MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY APRIL 6TH 2004

Also present:- Mrs D Burt (clerk), Cllr M Bignell (NDDC), Cllr A Campbell (DCC) and 4 members of the public.
1) APOLOGIES Cllr Mrs Buckley (on holiday).
2) THE MINUTES of the March 2nd meeting having been circulated to councillors and notice boards were taken as read. It was proposed by Cllr Trowbridge and seconded by Cllr Horton that they be signed by the chairman, this was agreed.
3) POINTS FROM THE PUBLIC RELATING TO ITEM 5 ONLY None
4) DECLARATIONS OF INTEREST
Cllr Horton declared an interest in item 11a) as being acquainted with applicants Mr & Mrs Durrant.
The clerk again reminded councillors that in accordance with ï¿½code of conductï¿½ any change in circumstances must be reported via form NDDC COC 3 within 1 month.
Cllr Nelson said he had again forgotten to bring his.
5) MATTERS ARISING
i) Recreation Ground
ï¿½ The clerk reported having booked the RoSPA inspector for the coming year through NDDC.
ï¿½ The new gates have been locked/unlocked by Cllrs BT, AF, TH & MB, the next 4 weeks would be done by Cllrs MB, BT, RC & TH, a permanent rota now needs to be put in place. A drop bolt for the middle needs to be installed.
ï¿½ Cllr Burt reported that new belts and blades for the mower had been purchased, he and Cllr Frampton had fitted the new blades.
ï¿½ Cllr Corben reported that a new guttering bracket was needed.
ï¿½ Cllr Burt reported having put some earth and turf around the edge of the roundabout.
ï¿½ Cllr Burt reported that the pedestrian gate and the railings around the pavilion were in need of painting.
ï¿½ Cllr Frampton suggested that a key be left at the pavilion for late users to lock/unlock the gates.
ï¿½ Cllr Burt suggested that work on refurbishment of the old toilets be carried out. 2 cisterns and 1 toilet pan definitely needed replacement and some pipe work was needed. The floor needs to be tiled and the outside door needs to be renewed. The labour would be voluntary so the only cost would be materials. Mr Senner offered a new toilet suite that was surplus to his requirements. The chairman thanked him and accepted the offer. It was proposed by Cllr Corben and seconded by Cllr Trowbridge that this work be started.
ii) Bowey Field
ï¿½ The clerk reported having booked the RoSPA inspector for the coming year through NDDC.
ï¿½ Cllr Frampton suggested that a sign was needed on the vehicle entrance gate saying ï¿½No parking in daylight hours access requiredï¿½ as occasionally he had had some difficulty gaining access to cut the grass. The clerk would get Muddyweb Ltd to do the sign. Cllr Burt declared an interest in that his son owns the company.

iii) Chicken Processing Factory
ï¿½ The catching lorries have now been moved to Blandford.
ï¿½ An amended decision on the goods vehicle operating licence had been received from the Traffic Commissioners Office. Cllr Horton had read it and reported that there was little change, the conditions remained the same. Cllr Burt reported that the company had been given extra time until May 15th to comply and that they could now use 38 tonne lorries instead of 26 tonne lorries which will make no difference as they are the same lorries.
ï¿½ Mr Senner handed in odour diaries from October ï¿½ March, these will be copied to NDDC. Cllr Horton said that there had been some days when there was a bad smell but wasnï¿½t sure whether it came from the Higher St site or the chicken farm in Shillingstone Lane.
iv) The Pound
Cllrs Burt and Frampton and Mr Dave Frampton had put down scalpings and installed the posts. The chairman recorded his thanks to Dave Frampton and Anthea Calcott and her group of volunteers for all the work done.
v) Extension of 30 mph speed limit
In response to another letter a representative from DCC rang the clerk to say that he didnï¿½t think that this job was on the list. The clerk sent him a copy of the correspondence from DCC which indicated that it was. Cllr Campbell would follow this up.
vi) Speeding vehicles
The yellow markings are now in place in The Hollow.
vii) Darknoll Lane NFTR

