MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD AT THE PAVILION ON 6 OCTOBER 2015

2. THE MINUTES OF THE MEETING HELD ON 1 September 2015: having been circulated to Cllrs and notice boards were taken as read. It was proposed by Cllr Fox and seconded by Cllr R Corben they be signed by the Chairman, this was agreed.
3. DECLARATIONS OF INTEREST: Members were reminded of the need to declare an interest if it was not already disclosed on their declaration of disclosable pecuniary interest form held by the Clerk.
4. GRANTING OF DISPENSATIONS: The Council resolved to delegate the power to grant dispensations to the clerk at the Parish Council Meeting held on 6 November 2012. The Clerk granted a dispensation with regard to minute 11.6 to allow all Members to take part in the discussion about setting the precept for 2016/17

Update on Open Items: Recreation Ground/Pavilion: Cllr S Corben advised that the heating boiler had broken. TES attended site and ascertained that the boiler was still under warranty. The boiler had been repaired free of charge by the supplier. Neighbourhood Planning: Cllr Fox advised that the Neighbourhood Champions would be delivering the questionnaires from today. The Chairman advised there was an electronic questionnaire on the website if anybody needed extra copies. He advised that the development Plans for two of the three proposed developments were now on the website and the third should be on within the next few days. Bowey Field: The Clerk advised that she had received a proforma invoice for the new picnic table and would order it once the cheque had been signed. Fiddleford Noticeboard: The Chairman advised that the replacement Noticeboard for Fiddleford had arrived. It was agreed that Cllr R Corben and Cllr Weeks would look at how to fit it. Name for the Facceda site Development: The Clerk advised that she had informed the developer that the Parish Council favoured the name Old Dairy for the new development. The School children had favoured the name Okeford Meadows. Cllr Gartside agreed to inform the developer and the School. It was agreed that this item should be discharged from the open items list. Fingerposts: Cllr S Corben advised that he had taken the fingerposts at the Cross down. He added that the post would need stripping down and repainting. He advised that he had two volunteers to help with this project. Parish Council Website: The Chairman advised that the Parish Council had a new statutory obligation to publish certain information, including agendas, minutes and expenditure over £100, on a Parish Council website. There should also be a link to the Councillor’s Disclosable Pecuniary Interest forms. He advised that he would produce a proposal to the next meeting to set up a Parish Council website. Once this had been set up the Parish Council would stop using the village website. He added that Neighbourhood plan documents and information would also be uploaded to the new website. |

OTHER ITEMS FOR DISCUSSION: DCC Working Together Report: Cllr Gartside advised that the DCC Working Together Report gave Parish Council the option to obtain land from North Dorset District Council (NDDC). She felt that is might be a good opportunity to obtain Little Lane, which was owned by NDDC who did not have the funds to maintain it. Cllr R Corben felt that the Parish Council should not take on the responsibility of Little Lane. Cllr Gartside advised that DCC might be able to provide a dumper truck and shavings which would help alleviate the problem. She advised that she was attending a meeting tomorrow and would report back to the next meeting. Schools Request for Road Sign to School and improved warning signs: The Clerk advised that she had received a call from DCC asking for a site visit to ascertain where the new sign should be situated. It was agreed that the Clerk would pass on the details for the Secretary at the school for a site visit to be arranged. Little Lane (Mill Lane) improvements: Please see minute 7.1. Funds Request by Footpaths Officer for kissing gate: The Footpaths Officer felt that the middle stile straight out of the Bowey estate in to the field to the south should be replaced with a kissing gate to enable disable access to the footpath. Mr Gartside advised that the stile belonged to both DCC and the landowner equally. He advised that the cost of a metal kissing gate would be in the region of £250-£300 and a wooden kissing gate would cost in the region of £150-£200. It was agreed to discuss this matter during the discussion on the precept later in the meeting. Small parcel of land at the head of the Bowey Entrance: The Clerk advised that she had spoken to NDDC regarding this piece of land and they had advised that the land did not belong to them. The Clerk was asked to write to DCC and Signpost housing to ascertain if the land belonged to them. Cllr R Corben advised that this had been discussed at previous Parish Council meetings and neither NDDC nor DCC had admitted to owning the land. |

REPRESENTATIVES REPORTS: Rights of Way/Footpaths: Mr Gartside advised that he would be getting the route of the village circuit printed. Football Club: N.F.T.R. Village Hall: Cllr Rowe advised that a jumble sale and a race night had been held last month to raise funds. Community Group: The Chairman advised that the Saturday morning café would be starting this week in the village hall. He advised that the Parish had won 2nd place in the Best Kept Village competition, large village category and had won the community award. Homewatch: N.F.T.R. DAPTC: The Chairman advised that the AGM would be held on 7 November 2015. |

This was agreed by Council. Any Other Financial Business: Receipts: The Clerk advised that £300 had been received from Magna Housing for the 2nd place in the best kept village competition and the community award. £60 had been donated by caravan users who had parked at the pavilion over the weekend. Finance Review: The Clerk had distributed the Q2 accounts showing the income and expenditure for the first half year. It was agreed that this was a true and accurate account and signed by the Chairman. The Clerk was asked to display the accounts on the noticeboard. Precept: Councillors discussed the draft precept and agreed a number of changes. A copy is attached to these minutes. It was agreed that if Councillors were in favour of funding a kissing gate for the footpath, section 137 money could be used from the 2015/16 precept. Annual Accounts: The Clerk advised that the Annual Accounts had been returned for the External Auditor with the following point:
