MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAILION ON TUESDAY 6TH NOVEMBER 2001

In attendance:- Mrs D Burt (clerk), and five members of the public.
1) Apologies Cllr Frampton, Cllr Bignell (NDDC), Cllr Campbell (DCC).
2) The minutes of the October 9th meeting, having been circulated were taken as read. It was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that they be signed by the chairman, this was agreed.
3) Points from the Public relating to item 4 only – None
4) Matters Arising
i) Recreation ground
The clerk had now received two quotes to supply and fit a new set of swings including safety surface, from Hagsplay and Wicksteed, there was very little to choose between the quality and overall price except that Hagsplay offered a �530 discount. It was proposed by Cllr Corben and seconded by Cllr Trowbridge that the Hagsplay quote be accepted this was agreed. (Clerk�s note – this decision subject to grants being secured)
The chairman reported that the wood was now ready for the roundabout and transport was needed to get it to the site.
The tractor is now ready for repair
Repairs to the pavilion door are being carried out.
Cllr Corben reported that the some hedges were in need of cutting, Cllr Thorne offered to do this.
A sub committee/working party meeting for any available councillor to attend, was arranged for November 20th at 7-30pm
ii) Bowey Field
The grass has become too long for the gang mowers to cope with, local farmer Mr. Potter has offered to cut it with his farm mower.
The handrails at the Lower St entrance have still not yet been repaired, children have been playing with them and loosening others. DCC are aware but need reminding.
Clearing of the ditch will take place when conditions allow.
Vandals have removed part of one of the goal posts, repair will need to be done quickly as it is now a hazard. Cllrs Corben and Burt agreed to meet on site on Friday to carry out repairs.

A letter had been received from DTLR, Western Traffic Area Office confirming that the number of vehicles authorised to operate from the Higher Street site. Other points had not been addressed, Chair to pursue.
The chairman had accepted an invitation to meet Mr. Hack, the factory manager who informed him that new consultants had been employed to try to solve the problems and a 24 hour hotline was being set up to deal with any complaints relating the factory. All calls will be logged, numbered and dealt with as soon as possible.
Two more odour diaries had been received. The chairman reiterated that it was important to continue to keep these diaries.

DCC has �planings� available to do work which will be done when labour available.
xii) Golden Jubilee 2002
Samples for a commemorative mug were looked at, a vote including members of the public present was taken and the mug style �Queens� was selected. It was agreed to order 300 with the makers stock design and our wording at a cost of approx �2.12 each. It was agreed that all children of the parish who will be 16 years of age and under on December 31st 2002 will be presented with a mug.
No reply had been received from Mr Alner, chair to follow up.
xiii) Road Hedges � Castle Ave NFTR
xiv) Travellers
E-mail from Mr Evans had been received saying that Okeford Hill Picnic site was now clear and the access protected by metal posts designed to discourage further encampments.
It was reported that some travellers had camped near Okeford Common, Mike Evans to be informed though no complaints had been received.
xv) Foot and Mouth Epidemic NFTR Item discharged.
xvi) Fairfield Close � ditch
There has been no response from the land owner, chair to follow up.
xvii) Notice Boards
To have a new board at Belchalwell would cost approximately �450. It was agreed that this should be done.
xviii) Greenhayes
A response had not been received from Mr Casebourne at no. 60, so a formal letter will be written setting out the Parish Council position.
A letter has been received from solicitors acting for the owners of no. 62 enclosing a copy of a Deed of Grant allowing access to their garage across Greenhayes and asking for the council to certify it as a true copy. There is no trace of the original document but the County Records Office have supplied a copy of a P.C. minute dated May 27th 1968 which confirms that such an arrangement was made. The chairman had spoken to Mr Lambert who had been chairman at the time and also a signatory of the Deed, he confirmed that the arrangement was made. However the attached plan was confusing and appeared to show access over all of Greenhayes. It proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that the council solicitor be consulted before anything was signed, this was agreed.
xix) Footpath 53
DCC has said that some drainage work is being done but there is a shortage of money. This item, along with other outstanding items will be discussed at a forthcoming meeting with Mr Mann, the District Highway Engineer.
xx) Belchalwell � sign NFTR
xxi) Chapel Green
A further letter had been received from Mr Mair, DCC solicitor saying that there are still highway rights over Chapel Green also a copy of a letter to Mr Davis answering his request for a licence to cultivate part of Chapel Green, in that letter reference was made to Mr Mann writing to the Parish

Council, this has not yet been received. It was agreed to write again to Mr Mair for clarification of the highway issue. It was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott to write to Mr Davis� solicitor to set out the Parish Councils position this was agreed. Clerks note � Mr Davis had previously said that any correspondence should be made through his solicitor.

6) Representatives Reports
Footpath Liaison Officer � Cllr Mrs Calcott reported that she had recently walked footpath 44 and found the new bridges had been defaced with graffiti.
Homewatch coordinator � Mr Fleetwood reported that several break-ins had taken place in Shillingstone and asked people to be vigilant. He also reported a potentially very dangerous incident in Lower St where a lighted cigarette was put through a letterbox, fortunately no real damage was done. Also incidents around Halloween involving the daubing cars.
Village Hall Management Committee � Cllr Burt reported that the committee was carrying out some remedial decoration.
7) District Councillors Report
Via the clerk – Cllr Bignell reported that the budget process at NDDC was underway and regrettably some more senior people had resigned.
8) Points from the Public
Via the chairman � Mr B Ridout was concerned about some of the footpaths around the Bowey area and a path from the top of The Hollow. He was also concerned about the half round rails that DCC had put as the bottom rail on some stiles that make them dangerous to traverse.

It was proposed by Cllr Mrs Calcott and seconded by Cllr Thorne that these be paid, this was agreed.

Councillors had no comments to make on the draft precept and the clerk had received no comments from the public. The clerk wished to increase the draft from 8200.00 to 8900.00 to include a new notice board for Belchalwell and increase the amount for the Golden Jubilee celebrations � this to be published as the 2nd draft.
10) Planning Matters
a) Applications
2/2001/0831 � Mr C Birchall, Seven Acres Small Holding, Okeford Hill. Erect stable block.
The chairman declared an interest in that the site is adjacent to his property.
There was some discussion about this application, it was felt that as the holding was only about 2 acres the proposed 5 stable block which includes kitchenette, tack room and tractor shed would be over development, there was also concern about access to and from the site on Okeford Hill where there is already a dangerous bend. It was proposed by Cllr Trowbridge and seconded by Cllr Mrs Calcott that the PC object to this application, this was agreed.
2/2001/0860 � Mrs R Mahoney, Church View, Belchalwell. Erect double garage.
There were no objections to this application.
b) Decision
2/2001/0790 – 7 Netherway Cottages. Erect 2 storey extension. GRANTED by NDDC.

12) The Next Meeting will be Tuesday December 4th at 7-30pm in The Pavilion, Castle Lane.
The chairman invited all who attend that meeting to join him and the clerk in a pre-Christmas drink afterwards.
There being no further business the chairman thanked everyone and closed the meeting at 9-47pm.
