MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD AT THE PAVILION ON 7 AUGUST 2012

2. THE MINUTES OF PARISH COUNCIL MEETING 12 JUNE 2012: having been circulated to Cllrs and noticeboards were taken as read. It was proposed by Cllr Paine and seconded by Cllr Fox they be signed by the Chairman, this was agreed.
3. POINTS FROM THE PUBLIC RELATING TO ITEM 6 ONLY. None

6. MATTERS ARISING
6.1 Recreation Ground/Pavilion to include Recycling Centre Items: Cllr Burt advised that he had now installed the ‘No Dogs Allowed Signs’ and had painted the pedestrian gate. He distributed a list of outstanding jobs still needing completing on the new extension. Cllr R Corben and Cllr Burt agreed to meet on Saturday to carry out some of the outstanding works. Cllr Burt reported that one of the taps in the pavilion had been dripping quite badly, it was agreed to replace both taps, Cllr Burt to look into the cost of push taps to stop taps being left running. Cllr Burt reported that the area around the recycling banks was being used by people to dump black sacks, cardboard, household items etc, and had been looking like a tip. Mrs Deary was asked to write to NDDC to enquire if the recycling sign would be better stating bottle bank to try to deter this activity.
6.2 Bowey Field: Cllr Burt advised that a member of the public had informed him that the ‘dog fouling’ sign was missing from the main gate, he advised that a replacement was available in the store room.

Home Watch: Cllr Wood had emailed the clerk to advise that an article had been placed in the latest issue of the church magazine inviting new members to Homewatch. The next meeting is scheduled for 6 September at the Pavilion, Okeford Fitzpaine.

Land at top of Back Lane: Mrs Deary advised that she had written to Mr S Graeser of NDDC asking for an update, Mr Graeser had responded that progress was being made, although slowly due to his involvement in a review of work and processes of the Development Services Department at NDDC. Following discussions with the Legal Department it had now been agreed to go ahead with legal proceedings for the breach of the requirements of the 2 enforcement notices. A number of site visits will now take place in order to collect the necessary evidence (by way of photographs) to prove the continuation of the breaches over time. Once this has been completed Mr Greaser will forward his statement to the Legal Services Department and provide a further update at that point.

The Queen Elizabeth II Fields Challenge: Cllr Burt advised that a new plastic sign had been received from the ‘Fields in Trust’. Cllr Fox suggested installing it on the verandah.

Okeford Fitzpaine Housing Survey Results: N.F.T.R.

Beacon Sign: Mrs Deary advised that she had emailed Ariel Signs for a quotation for the replacement Beacon sign. An aluminium composite sign approximately A.2. in size, 594mm x 420mm would cost £60 plus £12 carriage. A sign with polycarbonate raised letters on a polycarbonate backing would cost £220 or an engraved brass or stainless steel sign would cost £130. Cllr Burt had obtained a quotation from Leander Architectural, a replacement cast aluminium plaque 250mm W x 160mm H and with approx. 30 words and an edge border, fully painted finished in 2 colours and with rear fixings would be £208.12 + delivery + VAT. Following discussion it was proposed by Cllr R Corben that the polycarbonate sign be purchased, this was seconded by Cllr S Corben and agreed by Council. Mrs Deary to ensure Ariel signs have the correct wording for the sign.

Allotments: A member of the allotments group enquired if the allotment group would be allowed to use the Parish Council mower for the allotments. It was agreed that the allotments group could use the mower providing the proper license was in place and the driver was shown how to use it correctly.

Code of Conduct: The Council discussed the NALC Model Code of Conduct. Cllr R Corben proposed adopting the Code of Conduct with appendix A only, this was seconded by Cllr Fox and agreed by Council. Mrs Deary was asked to write to the DAPTC asking them to contact NALC as to why they agreed to allow spouses/partners interest to be included in the Code of Conduct and why they did not request that if breached the offence be downgraded from a criminal offence.

Electronic Planning Applications: Mrs Deary advised that she had written to Mr Hammond, Development Services Manager at NDDC requesting an update, Mr Hammond had responded that they were aiming to implement the 1st stage next week, this would involve putting new applications onto the web, if no glitches arose then neighbours would be informed the following week. He advised that he was trying to set up a meeting with keen parishes soon thereafter and would be able to advice the DAPTC of this at their next meeting to be held on 16 July 2012. Mrs Deary added that she had sent a further email to J Hammond, Development Services Manager at NDDC requesting an update.

RoSPA Play Equipment Report: Mrs Deary reported that the Annual RoSPA play equipment safety inspection had taken place, the finding were as follows:

Recreation Ground:
Access to the slide was found to fail entrapment requirements, the inspector advised that this item was at the end of its working life and recommended replacement. He advised that insufficient protective surfacing had been provided and recommended increasing the surface if he slide was replaced. The seat of the swing had been damaged but did not require immediate attention, it should be monitored and replaced when hard material is exposed. He added that this type of chain attachment had in some cases been associated with chain detachment, he advised that the key link should be examined closely on a regular basis and replaced if even the slightest wear has occurred. The surfacing had suffered from shrinkage and could be a trip hazard, it was recommended that the gaps be re-glued. No further remedial maintenance was required at this time.
Bowey Field:
The timber of the flat swing was in poor condition and should be stained with a child friendly preservative, also the chains need to be untwisted to prolong the life of the equipment. No further remedial maintenance was required at this time.

