MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY MAY 16TH 2000

In attendance:- Mrs D Burt (clerk), Cllr M Bignell (N.D.D.C.), and three members of the public,
1) Apologies Cllr R Corben
2) The minutes of the April 18th meeting, having been circulated to councillors and notice boards. It was proposed by Cllr Trowbridge and seconded by Cllr Thorne that they be signed by the chairman, this was agreed.
3) Points from the public relating to item 4 only none
4) Matters arising
The chairman asked that item (xvii) be brought forward as Cllr Bignell had to leave early, this was agreed.
xvii) Parish Survey ? Cllr Bignell
Having read the draft survey the chairman felt that perhaps it didn?t go far enough to find out the future needs of the parish. Cllr Bignell was given the questionnaire and results of the 1985 village appraisal which covered a much wider range of subjects to work from to draw up another draft.
i) Recreation ground
The clerk reported that NDDC environmental health dept could not give any information on weed killer for amenity areas they had suggested the PC should contact the ministry of agriculture or the agricultural college at Kingston Maurward.
The chairman reported that the strimmer head had broken whilst he was strimming around the slide. (see item 8).
Roots of a willow tree have grown into the ditch on the east? Side of the field and is blocking the ditch, Dave Frampton will look into it.
ii) Bowey Field
After some discussion it was proposed by Cllr Trowbridge and seconded by Cllr Nelson that sufficient funds from the Village Hall Car Park Fund be transferred to lay the basketball surface. This was agreed.
The chairman had again cut the grass but needed someone to assist with the areas around the play equipment. Cllr Nelson volunteered to do this.
iii) The Cross Awaiting information from the stonemason
iv) Webbs Country Foods
A further diary of smells was handed in, the clerk would copy it to the factory and NDDC. Cllr Bignell reported that new expensive equipment would soon be installed which it was hoped would alleviate the smells problem.

ix) Church Funding
Letters had been received from Revd Rahilly, Mr Elliott (recently retired as PCC sec.) and Churchwardens regarding the possible alterations to the interior of the Church. Revd Rahilly pointed out that any such decision would need approval from the Diocesan Chancellor and there would be time for public consultation during that procedure.
The clerk had still not been able to get a response from the auditors office regarding the funding issue and it seemed unlikely that one would be forthcoming.

It was proposed by Cllr Trowbridge and seconded by Cllr Calcott that these items be discharged for the time being, this was agreed.
Cllrs Bignell and Nelson apologised and left the meeting.
x) Bowey Estate roads / paths
Mr Baker, the New Streets Manager, had confirmed that the maintenance issues had been passed to Mr Mann at Stour Park.

xiii) Footpath to Shillingstone
A further letter had been received from Mr Cornes from Shillingstone regarding footpath stiles, this is to be referred to DCC ROW.
xiv) Web site
The domain name www.okeford-fitzpaine.org has been registered (see item 8), the site is now under construction. E mail can now be received at [email protected]. Information to be acquired from organisations in parish for inclusion on web site. The school has kindly offered to lend their camera to take new photographs.
xv) Belchalwell Millennium project There has been no response from Mr Lodder.
xvi) Seats for play areas
Both seats have now arrived (see item 8). A discussion as to where they are to be sited took place. The Ridout family has kindly offered to donate one of the seats in memory of Joan Elizabeth Ridout to be placed at Bowey Field, the PC gratefully accepted.
xvii) Parish Survey ? Cllr Bignell discussed at start of meeting
xviii) Pound Lane ? drains These have now been cleared.
xix) Best Value
The clerk had circulated a paper outlining the ?Best Value? policy and put forward the suggestion of a trial of monthly day time surgeries to go along with the web site, which is already in place and the Parish Survey, which is being looked at by Cllr Bignell in an effort to make sure that everyone has the opportunity to be involved in Parish affairs. The councillors felt that monthly evening meetings were sufficient and nothing further need to be done at present.
xx) Footpath to Bel. Church ? bridge The FLO had not been able to inspect the bridge.
xxi) Footpath 44 ? bridges
Cllr Mrs Calcott reported that both of the bridges on the path were extremely dangerous, some damage was due to vandalism. She had reported the matter to DCC ROW. Clerk to write to confirm the problem.

The conservation assistant NDDC had replied saying that they would contact the owners to try to resolve the problem.
xxv) Caravan works – Shillingstone Lane
The enforcement officer of the planning department NDDC are dealing with this (see item 9a).

Local Public Transport ? Mr Gillingham continues to attend the DT11 area meetings at Blandford. He outlined services available and talked about the 309 service, he said that there would possibly be some money available to give a later service.
