2. THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 7 APRIL 2015: having been circulated to Cllrs and noticeboards were taken as read. It was proposed by Cllr S Corben and seconded by Cllr R Corben they be signed by the Chairman, this was agreed.

THE MINUTES OF THE EXTRAORDINARY PARISH COUNCIL MEETING HELD ON 14 APRIL 2015: having been circulated to Cllrs and noticeboards were taken as read. It was proposed by Cllr r Corben and seconded by Cllr G Weeks they be signed by the Chairman, this was agreed.

MATTERS ARISING: 7.1 Poultry Farm, Shillingstone Lane: Lone Star Land LLP: N.F.T.R.
7.2 Land at former Wessex Park Homes Site: N.F.T.R.
7.3 Playdells Farm: The Clerk advised that Habco Property Deveopment would be attending at the next meeting.
7.4 Recreation Ground/Pavilion: Mr Burt advised that he had started the refurbishment of the slide. Cllr R Corben advised the Mr A Frampton was continuing with the painting of the outside of the pavilion. The Clerk advised that she had received an email from Mr A Frampton advising that he was willing to continue with the grass cutting around the parish and that he was happy to remain on the gate rota. Council agreed that Mr Frampton should continue with the grass cutting and remain on the gate rota.
7.5 Bowey Field: Mr Burt advised that there was still a seat to be fitted and enquired it the Council was happy for him to carry out the work. The Council agreed that Mr Burt could install the new seat. Cllr R Corben agreed to help.
7.6 Neighbourhood Planning: Mr Burt advised that any changes required by the Inspector to the NDDC Local Plan should be taken into consideration when working on the Okeford Fitzpaine Neighbourhood Plan. He advised that he was willing to remain on the Neighbourhood Plan Group.
7.7 Belchalwell & Fiddleford Items: 7.7.1 Fiddleford sign: The Clerk advised that the Fiddleford sign had now been completed, It was agreed to discharge this item from the agenda. 7.7.2. Sign at New Cross: The Clerk advised that this had not yet been repaired and agreed to chase DCC 7.7.3 Noticeboard on Fiddleford Inn: The Clerk advised that she had spoken to the owners of the Fiddleford Inn who were happy to have either a wooden or aluminium noticeboard. The owner had offered to speak to his contractor to see if he was willing to give a quote to make a replacement wooden noticeboard.	Clerk to chase DCC
7.8 Land at top of Back Lane: N.F.T.R.
7.9 Land at bottom of Okeford Hill: The Clerk advised that she had contacted Mr Hitchcott, Enforcement Officer, NDDC and received the following response: “I refer to your query regarding the removal of chalk from the above-mentioned land. Whilst this would usually be a County matter I have been out to inspect the site and there does not appear to have been any unauthorised chalk extraction. What appears to have happened is that the chalk stone excavated for the foundations of the authorised agricultural building on the site currently under construction has been removed. This stone had been left on the site next to the excavation. This is not a breach of planning control” Cllr S Corben advised that 2 trailers were removing chalk for 2 days over the bank holiday period. Cllr Banning felt that NDDC should provide evidence that there had been no chalk extraction. The Clerk was asked to write again to NCCD advising that 2 trailers had been witnessed removing chalk from the site for 2 days over the bank holiday period.	Clerk to write to NDDC
7.10 Draft Core Strategy: The Inspectors report was awaited.
7.11 Castle Lane Footpath: N.F.T.R.
7.12 Darknoll Lane: The Clerk advised that she had written to Mrs McGowan, DCC who agreed to contact the Countryside team to establish if they would be happy for the PC to carry out the improvement works.
7.13 Old Orchard, Mary Gardens and other areas of grass: Cllr S Corben advised that the grass was being cut more regularly.
7.14 Fingerposts: Cllr S Corben advised that there were 22 fingerposts which required replacement. He had been given a quotation of £60 plus vat per board, which included painting. Lettering would costs between £3-5 per letter. Cllr Gartside enquired if any other quote had been obtained. Cllr Corben advised that DCC had quoted a price of approximately £200 per board. Cllr Gartside felt that another quotation should be obtained and agreed to speak to a fencing contractor to see if they were willing to provide a quotation. Concerns were raised about the amount of time this would take and the quality of boards made by a fencing specialist rather than a company who specialised in fingerposts. Following discussion it was agreed that Cllr Gartside would obtain another quotation and then liaise with Cllr S Corben. Cllr S Corben proposed the replacement of 10 fingerposts in the village centre. This was seconded by Cllr R Corben and agreed by Council. Council agreed Cllrs S Corben and Gartside should decide which quotation gave best value for money and then give the go ahead for work to be started.
