MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUEDAY 8TH AUGUST 2000

In attendance:- Mrs D Burt (clerk), Dr G Tapper(DCC), and twelve members of the public.
1) Apologies ? Cllr A Frampton, Cllr M Bignell.
2) The minutes of the July 11th meeting having been circulated to councillors and notice
boards, were taken as read, it was proposed by Cllr Mrs Calcott and seconded by Cllr Corben that they be signed by the chairman, this was agreed.
3) Points from the public relating to item 4 only Mr Loving was concerned that Bowey Field play equipment could be dangerous, the chairman assured him that the RoSPA inspector who had recently visited had not mentioned a problem but the report was awaited.
3) Matters Arising
i) Recreation ground
The clerk reported having no response from the Environment Agency nor from DCC regarding weed killers, however a telephone call had been received from West Dorset Environmental Health suggesting the use of Roundup, which is unsuitable as it would kill the grass as well.
The cooker which had been donated had now been fitted (see item 8).
The chairman wished to thank Kevin Frampton for fitting the new cistern in the old toilets.
It was agreed that the clerk pay for the tractor as soon as the donation from the F.C. was received.
The chairman reported that he had accompanied the RoSPA inspector on his annual inspection of the play equipment. Some work needs to be done, awaiting report. He is happy that the seat be fitted on the chosen site.
ii) Bowey Field
The approximate cost of the basketball surface was given as �4000. There would be a lot of voluntary work to do, digging out the area. The chairman wished to use recycled plastic wood to surround the tarmac area, it was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that items be ordered when needed this was agreed.
The play equipment had been inspected by the RoSPA inspector, awaiting report.
iii) The Cross NFTR
iv) Webbs Country Foods
Letters had been received complaining about smells from both the factory in Higher St and the chicken houses in Shillingstone Lane, also two more ?diaries of smells? all of these will be copied to NDDC and the factory manager.
The manager had spoken on the telephone to the chairman and reported that the equipment which it was hoped would solve the problem in Higher St had not yet been commissioned due to the non-delivery of a part. It was expected to have the equipment operational from August 16th / 17th. The chairman asked that those people who had been keeping diaries continue to do so after that date.

A response had been received from Mr Morgan, NDDC, which only reiterated what he had said in a letter before his site meeting with councillors. Clerk to write again.

xii) Parish Survey
The clerk?s draft had been circulated to councillors, they approved it and agreed that copies for everyone in the parish should be printed. Delivery details to be decided at the next meeting.
xiii) Footpath to Belchalwell Church ? bridge
Cllr Mrs Calcott reported that she had been in contact with DCC ROW who said that the repairs should now be done.
xiv) Footpath 44 ? bridges
Cllr Mrs Calcott reported that the repairs carried out had been vandalised again and the basic structure needed attention. Clerk to write informing DCC ROW.
xv) Drains ? Castle Lane
A response had been received from Mr Paulley, DCC saying that the drains had been jetted in May and had been reported as clear.
xvi) Drains ? The Hollow
Dr Tapper had received the copy of DCC?s letter and understood that this council was not happy with the work that had been carried out. Dr Tapper agreed to take it up with them again.
xvii) Castle Farmhouse
Awaiting response from chief executive NDDC, clerk to write again. Cllr Bignell via the chairman had said he would follow it up on his return.
xviii) Travellers
A letter from DCC chief executive was read. Dr Tapper reported that DCC were looking at their policy of designation of sites. It was agreed to take up the offer of a member of the Gypsy and Traveller Liaison Service to attend a future PC meeting also the offer of the same from the Police.
Dr Tapper apologised and left the meeting.
xix) Footpath 53 (Greeny Drove)
The glass appears to have been cleared, the dead elm tree will be removed.
xix) Future development
A letter had been received from Symonds & Sampson who will seek Mrs Spooner?s instructions to get a sketch plan produced.
After outlining the original proposals the chairman opened the meeting to members of the public who wished to make comment. There was discussion about the possibilities and many questions that could not be answered until more details are put forward.

Mrs Newman, secretary Ibberton & Belchalwell Village Hall ? this letter and all other correspondence had been circulated to councillors prior to the meeting. (Clerk?s note – original letter minutes page 229) Mrs Newman was concerned that they would lose a grant from DCC if this council, as well as Ibberton PC, did not agree to help with funding. This council has no legal responsibility to fund another parish?s village hall. There had been telephone conversations with DCC, DCA Village Halls advisor and Mrs Newman. The chairman asked Mr Yeatman to speak on behalf of the Village Hall committee. He suggested that the residents of Belchalwell fund raise

�500 to give to the PC to give to the Village Hall committee. After much discussion it was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that the idea be accepted this was agreed. Also a letter of support for the project be sent to DCA.
6) Representatives reports
Local public transport ? Mr Gillingham gave his report on various bus services available. Dr Tapper had reported on a Government scheme to put money into rural areas but this would have to be bid for by DCC and other authorities, support would be needed from parish councils.
Tree Officer ? Mr Tim Donnelly has volunteered to act as tree officer, clerk to give him any relevant paperwork.
7) Points from the public
Mr Ridout was concerned about the safety of children coming out of Bowey Field on bikes etc onto the road, the barriers did not seem to be effective. DCC to be consulted.
He reported that the footpath 55 needs marking. FLO to contact DCC to get a finger post erected, also one is needed on the Greenhayes to Higher St path.

The clerk requested that unused items in the provision budget for year ending 31-3-00 amounting to 14-64 from Homewatch signs and 133-13 from Bowey Field ditch be transferred to the repairs and renewals budget. It was proposed by Cllr Corben and seconded by Cllr Mrs Calcott that this be done, this was agreed.
9) Planning Matters
a) applications 2/2000/0564 & LB 2/2000/9081 ? Mr G Wakely, Easter Cottage – single storey ground floor extension, replace existing garage. There were no objections from the PC, it was proposed by Cllr Corben and seconded by Cllr Trowbridge that this application be supported, agreed.
2/2000/0601 ? Mr O Yeatman, Lowbrook Farm, Belchalwell ? cattle housing. There were no objections from the PC, it was proposed by Cllr Mrs Calcott and seconded by Cllr Thorne that this application be supported.
b) decisions 2/2000/0460 ? Brooks Dairyhouse, Belchalwell ? extensions to house, demolish redundant farm building and extend garden. Granted – condition that no erection or enlargement of garages or sheds or other outbuildings or means of enclosure shall be constructed within the garden.
2/2000/0454 ? Banbury Farm, Broad Oak ? continue to station residential mobile home. Granted ? condition limited to period ending July 31 2010, then to be removed and land restored to its former condition.
2/2000/0459 ? Bakers Mead, Lower St ? amend pp 2/99/0625 by inserting door to utility room and re erecting existing garden store. Granted.
c) other none.
10) Any Other Business
Cllr Mrs Calcott reported on the amount of litter around the village particularly around the Cross area, the clerk was asked to put a note in the Parish magazine asking people to use the litter bins provided. Also a notice to be put on the seat.
11) The next meeting will take place at The Pavilion on Tuesday September 5th at 7-30pm when the Rural Housing Enabler, Rachel Kalis will give a talk on her work.
There being no further business the chairman closed the meeting at 9-15pm.
