2. THE MINUTES OF THE MEETING HELD ON 7 JULY 2015: having been circulated to Cllrs and notice boards were taken as read. It was proposed by Cllr Fox and seconded by Cllr Rowe they be signed by the Chairman, this was agreed.

4. DECLARATIONS OF INTEREST: Members were reminded of the need to declare an interest if it was not already disclosed on their declaration of disclosable pecuniary interest form held by the Clerk.

District & County Councillors’ Reports: Cllr H Cox, DCC: None Cllr A Burch NDDC: Cllr Burch advised that the consultation to the amendments on the North Dorset Local Plan had started and would run for 8 weeks. It was hoped that the Plan would be adopted early next year. She advised that the Tri-Council Partnership was going ahead. She added that a leadership team of 4 members had been appointed, 2 of which were from North Dorset District Council. |

Standing Items Updates: Poultry Farm: The Clerk advised that the developer had confirmed that they would be attending the open meeting to be held from 4pm on 21 September 2015. Land at Former Wessex Park Homes: The Clerk advised that the developer had confirmed that they would be attending the open meeting to be held from 4pm on 21 September 2015. Land at Playdells Farm: The Clerk advised that the developer had confirmed that they would be attending the open meeting to be held from 4pm on 21 September 2015. Recreation Ground/Pavilion: N.F.T.R. Mary Gardens and other Grassed Areas: The Clerk advised that she had received an email from the Community Group advising that the grass at Mary Gardens and Ridouts needed cutting. She advised that she had reported this to DCC. Finger Posts: Cllr Corben advised that the fingerposts had been returned to the supplier as discussed at the last meeting, and had not yet been returned. Footway at rear of Nethermead: The Clerk advised that she had spoken to Mr M Coker at NDDC who had advised that this path had been adopted by DCC and therefore they were liable for its maintenance. The Clerk had reported this to DCC. Voluntary Labour: The Clerk advised that she had received the following update from Mr M Burt: “On 28 July we had 3 young people attend together with 2 youth leaders. I had already sealed the new plaster on the previous Sunday in order that they could begin the decoration with Magnolia. During the morning they got on 1 coat and although the young people were 12 Years old they made a very good job of it. It had been their hope to get a second coat on. Whilst waiting for the first coat to dry they turned to helping Diane sort out the items that needed to be returned to the village hall and loading them into the trailer, whilst we were gone to the village hall the group set to and reorganised the plastic chairs and packed them into the old shower room ( Steve will be pleased to hear that one of the young persons insisted that various colours and types must be stacked together) and managed to get them all in. Having completed this it was time for a well earned lunch. After lunch the first coat of paint was inspected to see if it was dry enough for a second coat, having decided that it was not, the young people set about the metal uprights of the veranda, wire brushing and rubbing them down ready to take a coat of Hammerite. Having applied a coat of black to 4 of the posts it was time for them to pack up and discuss with the youth leader how well they thought they had done. In the end they were all awarded 8 credits each. I have applied a second coat to the walls and ceilings I still need to varnish the remaining door. Outside there are the remaining posts to be painted and the slide still requires completion. There was insufficient time to decorate the old toilets which may be a future project if they wish to return”. Bowey Field: Cllr R Corben advised that he, along with 2 members of the public had reset the post and gate at the entrance. Any other matters: Speed Watch: Cllr Banning introduced Mike Sinnick, the local Police Officer responsible for community speed watch who was attending the meeting to talk about speed watch and the perceived problem of speeding traffic in the village. He advised that over 40% of respondents to a recent neighbourhood plan questionnaire had made comments on speed. He advised that a new neighbourhood plan questionnaire would be asking for parishioners views on speeding and what they would like to see done to alleviate the problem. Mr Sinnick advised that he had looked at the number of calls received by the police regarding accidents/speeding. There had been 5 calls in the last year, 3 were road traffic collisions and 2 were complaints about isolated speeding incidents in the village. He advised that 11 villages in Dorset were currently using community speed watch. He advised that any Parish Councils wishing to purchase and operate a community speed watch would be trained in its usage. They would be advised of the best places to stand to observe oncoming traffic safely and would be issued with yellow jackets for safety. He advised that a minimum of 6 people would be required to run the scheme and this would need to include a co-ordinator to send results through to the police. He advised that any person who exceeded the speed limit would receive a written notice. If a person was found to be speeding on three occasions they would be visited by the Police. However no prosecutions would take place. Mr Sinnick felt that it was unlikely that there was a problem with speeding in the village as there had been very few complaints. He added that he would be happy to go out with Cllr Banning on a few occasions to assess the situation. A member of the public enquired if there was a possibility of sharing the equipment with another village. Cllr Banning advised that Milton Abbas Parish Council had been written to asking if Okeford Fitzpaine Parish Council might have a loan of their equipment to assess if it was worthwhile buying it. Cllr Gartside enquired if the Parish Council could monitor speed without being involved in the Community Speed Watch Scheme. Mr Sinnick advised that the police would not agree to this as a risk assessment was required. The Chairman thanked Mr Sinnick for his presentation. Picnic Table for Bowey Field: Cllr R Corben agreed to speak to the Bowey Field Group to ascertain which picnic bench they wanted. Appointment of Personnel Officer: Cllr Banning proposed Cllr Weeks be appointed as Personnel Officer. This was seconded by Cllr Fox and agreed by Council. Approval of process for Neighbourhood Plan: Cllr Banning advised that the project plan for the neighbourhood plan had been distributed to Councillors and needed to be adopted. Cllr Fox proposed adoption of the project plan. This was seconded by Cllr S Corben and agreed by Council. |

