MINUTES OF OKEFORD FITZPAINE PARISH COUNCIL MEETING
HELD IN THE PAVILION ON TUESDAY AUGUST 19TH

1) Apologies Cllr M Bignell (NDDC).
2) The minutes of the July 22nd meeting having been circulated were taken as read. It was proposed by Cllr Trowbridge and seconded by Cllr Horton that they be signed by the chairman, this was agreed.
3) Points from the public relating to item 4 only none
4) Matters Arising
i) Recreation Ground
 Gates � specially designed gates would cost anything from �1050 to �1600 after some discussion it was proposed by Cllr Frampton and seconded by Cllr Horton that heavy duty farm gates should be used and that they should cost no more than �300, this was agreed. Cllr Frampton was concerned about vehicles parked in the car park after the due time to lock the gates. The clerk said a warning sign would have to be put up.
 See-saw � the RoSPA inspector indicated that a bark safety surface would not be ideal. The clerk had costed special tiles at just over �2000 which was not significantly cheaper than wet pour. Some work was needed on the see-saw bearings the extent of which could not be established until it was taken apart. Mr Senner offered his assistance with this and asked if it were possible to get the work certified to conform to British Standards. If this is successful the see-saw can be relocated with new a safety surface. After some discussion it was proposed by Cllr Horton and seconded by Cllr Frampton that the see-saw be taken out of service and dismantled, this was agreed. Cllrs Frampton and Burt would carry this out and a digger would need to be employed to break up and remove the concrete standing.
 Disability Discrimination Act � Cllr Mrs Buckley had looked at the information and reported on key points, a useful checklist was included. Cllrs Nelson and Buckley agreed to go through the list at both play areas to ascertain whether there would be any problems.
ii) Bowey Field
It is hoped to get the ditch cleared on Wednesday. The chairman reported having completed the wall to the east of the entrance, he felt that this was needed all the way along. Cllr Frampton suggested that the Environment Agency be approached again and asked if at least part of the ditch could be piped, this was agreed.
iii) Chicken Processing Factory
One odour diary had been received from Mrs Failes.
A letter had been received from NDDC asking that odour diaries contain wind direction.
A copy of a letter had been received from the School to Faccenda complaining about the continuing smells from the factory.
A letter had been received with the Faccenda Group submission regarding the vehicle operators licence at Higher St, this had been copied to councillors. The council has until September 15th to make a response. Cllr Horton went through the main points:- no night time movement of its vehicles in or out of the Operating Centre between 2200 and 0600. Restriction on vehicle movements reduced to 45 in a 24 hour period. Saturday and Sunday no movement of authorised vehicles except between 0900 and 2100 with maximum of 10 movements of its authorised vehicles, of which no more than 4 movements should be on a Sunday. Reduce fleet size from 10

vehicles and 14 trailers to 5 vehicles and 8 trailers. There will be a need to find alternative operating centres 6 month grace requested before imposing this condition. Trailer-fridges should not run at night between 2200 and 0600 and should run on electrical supply not diesel motors. A 20 mph speed limit for vehicles travelling to and from the factory through the village. A ban on vehicles using Shillingstone Lane save for necessary collections/deliveries at Shillingstone Farm. (The full submission forms appendix a of these minutes).
It was proposed by Cllr Horton and seconded by Cllr Nelson that an extraordinary meeting of the council be set for September 2nd to discuss the council�s response, this was agreed.
iv) The Pound NFTR
v) Travellers
There had been no response from either DCC or the Police regarding the encampment on the Belchalwell Road, clerk to write again.
vi) Extension of 30 mph speed limit NFTR
vii) Fiddleford drainage/bridge
The work on the bridge has not yet been done.
viii) Fiddleford Notice Board NFTR
ix) Track � Fiddleford
DCC ROW has confirmed that the track is on the highways map as and unsurfaced, unclassified county road. Clerk to write to DCC Stour Park to inform them that metal posts have been installed restricting access.
x) Cemetery NFTR
xi) Land south of village- Okeford Hill
Cllr Horton declared an interest as his son owns land in the area.
It was reported that tons of earth had been moved onto the land at the top of the hill and large posts had been erected. The enforcement office had been informed by telephone but it was proposed by Cllr Trowbridge and seconded by Cllr Frampton that a follow up letter be written, this was agreed.
xii) Land to east of recreation ground NFTR item discharged.
xiii) Council photograph
The clerk had sent a note to all councillors asking them to attend � an hour before the meeting, however Cllr Nelson said he had not had the note and the group photograph had been taken in his absence. Individual photographs of all councillors were also taken for the website.
xiv) Dorset Access Forum
A document for comment by September 19th. Cllr Horton to deal.
xv) Speeding vehicles � The Hollow
The Dorset Police had replied saying that resources are limited and � �At Okeford Fitzpaine casualties resulting from collisions are not high and the majority of traffic is not travelling substantially above the speed limit. As such it will not receive a high priority for enforcement but patrolling officers will be made aware of your concerns and take them into account when in the area.�
xvi) Any Other Matters Arising
ï‚· The Garden Club volunteer had put weed killer around the shrubs at Greenhayes this will need clearing away at the end of September.
 A357 Fiddleford � a copy of a letter from DCC to Sturminster Newton TC was read.
5) Correspondence
 DCC � mobile library service � review questionnaire. Cllr Nelson declared an interest � his wife works for them.
 Defra � Rural services standards � copied to councillors.

