MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY 3RD OCTOBER 2000

In attendance:- Mrs D Burt (clerk), Cllr M Bignell (NDDC), and seven members of the public.
1) Apologies: – Cllr Mrs Calcott, Cllr Corben, Cllr Frampton, Dr Tapper (DCC).
2) The minutes of the September 5th meeting having been circulated to councillors and notice
boards were taken as read, it was proposed by Cllr Thorne a d seconded by Cllr Trowbridge that they be signed by the chairman this was agreed.
3) Points from the public relating to item 4 only – none
4) Matters Arising
i) Recreation ground
The chairman had met with Valley Fabrications who have given a quote of approximately �80 – �90 to make a metal safety guard for the seesaw, they have been asked to go ahead.
The problem of storage space inside and out was again discussed. The chairman would talk to the Football Club for their input.
The temporary toilets installed by the Football Club now need to be removed, chairman to talk to the FC.
The Youth Club has requested that a light be fitted to the end of the old part of the pavilion to illuminate the play equipment area in the winter months. They are willing to help pay for this, the chairman is concerned that a light would interfere with drivers in Castle Lane but would investigate.
The follow up questionnaire for the Sport England Lottery Fund has been completed. A visit is now expected from the monitoring consultants.
The chairman reported that the seat has now been fitted.
ii) Bowey Field
DCC has replied concerning the safety of the entrance from Lower St and expects to contact the council in the near future.
The chairman reported that the Tarmac surface for the basketball area has now been laid and the goal posts are expected to arrive and be installed on Wednesday. Cllr Trowbridge thanked the chairman for all his work in getting this project completed. The clerk reported that NDDC had confirmed the grant.
The chairman reported that the seat has now been fitted also the plaque in memory of Joan Elizabeth Ridout.
iii) The Cross NFTR
iv) Webbs Country Foods
Four more diaries of smells had been received and will be copied to NDDC and the Factory manager. The installation of the new equipment does not seem to be working and complaints are still being received. The clerk was asked to write to NDDC in an effort to find out why the problem persists. The chairman thanked those people who keep the diaries and asked them to continue.
v) Greenhayes/ Higher St path
Now that the time limit for persons aggrieved by the order is now reached the clerk will write to DCC to ask if they are able to Tarmac the paths surface.
vi) Old Orchard – Mary Gardens
A reply from NDDC confirms that they will continue to maintain the area as in the past and the apple tree will be dealt with appropriately.

x) Parish Survey
The clerk has now received information from the Housing Enabler but feels that it would not be appropriate to include it in this survey. It was proposed by Cllr Trowbridge and seconded by Cllr Nelson that the specific housing questions not be included and that the questionnaire be sent to every adult on the electoral role, this was agreed.
xi) Footpath to Bel Church ? bridges NFTR
xii) Travellers
Inspector Stone, section commander, Blandford will be coming to the next meeting to talk about the problem of travellers. Bruce Painter and Mike Evans of the Gypsy and Traveller Liaison Team will be attending the January 30th 2001 meeting.
xiii) Future Development
The chairman and vice chairman had met with Mrs Spooner?s agents surveyor on site. The surveyor is now going to talk to DCC regarding highway matters including entrances and hope to get back to the council by the end of October.
xiv) Beacon Millennium
The clerk confirmed that the Okeford Hill Beacon had been registered for the December 31st lighting.
xv) Ibberton and Belchalwell Village Hall
A letter had been received from the secretary Mrs Newman asking for confirmation in writing that this Parish Council was giving a grant for the refurbishment project. The clerk was asked to write saying what was agreed at the August meeting.
xvi) Road signs
The problems have now been put right.

6) Representatives reports
School Governor?s ? Cllr Nelson reported that there were now 81 children on role and the finances are now under control. The school has been painted and he has been appointed to the science working party.
Local public transport ? Mr Gillingham outlined some services and talked about weekly timetables.
Clerk?s note ? Mr Gillingham was willing to attend the annual one-day transport conference on October 16th, the application form has been returned with the fee.
Homewatch ? Mr Fleetwood reported that trailers in the area were being targeted by thieves, he had put information on the notice board.
Youth Club ? Mrs Burt reported that the club had started again in September with numbers reaching 24 so far. They are still looking for volunteers to help out for an hour or so on Monday evenings.
7) Points from the public
Mr Gillingham, as Football Club chairman said that storage and the tractor would be talked about at the next FC meeting.

It was proposed by Cllr Thorne and seconded by Cllr Nelson that these be paid, this was agreed.
The clerk asked the councillors if they had any items for inclusion in the draft precept, there were none. The clerk would have a draft precept ready for the next meeting
9) Planning Matters
a) applications none
b) decisions 2/2000/0601 ? Lowbrook Farm, Belchalwell ? erect agricultural building for cattle housing. GRANTED
2/2000/9081 & 2/2000/0564 ? Easter cottage ? demolish conservatory and detached garage erect sunroom and kitchen extension and new garage. GRANTED
2/2000/0642 ? Pond View, Fiddleford – erect 4 sheds for agricultural storage. GRANTED
c) other – SITE VISITS ? 2/00/407(42) Scrap Yard, Okeford Common ? office block etc. The recommendation was to defer a decision for satisfactory negotiations on design and contamination concerns.
2/00/55(42) Clive?s Skips ? vehicular access. The application was withdrawn.
10) Any Other Business
Cllr Trowbridge said that a nearby village have put together a book about their history and thought it would be a good idea for Okeford, as there are a lot of old pictures and stories which could be used, all that was needed was someone to put it all together. A note to be put in the next parish magazine.
11) The next meeting will be Tuesday October 31st and will take place at the Pavilion. Inspector Stone would be attending to talk about the problem of travellers.
There being no further business the chairman closed the meeting at 8-30pm.