NDDC – Community Infrastructure Levy – Preliminary draft charging schedule – Consultation – 24 July – 18 September – Cllr Banning advised that it was proposed to set the CIL at £45 per square metre of the total construction, of which up to 25% would go to Town/Parish Councils if there was a neighbourhood plan in place. North Dorset Local Plan Part 1 – Consultation on the Proposed Main Modifications – 24 July – 18 September – Cllr Banning advised that the settlement boundaries had been reinstated in the North Dorset Local Plan. Provision to provide houses to meet local need would be influenced by a Neighbourhood Plan. If there was no neighbourhood plan in NDDC would decide what development would take place in villages. |

REPRESENTATIVES REPORTS: Rights of Way/Footpaths: Mr Gartside advised that 2 days had been spent clearing footpaths around the village. He added that volunteers were trying to create a circuit around the village and if this was achieved a pamphlet would be produced for residents. Football Club: Cllr S Corben advised that the first game of the season had been played last night. This was the 115th season. Village Hall: Cllr Rowe advised that a new boiler had been fitted at the Village Hall. Upcoming events included a race night on 12 September and a jumble sale on 26 September. POINTS FROM THE PUBLIC: A member of the public advised that there was a risk that tree roots at corner cottage may knock down the garden wall. Cllr R Corben agreed to look at this. A member of the public advised that there was a dead tree on the A357, opposite Angers Lane. The Clerk agreed to report this to the NDDC Tree Officer. A member of the public enquired how the open event on with developers on 21 September would be advertised. Cllr Rowe advised that this would be advertised on the noticeboards, website and Fippenny News. |

FINANCIAL MATTERS: Accounts paid since last meeting: None Accounts to be paid: Mrs S Deary – Salary £298.64 Chq No. 901 Mr S Corben – Pavilion Sundries £45.60 Chq No. 902 It was proposed by Cllr Banning and seconded by Cllr Fox that these be paid. This was agreed by Council. The Clerk advised that she had received receipts to the value of £118.17 for paint and brushes for work carried out at the pavilion. No name was with the receipts so she was unable to write a cheque. Cllr R Corben agreed to contact Mr Burt to ascertain who the cheque should be made payable to. Any Other Financial Business: A £75 donation was received from Okeford Auctions. |

ANY OTHER BUSINESS:
Scarecrow Workshop: The Clerk advised that Spectrum would be running a Scarecrow workshop with Okeford Fitzpaine residents on Wednesday 26 August from 12.00 noon – 4.00 pm at the village hall. This activity would be open to residents of all ages and all members of the local community. Spectrum would like to extend an invitation to the Parish Council and any other local groups to ttend and join in the fun. Once they had been made, Spectrum would like permission to display the scarecrows in the village. They asked if the Council were able to advise whether there was a suitable are for this. Cllr Gartside agreed to liaise with Spectrum on this matter. Grass Cutter: Cllr Corben advised that there was a puncture on the small grass cutter and that he would sort this out. Naming of the new development on the old Faccenda site: The Clerk advised that she had spoken to NDDC who had advised that the Parish Council would be consulted with regard to naming the new development. She added that she had emailed the developers to advise that the Parish Council would like input into the name. Cllr Corben felt that this matter was urgent to avoid the development being named by the developers. Following a discussion it was decided that “Old Dairy” would be a suitable name given the history of the site. The Clerk was asked to liaise with the developers regarding this issue. The Clerk was asked to contact the developers to ask them to attend the open meeting to be held on 21 September in order to show how the new development would look. Damaged Post on High Pavement: The Clerk advised that she had received an email reporting that the post on the High Pavement had been damaged by a vehicle. She advised that this had been reported to DCC. Gate Rota: The Clerk agreed to distribute the gate rota and provide keys to Councillors. |
