MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD AT THE PAVILION ON 2 APRIL 2013

2. THE MINUTES OF PARISH COUNCIL MEETING 5 MARCH 2013: having been circulated to Cllrs and noticeboards were taken as read. It was proposed by Cllr Wood and seconded by Cllr Paine they be signed by the Chairman, this was agreed.
3. POINTS FROM THE PUBLIC RELATING TO ITEM 7 ONLY. None
4. DECLARATIONS OF INTEREST: Members were reminded of the need to declare an interest if it was not already disclosed on their declaration of disclosable pecuniary interest form held by the Clerk.

7. MATTERS ARISING
7.1 Recreation Ground/Pavilion to include Recycling Centre Items: Cllr Burt advised that he had reported several problems to the recycling collection staff. If the problems worsened then they would need to be reported to the DWP for further action. He also reported that the showers were not working in the Pavilion on Saturday, Cllrs R Corben and himself had attended on Sunday to rectify the fault, and that he had taxed the small tractor. Cllr R Corben proposed setting up a sub-committee comprising of himself, Cllr Burt and Cllr Frampton to look at the way forward with regard to purchasing a big mower, this was seconded by Cllr Fox and agreed by Council. Cllr S Corben reported that there was water coming through at the top of the field, Cllr Frampton had investigated and felt that a spring underground was running high, it was agreed that further investigation would be required in the summer. Cllr S Corben advised that he had politely challenged a dog walker on the recreation ground, advising that dogs were only allowed on the footpath on a lead, the dog walker chose to ignore Cllr Corben and carried on walking his dog. A member of the public advised that this was also the case at Bowey Field. Cllr Burt advised that contacting the dog warden would be the best way to handle this issue.

Bowey Field: Mrs Deary advised that she was awaiting a quote from multi-signs with regard to the dog signs. Cllr Burt suggested putting up footpath arrows to highlight the footpath to dog walkers. Cllr Fox suggested the Parish Council should apply for further grants for additional play equipment and agreed to liaise with the Bowey Field group to find out their requirements. Cllr Burt suggested adding a new slide at the recreation ground due to the current one being at the end of its working life as per the last RoSPA inspection. Members felt that this was not the case and that a new safety surface should be costed instead and then the slide reassessed. Cllr Fox agreed to look into funding for new play equipment at both Bowey Field and the Recreation Ground.

Community Planning: Mrs Deary advised that she had received an email from Mr Dyke, the Parish Clerk for Ibberton to advise that the matter of a combined Neighbourhood plan would be discussed at their next Parish Council Meeting to be held on 11 April. He felt that a combined plan covering Okeford, Belchalwell, Ibberton, Turnworth and even Woolland might be a sensible approach. He will get back once this discussion has taken place.

Cllr Burt advised that an invitation had been received from Sturminster Town Council to a Travel Study event to be held on 9 April, he will attend if able to do so.

Land at top of Back Lane: Mrs Deary advised that Mr J Cousens, Enforcement Officer at NDDC had now left the authority, the case will be passed to the new Enforcement Officer when the position was filled. Mrs Deary was asked to write to the Chief Executive regarding to this matter.

Okeford Fitzpaine Housing Survey Results: Mrs Deary advised that no response had yet been received from Mrs Smith, Development Management. Mrs Deary was asked to write to the Chief Executive regarding this matter.

Electronic Planning Applications: Cllr Burt agreed to get prices for a projector, screen and high definition digital box.

Tree Officer: Mrs Deary advised that the new Tree Officer had been given some information from NDDC and that she had passed his details to NDDC. It was agreed to discharge this item from the agenda.

Shillingstone Lane: Cllr Burt advised that all potholes should be reported to DCC.

Village Hall Car Parking: Mrs Deary advised that a letter had been received from Ms Sarah Self of the Nail Factory, a copy of which has been passed to all Councillors. Mrs Deary had emailed Ms Self thanking her for her prompt action in removing the car park details from her website. It was agreed to discharge this item from the agenda.

