MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD AT THE PAVILION ON 4 DECEMBER 2012

1. APOLOGIES: Cllr A Frampton, Cllr M Paine and Cllr Burch, NDDC
2. THE MINUTES OF PARISH COUNCIL MEETING 6 NOVEMBER 2012: having been circulated to Cllrs and noticeboards were taken as read. It was proposed by Cllr R Corben and seconded by Cllr Fox they be signed by the Chairman, this was agreed.
3. POINTS FROM THE PUBLIC RELATING TO ITEM 7 ONLY.
4. DECLARATIONS OF INTEREST
Members were reminded of the need to declare an interest if it was not already disclosed on their declaration of disclosable pecuniary interest form held by the Clerk.

District & County Councillors’ Report: Cllr Burt advised that he had attended the recent Winterborne Division meeting where discussions included grit bins, road repairs and the new recycling scheme due to be launched next year, it is hoped the new recycling bins can be displayed in villages prior to the launch.
Cllr Wood reported that the recent DAPTC meeting he had attended had reported on the North Dorset Boundary review which would not affect the parish boundary of Okeford Fitzpaine.
7. MATTERS ARISING
7.1 Recreation Ground/Pavilion to include Recycling Centre Items: Cllr Burt advised that the cistern in the gents toilets had been running every 10 minutes, Cllr S Corben responded that he had turned it on to eliminate a smell and had forgotten to turn it back off. Cllr Burt suggested fitting a sensor to operate when the urinal had been used. Cllr R Corben agreed to look for the best way forward.
Cllr Burt advised that the floor tiling was progressing in the new extension with the corridor being complete. More work was required in the office part of the extension.
Cllr S Corben reported that the football club had received a donation of £500 from the Three Okefords Preservation Society which they would be forwarding to the Parish Council towards the cost of the replacement boiler and radiators at the Pavilion.

Village Hall Extension and Car Park: Cllr Burt informed the Council that Cllr Fox had attended a recent meeting of the Village Hall Committee and that organisations using he hall had written to the Committee supporting the new extension which would assist Cllr Fox in writing funding bids.

Belchalwell & Fiddleford Items: Cllr Fox advised that she had been to look at the ‘no footpath’ sign as reported at the last meeting but could see no damage. Mrs Deary advised that she had written to DCC with this information advising that the Council could see no reason for this sign to be moved or removed as no damage was evident. No response had been received.

Actions Highlighted in the Parish Plan: Mrs Deary advised that she had received a response from DCC with regard to the 20mph speed limit requested. The County policy for 20mph speed limits is that they are reserved for busy town centres, residential area in towns and outside schools with a poor personal injury collision record. 20mph speed limits have to be self enforcing as the police are not happy to enforce them, therefore they can only be implemented where the mean speed is currently no higher than 24 mph, as this would be difficult to persuade drivers to reduce their speed simply by placing signs along the highway.

The speed limits for 2012/13 have already been assessed and as the budget has been cut drastically DCC can only implement one or two speed limits per year in Dorset. DCC will contact us if our request meets the criteria and if so it will be put forward to the 2013/14 programme. However due to the number of requests received there is no guarantee the request will be fulfilled during that period.

Home Watch: Cllr Wood advised that the homewatch group felt that the Ringmaster was not giving a true picture of what is happening in the area. It was felt that information should be sent to co-ordinators for them to decide what information goes out in each area.

Okeford Fitzpaine Housing Survey Results: Mrs Deary advised that a response had been received from Mr T Warrick, Planning Policy Manager for NDDC. He felt that since the need for affordable housing had already been identified in Okeford Fitzpaine it would be more appropriate for a Planning Officer to attend a future meeting. He advised that Hannah Smith had agreed to attend a future meeting to discuss affordable housing options. Mrs Deary was asked to contact Hannah Smith to arrange this.

Electronic Planning Applications: Mrs Deary advised that she had spoke to Tim Bailey the I.T. Officer for Development Services at NDDC. He advised that the only way to view planning applications without Wi-Fi would be to download them onto a memory stick for presentation at the meeting using a laptop and projector. Cllr Burt agreed to write to Mr Hammond, Development Services Manager at NDD explaining the problems encountered at this meeting with viewing files downloaded from the website, asking how he would suggest these problems could be managed. It was agreed that a meeting would be required to address any problems encountered by the pilot group.

Funding for School Marketing Campaign: Mrs Deary advised that the following email had been received from Mr Berry of the School Governing Body.”The School’s Governing Body is understandably disappointed that the Parish Council are unable to provide monetary assistance to the School for the purpose of publicity. We do however fully appreciate the reasons for this not being a legitimate use of the Council’s money, and very much appreciate the consideration that has been given to our request.
We have however considered your helpful suggestion regarding the PFA and the use of funds for a stated project. I have fully discussed the situation with the PFA’s Chair, who has advised that a donation can to be made to the School for the purpose of replacing a number of computers and associated items. She would be very pleased if the Council were able to partly fund this purchase, and has agreed to write to you with a proposal. I do hope that this will be favourably considered by the Council, especially as people from the local community do use the computer room.”

7.14 Draft Core Strategy: A special meeting was held on 27 November. Following discussions the consultation survey was completed and Mrs Deary forwarded the response to NDDC.
Following the meeting the Chair of the School’s Governing Body felt that it would be worthwhile to prepare a single information sheet to be delivered to every dwelling in the village pointing out the key proposals relating to future housing across the region. He produced the document. It was proposed by Cllr Wood and seconded by Cllr S Corben that this should be distributed to all households in the parish in order to get an overall idea of the feelings of residents with regard to future housing in Okeford Fitzpaine.
8. PLANNING MATTERS:
8.1 Applications: 2/2012/1359/PLNG – Land at E380587 N111109, Castle Avenue, Okeford Fitzpaine, Dorset – Erect 1 dwelling, form 2 parking spaces and create vehicular access.
Following discussion Cllr Wood proposed no objection to this application, this was seconded by Cllr R Corben and agreed by Council.
2/2012/1459/PLNG – 9, Netherway Cottages, Lower Street, Okeford Fitzpaine, Blandford Forum, Dorset, DT11 0RW – Erect single storey rear extension (Demolish existing conservatory). Following discussion Cllr R Corben proposed no objection to this application, this was seconded by Cllr Wood and agreed by Council.
8.2 Decisions: 2/2012/1161/PLNG – Garlands Farm, Garlands Lane, Okeford Fitzpaine, DT11 0RT – Erect 1 No. 18.3m high, 11 kW two bladed wind turbine – GRANTED
8.3 Any other planning matters: Mrs Deary advised that she had received a response with regard to the waste water at the new Stables Development. Mr Maylin, NDDC Building Control Officer had written that the Building Regulations application for this project had been submitted under the ‘Building Notice’ scheme and as a result limited construction information had been supplied. Only limited information for the surface water disposal system had been submitted. Building Control will need to be satisfied during the inspection process that suitable surface water disposal had been provided.

Rights of Way/Footpaths: Cllr Burt advised that a barrier had been erected on the footpath leading from Greenhayes to Bridleway 13.

It was proposed by Cllr Wood and seconded by Cllr Fox that these be paid. This was agreed by Council.
12.3 Precept: Mrs Deary distributed the 2nd draft precept. It was agreed that Councillors would take this home for perusal and discuss and finalise at the next meeting.

ANY OTHER BUSINESS: Cllr Burt advised that he had been copied in on an email from a member of the public with regard to flooding concerns and drainage issues at Darknell Brook. This issue is being dealt with by DCC.