Replacement Notice Board: Mrs Deary advised that she had obtained prices for a replacement notice board, these ranged from £300 for aluminium to £1600 for wood. Cllr Burt agreed to ask a resident to provide a quote for a replacement.

Little Lane, Okeford Fitzpaine: Cllr Burt advised that he had received a telephone call from the Trailway Group, they were in the process of trying to raise money for Haywards Bridge area, they would like to surface Little Lane to allow access from Little Lane to the Village, possible through Ridouts. Cllr S Corben proposed writing to the Trailway group showing the support of the Parish Council, this was seconded by Cllr Fox and agreed by Council. Mrs Deary was asked to write to the Trailway group showing the Parish Council support for the proposals.

7. PLANNING MATTERS:
7.1 Applications: 2/2012/0788/PLNG – Banbury Cross Farm, Angers Lane, Fiddleford, Sturminster Newon, Dorset, DT10 2BY – Request to discharge planning obligation No. 5 of an agreement dated 28 May 2001 under section106 of the Town and Country Planning Act 1990 to allow the dwelling to be released from the planning obligations. Cllr Burt presented the application and following discussions Cllr R Corben proposed no objection, this was seconded by Cllr S Corben and agreed by Council.
2/2012/0757/PLNG – Thornhill Farm House, Higher Street, Okeford Fitzpaine, Blandford Forum Dorset, DT11 0RQ – Remove UPVC parts of conservatory, replace with double glazed roof and wooden frames and carry out internal and external alterations. Cllr Burt presented the application and following discussions Cllr R Corben proposed no objection, this was seconded by Cllr Frampton and agreed by Council.
2/2012/0842/PLNG – Orchard Cottage, Fiddleford, Sturminster Newton, Dorset, DT10 2BX – Erect two storey extension and detached garage (Demolishing existing outbuilding). Cllr Burt presented the application and following discussions Cllr Fox proposed no objection, this was seconded by Cllr RCorben and agreed by Council.
2/2012/0808/PLNG – Stans Yard, Okeford Fitzpaine, Dorset – Erect 1 x dwelling and form 2 x parking spaces. Cllr Burt presented the application and following discussions Cllr S Corben proposed no objection, this was seconded by Cllr R Corben and agreed by Council.
7.2 Decisions: None
7.3 Any other planning matters: Tree preservation order application for work to protected trees at The Old Rectory, Greenhayes, Okeford Fitzpaine, Blandford Forum Dorset, DT11 0RE – To fell 1 x Ailanthus. The Council had no objections to this work being carried out.
7.4 Updates: Cllr Burt advised that a number of complaints had been received with regard to large lorries using Back Lane to take building materials to the stable site. The Council felt that as the planning application had been passed they could not see what action they could take to alleviate the problem. He advised that there was now a scar running down the hill. A member of the public advised that a sign had been put up advising of a temporary road. Mrs Deary was asked to write to NDDC to clarify what the situation was as they had not received notification of a temporary road and this was in an Area of Outstanding Natural Beauty.

9. REPRESENTATIVES’ REPORTS:
Rights of Way/Footpaths: N.F.T.R.
Football Club: Cllr S Corben advised that the Football Club would like to erect advertising boards on the barriers. Following discussions Cllr Paine proposed allowing temporary advertising to be placed on the barriers on the weekends that matches occur, this was seconded by Cllr Fox and agreed by Council.

POINTS FROM THE PUBLIC: A member of the public advised that the grass at the entrance to Bowey had not been cut. Cllr Burt advised reporting this on Dorset for You.

FINANCIAL MATTERS: Cllr Burt advised that there had been a change to the prescription collection service, he advised that the surgery now delivered the prescriptions to the shop rather than the shop collecting them. This meant that the shop now spent less time on the service and used less petrol. Cllr Frampton proposed reducing the annual payment for the service from £450.00 to £250.00 this was seconded by Cllr Paine and agreed by Council.

It was proposed by Cllr Frampton and seconded by Cllr Fox that these be paid. This was agreed by Council.

ANY OTHER BUSINESS: Mrs Deary advised that she had sought advice from Mr S Caundle at NDDC with regard to a possible donation to the School. He advised that if the Parish Council had powers of competence as set out in the Localism Act then this may be possible, because Okeford Fitzpaine do not have powers of Competence he did not think that the Parish Council had the powers to make such a donation. Cllr Burt advised that a donation could be made to the PFA if requested. Cllr Burt requested that Councillors report any pot holes on Dorset for You.

Reason for Decision
If members of the press and public were present, there could be a disclosure to them of exempt information as defined in paragraph 3 of Schedule 12A to the Act and the public interest in withholding the information would outweigh the public interest in disclosing that information.
