MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE VILLAGE HALL ON TUESDAY 5TH MARCH 2002

In attendance:- Mrs D Burt (clerk), Cllr M Bignell (NDDC) and 27 members of the public.
1) Apologies Cllrs Calcott and Thorne and Cllr Campbell (DCC).
2) The minutes of the February 5th meeting, having been circulated were taken as read. It was proposed by Cllr Trowbridge and seconded by Cllr Corben that they be signed by the chairman, this was agreed.
3) Points from the public relating to item 4 only None
4) Matters Arising
i) Recreation Ground
We are still awaiting a response from NDDC regarding a grant for the swings. Mike Bignell to follow up.
Work has been done to the tractor engine and it now needs to be put back together.
The RoSPA inspection of play equipment has been applied for via NDDC.
ii) Bowey Field
The RoSPA inspection of play equipment has been applied for via NDDC.
A local farmer will cut the grass when the ground is suitable.
iii) Chicken Processing Factory
One odour diary has been received.
A letter from DCC about HGV traffic in Higher St saying that from their point of view it boils down to whether the HGV�s are accessing the site by the best route. They hope to influence the speed if not the size and volumes travelling into the village.
Mike Bignell reminded the chairman that Faccenda had offered to limit the speed of their lorries if the PC wished. It was proposed by Cllr Trowbridge and seconded by Cllr Frampton that Faccenda be asked to limit the speed of their lorries to 20 mph in the village, this was agreed.

The earth will be removed soon.
vii) Parish Survey
The results have now been circulated to councillors. It was proposed by Cllr Corben and seconded by Cllr Trowbridge to defer discussion until the next meeting, this was agreed.
viii) Future Development
A very rough sketch plan of a suggested layout has now been received from Symonds & Sampson. The chairman proposed and Cllr Corben seconded that a meeting be called as soon as possible to give the public a chance to discuss this proposal in principal, this was agreed.
March 20th at the Village Hall was agreed, the chairman thanked the Bowls Club for giving up that evening and also this evening for these meetings.
ix) Darknoll Lane � Banbury Cross end
This has now been repaired.
x) Golden Jubilee 2002
NDDC had received an application to close the road outside the shop for a street party. No objections from the PC.
xi) Travellers NFTR

The hedges have been cut back making visibility better.
xiii) Fairfield Close � ditch
The clerk to contact the landowner again.
xiv) Notice Boards
Both are awaiting installation.
xv) Greenhayes
Two licenses have been issued to Mr Casebourne, 60 Greenhayes 1) parking for 2 cars and 2) access for kit car only to barn.
Temporary work has been done to repair the flood damage on car park. It is hoped that DCC will do some drainage work in the area.
xvi) Footpath 53
DCC has now repaired and made up the path and have built a mud dam across the top of the path on Br 13 to stop water draining from the fields.
Mr Russell reported that horses were using the footpath to access the bridleway. Clerk to pursue with DCC ROW.

There does not appear to be any map evidence that this path comes out at the bottom of Okeford Hill but Cllrs Trowbridge and Corben remember it being so. It was decided to try to gather evidence of where exactly this path ran by putting a map of the path on the notice board and asking for help in identifying it before escalating to DCC.
xx) Street lighting � Mary Gardens
It was proposed by Cllr Corben and seconded by Cllr Trowbridge that this item be discharged, this was agreed.
xxi) Any Other Matters Arising
Code of Conduct
This item to be discussed in full at the April 2nd meeting.
5) Correspondence

� Woolridge Motor Club � advance notice of rally to pass through village at approx 11-20am �12-20pm.
� An e-mail of support for the Parish Council with reference to recent newspaper articles about many �sleeping� parish councils in the district. The chairman has already written to the Prime Minister to protest at this labelling apparently arrived at from information gathered from a questionnaire from The Countryside Agency last year. A copy of our completed questionnaire has been requested.
� Cllr Corben thanked both the District and County Council for defending the Parish Councils against this slur. It was proposed by Cllr Trowbridge and seconded by Cllr Corben that this matter be pursued, this was agreed.

6) Representatives Reports
School Governors � Cllr Nelson reported that the Government are changing the way in which maintenance work etc is done.
Homewatch � Mr Fleetwood reported that there had been thefts in Sherborne, Shillingstone and Durweston, he will put information on the notice board. He asked that people look out for their neighbours particularly elderly ones, make a note of suspicious cars and always ask for identification from people who come to the door.
7) District Councillor�s Report
Cllr Bignell reported that there would be a 9 � % increase in council tax for this year.
8) Points from the Public
Mr Durrant asked if there was anything the council could do about the reduced water pressure in the village. Cllr Corben said that the reduction reduces the volume of leakage and the water authorities won�t guarantee a minimum water pressure.
Mrs Atherton asked how many units are there in the proposed Castle Lane development.
The chairman said that it was a very rough suggested layout at present that showed 14×1 bed and 33×2 bed accommodation.
9) Financial Matters

It was proposed by Cllr Frampton and seconded by Cllr Corben that these be paid, this was agreed.
The clerk reported having received a cheque for �20 from Mr Casebourne, a cheque for �380 from the Village Hall Management Committee as a donation for the seat on The Cross and �30 other donations.
10) Planning Matters
a) applications 2/2002/0118 (outline) MJ CO & AE Yeatman, Lowbrook Farm, Belchalwell � Erection of two agricultural dwellings. Cllr Corben proposed and Cllr Trowbridge seconded no objections, this was agreed.
2/2002/0147 Faccenda Group, Shillingstone Lane � erection of building to house effluent treatment plant. No objections.
2/2002/0149 Faccenda Group, Higher Street � erection of 25 metre flume extraction stack.
The clerk had received 1 letter of support and 4 letters of objection for this application.
Some councillors felt that the chimney would be better than the smell, the council has been asked to get rid of the smell. If this is refused the smell will remain. The chimney is not necessarily a permanent structure. Other councillors said that the people don�t want a chimney and that it would be too much too pay to get rid of the smell.
Cllr Frampton proposed and Cllr Trowbridge seconded that the council does not object, the chairman called for a vote, three voted for the proposition and two voted against, the proposition was therefore carried.
2/2002/0188 Mr & Mrs Ive, 31 Nether Mead � erect two storey and single storey extensions. No objections.

11) A.O.B.
The chairman reported that Angers Lane was in a bad state of repair with many potholes. Clerk to refer it to DCC.
12) The next meeting will be on Tuesday April 2nd at 7-30 pm in the Pavilion, Castle Lane. There being no further business the chairman thanked everyone for their patience and closed the meeting at 10-27 pm.