A letter confirming that DCC are happy with the posts had been received, this had been copied to Mr Senner and Mr Lambert.
ix) Telephone Kiosk
The glass has now been replaced.
x) New Cross NTR
xi) Any Other Matters Arising
a) Travellers ï¿½ A letter had been received from Mr Evans, DCC saying that Conygar Tip site was being considered along with 8 others for a transit site for travellers. He said that it was early in the process and that a consultation exercise would be decided on at the next DCC Cabinet meeting on April 7th.
Cllr Campbell is a member of the cabinet and was asked to take these points to the meeting.
The planning laws should not be relaxed for travellers as this would discriminate against the settled population.
Any site should have suitable facilities for sanitation and hygiene.
The access to Conygar would need extensive work including removal of an oak tree.
It was an effluent tip site can it be suitable for people to live on.
Are talks going on with neighbouring counties to ensure that one area is not inundated.
Cllr Bignell apologised and left the meeting at 8-32pm.
There was further discussion, Mrs Calcott said that she had been told that nightingales had been seen at Conygar and shouldnï¿½t be disturbed.
Cllr Nelson apologised and left the meeting at 8-44 pm.
The chairman thanked Cllr Campbell for coming and the latter left at 8.45 pm.
b) Water seepage at Shillingstone Lane ï¿½ DCC has carried out some work on clearing drains and has filled a hole with tarmac.
6) CORRESPONDENCE
ï¿½ International Tree Foundation – re: land east of rec: owned by Mr Muir. It was proposed by Cllr Trowbridge and seconded by Cllr Horton that a letter be written saying that the council is happy with its decision.

7) REPRESENTATIVEï¿½S REPORTS

FLO ï¿½ Cllr Horton reported that footpath 1 had now been cleared but there was still a problem with stiles on footpath 52.
Local public transport ï¿½ Mrs Calcott could not attend the last meeting so Mr Gillingham gave a report he said that services 304 &305 were to be discontinued and gave an update on other services.
Homewatch ï¿½ Mr Senner reported that things were going well with more volunteers coming forward. A notice board specifically for Homewatch use can be obtained via DCC clerk to write a request. Ideally it should be positioned in the centre of the village, the new shop owners are willing to assist if possible.

It was proposed by Cllr Frampton and seconded by Cllr Horton that these be paid, this was agreed.
The clerk reported having received donations of ï¿½6 for mugs, ï¿½100 from O.U.F.C. to assist with maintenance of the mowers, ï¿½20 from T.O.P.S. and ï¿½25 from Ringwood Pipe Band to assist with maintenance of the Pavilion.
Also received – ï¿½162.25 being VAT reimbursement.
Mr Casebourne has changed his kit car and does require access to his barn, cheque received.
The tractor vehicle licence had been renewed at no charge.
11) PLANNING MATTERS

2/2004/0234 ï¿½ Mr & Mrs Denny, Lowbrook Cottage. Erect 2 storey side extension (demolish existing extension). No objections
2/2004/9041 (LB) ï¿½ Mr & Mrs Durrant, Lime Tree Cottage. Remove railings and erect extensions to side lobby. No objections
2/2004/0259 ï¿½ Mr S Goddard, Sturminster Newton. Land at OS6961 & OS6537 rear of Back Lane (Okeford Hill).
Copy of a letter of objection had been received from Mr Haynes.
Response from NDDC enforcement office was read. After some discussion it was proposed by Cllr Horton and seconded by Cllr Corben and agreed unanimously that the council objects to this application on the grounds that it is within an AONB, an environmentally sensitive area and overdevelopment of the site. The only access is unsuitable for increased traffic. It was also agreed that the District Council be asked to instigate an agricultural viability assessment before any decision is made. It was also thought that new livestock buildings could not be constructed within 400m of residential accommodation.

c) other appeal by MJ, C~O & AE Yeatman, Lowbrook Farm ï¿½ appeal dismissed.
12) A.O.B.
Cllr Horton returned his comments on the paper from the ODPM with reference to the Code of Conduct. Other comments should be returned by the next meeting.
Cllr Trowbridge if there were any completed questionnaires for the GCSE student, there were none.
13) THE NEXT MEETING WILL BE THE A.G.M. ON MAY 4TH Police Inspector Nick Budden will be attending that meeting to talk about Police matters.
This meeting will be followed by normal business.
There being no further business the chairman closed the meeting at 9-50 pm.