7.15 Shillingstone Lane (Water in Road): The Clerk advised that she had written to both DCC and Wessex Water and both had agreed to look again at the problem and report back to the Clerk. Mr Burt advised that both Wessex Water and DCC had attended site and he had shown them where the water was coming from.
7.16 Footpath at the rear of Nethermead: The Clerk advised that she had written to Bloor Homes who agreed to look into the ownership of the pathway and report back to the Clerk.
7.17 Any Other Matters: Voluntary Labour: Mr Burt advised that he had no update on the recruitment of a new youth worker.
8. PLANNING MATTERS: 8.1 Applications: 2/2015/0416/FUL – Netherway Farm House, 26 Lower Street, Okeford Fitzpaine Dorset DT11 0RN – Change of use from storage barn to holiday accommodation, create new access from car parking area and demolish part of the building. The Chairman introduced the application. Members raised concerns regarding increased parking and access and the potential to sell the new property as a residential property. Cllr Gartside proposed no objection to the application but that NDDC should ensure that adequate parking provision was provided and the access was suitable. Also a restriction should be put in place to ensure the holiday accommodation remained ancillary to the existing property. 2/2015/0417/LBC – Netherway Farm House, 26 Lower Street, Okeford Fitzpaine, Dorset DT11 0RN – Demolish part of storage barn, rebuild and change of use from storage barn to holiday accommodation. Carry out associated internal and external works. The Chairman introduced the application. Members raised concerns regarding increased parking and access and the potential to sell the new property as a residential property. Cllr Gartside proposed no objection to the application but that NDDC should ensure that adequate parking provision was provided and the access was suitable. Also a restriction should be put in place to ensure the holiday accommodation remained ancillary to the existing property. 2/2015/0418/LBC – Netherway Farm House, 26 Lower Street Okeford, Fitzpaine Dorset, DT11 0RN – Erect porch, install 2 No. eyebrow dormers and convert second floor to form additional accommodation. Remove existing staircase and replace, re-thatch roof, install replacement windows and doors and carry out associated internal and external alterations. The Chairman presented the application. Following discussion Cllr S Corben proposed no objection. This was seconded by Cllr R Corben and agreed by Council. 2/2015/0428/HOUSE – Netherway Farm House, 26 Lower Street, Okeford Fitzpaine, Dorset DT11 0RN – Erect porch, install 2 No. eyebrow dormers and convert second floor to form additional accommodation. The Chairman presented the application. Following discussion Cllr S Corben proposed no objection. This was seconded by Cllr R Corben and agreed by Council. 8.2 Decisions: 2/2010/0336/PLNG/DCC – Knoll Farm, The Common Okeford Fitzpaine, Blandford Forum, Dorset – Reinstate redundant gravel pits for agricultural use. Cereal production. 8.3 Any other planning matters: The Clerk advised that the owners of Steamer Cottage, Okeford Fitzpaine had applied to have the property removed from the listed building list. 10. REPRESENTATIVES REPORTS: Rights of Way/Footpaths: Mr Gartside advised that work on the footpaths was ongoing. He added that a stile had been damaged by a bull and that he would investigate further to see if any repairs were required. Football Club: N.F.T.R. Village Hall: Mr Burt advised that the Village Hall Committee had held V.E. day celebrations and an over 60s tea. He thanked all volunteers who had helped. Cllr Gartside congratulated the Village Hall Committee for holding a marvelous celebration. Community Group: N.F.T.R. DAPTC: N.F.T.R. Mr Burt advised that he had attended a number of meetings with local Parish Council regarding the closure of the A350. He advised that DCC were taking a decision at its Cabinet meeting to be held on 13 May 2015 on whether to reopen the road on a temporary basis.

FINANCIAL MATTERS: 12.1 Accounts paid since last meeting: None 12.2 Accounts to be paid: Mrs S Deary – Salary £298.64 Chq No. 883 Wessex Water – Water Services £171.76 Chq No. 884 Community Development Foundation – Grant Refund £562.00 Chq No. 885 Aon UK Ltd – Council Insurance £1326.70 Chq No. 886 It was proposed by Cllr S Corben and seconded by Cllr R Corben that these be paid. This was agreed by Council. 12.3 Any Other Financial Business: Change of Authorised Signatories: It was resolved that the Authorised Signatories in the current Mandate, for the Accounts detailed in section 2, be changed in accordance with section 5, and the current Mandate will continue as amended. 12.4 Annual Accounts: 12.4.1 Having been given the annual accounts at the last meeting, it was proposed by Cllr R Corben that the accounting statements should be approved. This was seconded by Cllr S Corben and agreed by Council. 12.4.2 The Annual Governance Statement was read out to Council. Cllr R Corben proposed that it was approved. This was seconded by Cllr S Corben and agreed by Council.
13. ANY OTHER BUSINESS: Mr T Burt asked new Members to produce a short biography and photo for the website.