 DAPTC � circulars 18/03 & 19/03 (copied to councillors) dealing with risk assessment, planning, disability discrimination act, code of conduct � handling complaints and notice of welcome meeting to new councillors �10 fee � Cllr Horton wished to attend, this was agreed.

 Standards Board � new guidance booklet �Standards Committee Determinations� information for monitoring officers.
6) Representatives Reports
Footpaths Liaison Officer � Cllr Horton reported that he had been informed that Bridleway 13 was overgrown, he is dealing with DCC ROW.
Local Public Transport Officer � Mrs Calcott reported that there was an area meeting on September 25th. Mr Gillingham commented that major changes were due to the 310 service.
Village Hall � As Cllr Nelson had resigned as PC representative it was proposed by Cllr Mrs Buckley and seconded by Cllr Horton that Cllr Burt takes this post on again, this was agreed.
Homewatch � Mr Senner reported that Mrs Calcott would introduce him to contacts in the village. The Police had said that anything suspicious should be called in to the Police on 999. He suggested that a petition about the speeding vehicles may help, Cllr Horton said that individual letters carry more weight.
Youth Club � Mrs Calcott reported that cricket equipment had been donated.
7) District Councillors Report
via the clerk � The possibility of a speed limit at Fiddleford was raised at the District Council meeting in July and support was received.
8) Points from the public
Mrs Calcott asked if the swings at the recreation ground needed oil as they appeared to be stiff. The chairman said that the manufacturer instructions would need to be checked.
She also said that the prison door was to be removed for a short period.
Mr Gillingham was concerned that the estate agent sign in Castle Lane was interfering with visibility of the speed restriction sign. Clerk to write to agent.
9) Financial Matters
Accounts to pay:-

It was proposed by Cllr Horton and seconded by Cllr Mrs Buckley that these be paid, this was agreed.
The clerk reported that she had reclaimed �112.01 VAT.
A donation of �10 had been received from T.O.P.S.
The annual return form had been returned from HLB AV Audit because the internal auditor had not marked one of the boxes relating to risk. He had now written none in the box. It was proposed by Cllr Trowbridge and seconded by Cllr Frampton that the change be approved, this wad agreed.
10) Planning
a) applications 2/2003/0728 � Mr & Mrs Jay, Bramble Hill, Higher St � erect single storey and two storey extensions. (a letter had been received from Mr & Mrs Jay setting out the reasons for the extension which had been circulated to councillors, copies were available for the public). NO OBJECTIONS.
2/2003/0730 � Mr & Mrs Meyrick, 35, Nether Mead � erect rear single storey extension and first floor extension over garage. NO OBJECTIONS.
2/2003/0758 � I Trill & P Bartlett, Bryanston Cottage, Fiddleford � create new vehicular access. NO OBJECTIONS.
2/2003/0747 � Parish Council � Village Hall, Greenhayes � renewal of pp 2/1998/0348 � erect extension.
Cllrs Burt and Frampton declared an interest in that they serve on the management committee.
Cllr Horton took the chair, there was support for the application from the floor as it provided for disabled facilities. There were 3 letters of concern asking that the council considers withdrawing its application, these had been copied to councillors and copies were available for the public.

The concerns were about car parking spaces encroaching on the turning space for 62 Greenhayes, Cllr Trowbridge said that this problem could be worked out. Cllr Burt said that at the time the original plans were drawn up the council was not aware of the garage access. The other concerns were about drainage, residents felt that a tarmac surface on the car park might create flooding of the cottages. A plan drawn up by an engineering consultancy of a drainage system to accommodate condition 4 on the previous approval was also displayed. After some discussion Cllr Horton said he saw no benefit in withdrawing the application and that the proposed drainage system should improve matters. Cllr Corben said that he doubted that much water soaked into the car park at present, the main flood water comes from the fields above due to changing farming practices. Cllr Burt said that following the site visit in 1998 when people had complained about the water DCC had said that the Parish Council must be responsible for it on the car park even though it comes via footpath 53. Cllr Nelson was concerned about the cost of the project as the Parish Council had no money. Cllr Burt said that the Village Hall Management Committee was responsible for fund raising for the extension. Cllr Trowbridge said that the recycling bins could be re-sited but a lot of people wouldn�t want them moved.
Cllr Corben proposed and Cllr Nelson seconded that the council offers no objections to the application, this was agreed.

2/2003/0792 � Mrs Young, Cloverhayes, Back Lane � erect tractor shed/implement store.
Cllr Nelson declared an interest as being a friend and neighbour of the applicant.
There was some discussion about the siting of the shed, if it had been near the other buildings there would have been no objection. As it was it was proposed by Cllr Horton and seconded by Cllr Trowbridge that the council objects to this application on the grounds that on the proposed site it could have a detrimental impact on neighbours, this was agreed.

2/2003/0542 � Land south of Manor Farmhouse, Fiddleford � erect dwelling and garage. REFUSED � reasons:- sporadic development, outside settlement boundary, archaeological deposits may be disturbed, access lacks visibility.

12) The next meeting will be an extraordinary meeting at 7-30 pm on September 2nd at the Pavilion, Castle Lane. The next normal meeting will be at 7-30 pm on September 16th at The Pavilion, Castle Lane.