8. PLANNING MATTERS:
8.1 Applications: 2/2013/0166/PLNG – Listed Building Content – Castle Cottage, Replace window in lieu of door and double doors in lieu of window. Carry out internal and external alterations. Cllr Wood presented the application. Cllr R Corben proposed no objection, this was seconded by Cllr S Corben and agreed by Council. Mrs Deary to inform NDDC.
2/2013/0259/PLNG – Garlands Farm, Garlands Lane, Okeford Fitzpaine, Blandford Forum, Dorset – Discharge of conditions no. 4 – external finish, No, 8 Noise, from planning permission 2/2012/1161/PLNG. Cllr Wood presented the application advising that his view was that these conditions should remain in place to safeguard the rural character and visual amenity of the area and to ensure that the standard for noise levels is not exceeded. Cllr R Corben proposed objecting to the application for the reasons stated by Cllr Wood, this was seconded by Cllr Burt and agreed by Council. Mrs Deary to inform NDDC of this objection.
8.2 Decisions: 2/2012/1498/PLNG – Former Faccenda Factory, Higher Street, Okeford Fitzpaine, Blandford Forum, Dorset, DT11 0RQ – Erect 25 x dwellings, parking and access (Reserved Matters) – Approval of reserved matters.

9. CORRESPONDENCE FOR 5 MARCH 2013 PARISH COUNCIL MEETING

10. REPRESENTATIVES REPORTS:
Rights of Way/Footpaths: Cllr Paine advised that he had reported problems with the footpath at the top of Greenhayes and footpath 45 from Coniger towards the main road via Dorset for You. He had also taken photographs of the demarcation of footpath 45 which he would forward to Mr Ackerman at DCC.
Football Club: N.F.T.R.
Village Hall: Cllr Burt advised that waste collection now had to be paid for at £1 per bag. The Committee were looking at ways to recycle more of its waste.
Well Being Committee: Cllr Wood advised that the next meeting of the Committee would be meeting on Thursday 4 April 2013. He advised that the welcome booklet which had been paid for from advertising was now ready for distribution to every household in the Village. The Chairman asked if this would be delivered to every household in the Parish. Cllr Wood advised that the issue of distribution had been discussed at the last 2 meetings of the Well Being Committee and that they had agreed to distribute to the village only. Following discussion 3 Councillors felt that it should be delivered to the whole parish and 3 felt that distributing to the village only was fine The Chairman expressed his concern that divisions might be created but was not prepared to force a vote on the issue, therefore it was agreed that the booklet would only be delivered to household in the village, not the whole of the Parish. Cllr Wood advised that the committee were also looking at the following: the possibility of entering the Best Kept Village Competition next year, holding a litter collection day and the possibility of having ‘Welcome to Okeford Fitzpaine’ signs on the entrance to the village.
11. POINTS FROM THE PUBLIC: Cllr Burt advised that a member of the public had contacted him regarding a missing stop tap cover in Back Lane. Cllr Burt reported this to Wessex Water and the problem was rectified within 1 hour, however 2 more covers were found to be raised causing a trip hazard or potential damage to vehicles, the inspector had agreed to look into these but no work had yet been carried out. Cllr Burt agreed to chase this up.

It was proposed by Cllr Fox and seconded by Cllr Wood that these be paid. This was agreed by Council.
13. ANY OTHER BUSINESS:
Cllr Burt advised that he had received a response to his letter to the MP with regard to the Localisation of Council Tax. Mrs Deary was asked to write to the MP urging him to attend the DAPTC meeting on this subject in order that he can fully appreciate the disquiet felt by Parish Councils.
Cllr Corben advised that a property in Ridouts had become vacant and that there was a couple in the village requiring rehousing. Mrs Deary was asked to email the Housing Department of NDDC to ensure that the section 106 agreement regarding local connection must be applied.
Cllr Burt advised that the Annual Report and Accounts had been received from St Andrews Church.
