting. Cllr M Burt had advised that there was another fingerpost at Belchalwell, pointing to the church. Cllr Fox said there was a sign saying Belchalwell, pointing down to the cross from Belchalwell Street. Councillors agreed to check around the village and to inform the Clerk if any further fingerposts required attention.
Okeford Hill: Following a complaint regarding a gate being erected across the footpath Cllr Paine advised that he had been to check and found that the gate had been erected as a safety measure to stop horses and walkers colliding. The Clerk advised that she had written to DCC but had received no response. The Clerk was asked to write again to DCC.

It was proposed by Cllr Frampton and seconded by Cllr Paine that these be paid. This was agreed by Council.
12.3 Annual Accounts: The Clerk advised that she had now submitted the accounts to the External Auditor.

13. ANY OTHER BUSINESS: The Clerk advised that she had written to DCC to enquire if bus services were informed about the recent road closures, no response had been received. It was agreed that because the road closures had finished there was no need to chase this matter.
THE NEXT MEETING: The next Parish Council meeting will be held on Tuesday 5 August 2014 at the Pavilion, Castle Lane at 7:30 pm. The Chairman thanked all present and closed the meeting
